(2) REVISIONS TO SECTION 00 70 00 - CONDITIONS OF THE CONTRACT –The following Clause has been added by reference; thus, the older version of this Clause, “dated AUG 2019,” has been deleted, in its entirety, from the Solicitation.
52.204-25 Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment (AUG 2020)
C. AMENDED SPECIFICATION SECTIONS: The following Specification Sections have been revised. The revised sections are enclosed hereunder and replace the previously furnished sections.
(1) SECTION 01 22 00: Paragraphs 1.2.4.1 and 1.2.5.1 have been updated to indicate that any bypass costs should be included as incidental to the culvert bid items.
(2) SECTION 33 40 00: Paragraph 1.4 text revised to clarify the bypass plan requirements and the current pumping capacity.
(3) SECTION 33 61 13.19: Paragraph 2.6.2 added a submittal for pipe support.
(4) SECTION 35 45 02.00 10: Paragraph 2.5.7 removed language that does not pertain to this project.
D. AMENDED DRAWING SHEET: The following Drawing Sheet has been revised and is hereunder enclosed replacing the previously furnished respective sheet.
(1) Sheet S-509: The note at the top of detail C1 has been changed to remove reference to the incorrect detail and to include contractor requirements for the connection design.
E. CONTRACTOR INQUIRIES: By this Amendment, the Chicago District, USACE responds to Contractor’s inquiries as follows:
INQUIRY #1:
The addendum also brings up a new question regarding by-pass pumping.
In order to properly design a bypass system and size pumps, a given amount of flow for bypassing has to be known.
What is the flow the contractor needs to size bypass pumping. It appears that the existing pump station is already insufficient as it is currently being supplemented with diesel suction pumps.
Please provide a basis of bid in Gallons per minute or CFS so contractors are all pricing an adequate amount of pumping capacity to protect the sewers from overflowing / backing up.
I currently believe that the current bid documents with addendum #4 do not contain enough information to properly price the bypass work.
USACE RESPONSE INQUIRY #1: The text of the bypass plan description in Section 33 40 00 paragraph 1.4 has been updated to note that the contractor should maintain the existing capacity of Pump Station 2 during construction. The issue of insufficient pumping capacity of the existing system is not to be included by the contractor in his analysis of the bypass plan. Note that in a flooding scenario, the Village of Mount Prospect will have personnel at the floodwall facilities to perform their own operations.
INQUIRY #2: What CLIN does all the by pass pumping go into?
USACE RESPONSE INQUIRY #2: Section 01 22 00 Paragraphs 1.2.4.1 and 1.2.5.1 has been updated to indicate that any bypass costs should be included as incidental to the culvert bid items.
INQUIRY #3: Is it a 5’ diameter pipe or a 60” x 44” culvert?
USACE RESPONSE INQUIRY #3: The note on sheet S-509 is incorrect and should not point to detail A6 on S-505. Detail A6 on S-505 shows the connection detail for the 5' outflow pipe. Not the inflow culverts. The culvert in question is a 60" x 44"
INQUIRY #4: What is the steel joint. There is not detail or description of this?
USACE RESPONSE #4: These components are not specific and have no structural capacity. They are simply meant to protect the edge of the concrete. Contractor should fabricate similar plates to this usage conforming to the requirements in spec section 05 50 15.
INQUIRY #5: Is the contractor to remove existing pipe or culvert, enlarge the west side of the Backflow Structure, cut the existing culvert pipe and reinstall it into the structure. Please note cutting the existing culvert pipe does not result in a constructable joint as shown. Can the contractor cut the existing culvert pipe and pour a concrete collar to secure it into the modified backflow structure?
USACE RESPONSE INQUIRY #5: The note on sheet S-505 has been updated to include instructions on submitting new connection design prior to construction. Contractor may use the previously mentioned cast collar design. New design shall conform to all standers set in spec section 03 30 53 and must be approved by a member of the Chicago District design section.
INQUIRY #6:
In Amendment # 4 there is a question about the pump supports.
INQUIRY #50: The major pump supplier on this project has pointed out that the contract plans do not indicate supports for the 3 large pumps. These pumps will have significant weight as well as torque at startup which needs to be supported. Please provide a structural support detail for the pumps and riser pipe column tying them into the concrete structure.
USACE RESPONSE INQUIRY #50: Per sheet M-101, general note #1, the contractor is responsible to provide pipe supports design by Illinois licensed structural engineer.
These pumps are typically mounted to a concrete deck or from support beams that span an open area such as your station. Since these beams are tied directly into the concrete deck of this structure, I am not sure that the contractors can design these supports like a typical pipe support?
Please let us know if you need any pump drawings, weights, forces, etc to assist in reviewing the support of the pumps?
USACE RESPONSE INQUIRY #6: Per the revised specification section 33 61 13.19, para. 2.6.2, the contractor will be required to submit pipe supports drawings and calculations for approval.

1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:
SD-01 Preconstruction Submittals
Bypass Plan ; G, CN
SD-04 Samples
Pipe for Culverts and Storm Drains
SD-07 Certificates

Determination of Density
1.3 DELIVERY, STORAGE, AND HANDLING
1.3.1 Delivery and Storage
Materials delivered to site shall be inspected for damage, unloaded, and stored with a minimum of handling. Materials shall not be stored directly on the ground. The inside of pipes and fittings shall be kept free of dirt and debris. Before, during, and after installation, plastic pipe and fittings shall be protected from any environment that would result in damage or deterioration to the material. Keep a copy of the manufacturer's instructions available at the construction site at all times and follow these instructions unless directed otherwise by the Contracting Officer. Solvents, solvent compounds, lubricants, elastomeric gaskets, and any similar materials required to install plastic pipe shall be stored in accordance with the manufacturer's recommendations and shall be discarded if the storage period exceeds the recommended shelf life.
Solvents in use shall be discarded when the recommended pot life is exceeded.
1.3.2 Handling
Materials shall be handled in a manner that ensures delivery to the trench in sound, undamaged condition. Pipe shall be carried to the trench, not dragged.
1.4 BYPASS PLAN
Submit a plan to maintain stormwater flow during work on the existing stormwater pipes. Use of the existing structures which flow to the river is permitted (Backflow Structure #1, Pump Station #2, Closure Structures #6 and #7). The bypass plan should maintain the existing pump capacity of Pump Station #2, which is 25.5 cfs . Additional pumps would only be required if the existing pump station cannot be used at any point during construction. Contractor should note that last year there were 90
SECTION 33 40 00 Page 3 calendar days where the river elevation was higher than the outlet pipes on these structures, preventing drainage to the river.
PART 2 PRODUCTS
2.1 PIPE FOR CULVERTS AND STORM DRAINS
Pipe for culverts and storm drains shall be of the sizes indicated and shall conform to the requirements specified.
2.1.1 Concrete Culvert
Manufactured in accordance with and conforming to Illinois Department of Transportation (IDOT) Specification Section 540 for Precast Concrete Culverts.
