E. CONTRACTOR INQUIRIES
By this Amendment No. 0001, the Chicago District, USACE provides its responses to contractor inquiries:
Q1. I would like to submit a substitution request for the above mentioned project. I would greatly appreciate it if you can email me a substitution form. I did not see a substitution document in the spec.
USACE answer Q1: Bidders are to bid the project as specified and there are no allowances in the solicitation, wherein accepting or authorizing substitutes. If bidding and a bidder takes exception to a requirement, its bid will be rejected.
Q2. The minimum amount of insurance required per Section 011000, Para 1.13 is up to fifty (50x) times higher than a typical USACE project. Given the relatively small scope and magnitude of this project, these are extremely onerous and will add significant costs. Please review and confirm the FAR 52.228-5 insurance requirements for this project.
USACE answer Q2: The insurance requirement is correct as given in the specifications, including the revised specifications provided by this amendment and cannot be changed. It is different than USACE’s typical insurance amounts, and the government is aware that costs will be higher as a result.
