52.236-27 SITE VISIT (CONSTRUCTION) (FEB 1995)
(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
(b) Site visits may be arranged during normal duty hours by contacting:
Jeff Wulbecker, Village Engineer, Village of Mount Prospect, (847) 870-5640, JWULBECKER@MOUNTPROSPECT.ORG
(End of provision)
C. AMENDED SPECIFICATION SECTIONS: The following Specification Sections have been revised. The revised sections are enclosed hereunder and replace the previously furnished sections.
(1) Submittals. Added SD-01 Preconstruction Submittals
(2) Section 33 40 00. Added Bypass Plan
(3) By this Amendment, the government is hereby adding a price allowance for the purpose of reimbursing the ComEd service fee (further details are provided at the below paragraph E). This particular service fee will be compesated via the newly established line item 0020, which has been added to the bid schedule and to Specification Section 01 22 00.00 10, “Price and Payment Procedures.” At this time, the government will not be issuing a revised Specification page to include line item 0020. Under the conformed copy of the contract, wherein including the specification set, this particular line item will be included via the exact form and manners set forth by the enclosed Revised Bid Schedule.
D. REVISED DRAWING SHEET: The following Drawing Sheet has been revised and is hereunder enclosed replacing the previously furnished respective sheet.
Sheet Ref. No. Title and Description
ES-101 Site Plan – note added to the General Notes
E. REVISED BID SCHEDULE: The government is providing a revised bid schedule (Section 00 10 00 – Solicitation Contract Form), which adds a new line item no. 0020 under the base work; the new line item adds a
"Government Price Allowance for the ComEd Transformer Connection Fee." As a result of this revision, Bidders shall remove and replace the previously issued respective Section with the Revised Section 00 10 00 enclosed hereunder. Bidders shall provide their prices on the Revised Bidding Schedule.
F. CONTRACTOR INQUIRIES: By this Amendment, the Chicago District, USACE responds to Contractor’s inquiries as follows:
INQUIRY #1: Are existing onsite pumps available for Contractor use?
USACE RESPONSE INQUIRY #1: There are no government furnished pumps available for the contractor to use. All pumps on site belong to the Village of Mount Prospect.
INQUIRY #2: Can tie-backs be used on the riverside work area to support piling/open excavations?
USACE RESPONSE INQUIRY #2: The contractor can use tie-backs as long as the contractor meet any requirements working within the channel. The contractor will have to submit their shoring plan stamped by a PE per the submittal requirement.
INQUIRY #3: Can you describe the Army Corps’ desired maintenance of flow for existing 30” RCP?
USACE RESPONSE INQUIRY #3: There will be a need to maintain drainage though the location of the 30" pipe in whatever manner the contractor deems to be feasible. There is not a requirement to temporarily re-connect the pipe, however water should be allowed to flow as needed. How that is accomplished is up to the contractor. The contractor needs to remember that this is an active flood protection project that needs to maintain its current level of flood protection at all times during construction.
INQUIRY #4: On Dwg. ES-101 the secondary duct bank crossing the road, is that a directional drill or open cut road crossing?
USACE RESPONSE INQUIRY #4: We don't clarify the means to do the work as that needs to be coordinated with the city and utility. It is expected that the contractor will directionally drill as to limit the impact on the use of the road.
INQUIRY #5: Dwg. ES-101, there are double dashed lines between the pump station and the equipment on the east side of the road. Is that conduit? If so there doesn’t seem to be a detail for it.
USACE RESPONSE INQUIRY #5: The double dashed lines are the water conduit between the pump stations and therefore are not included in the details of the electrical drawings.
INQUIRY #6: Will IDOT allow the Contractor to install a permanent northbound lane closure on River Road? The work space is very limited, and will be costly and inefficient to construct during daily lane closures between 9 am and 3 pm.
USACE RESPONSE INQUIRY #6: The contractor is required to work with IDOT on the permitting of the lane closure. USACE has indicated to IDOT that a permanent lane closure would be preferred, but the contractor will need to obtain the necessary permit which includes the required maintenance of traffic plan and any other IDOT requirements. In the past this has included a bond, but the exact cost and requirements are not known to USACE.
INQUIRY #7: Will the Government allow the use of earth retention systems to be left permanently in place provided it is cut 1' below grade?
USACE RESPONSE INQUIRY #7: Yes, as long as it meets applicable laws and regulations and there is little to no risk of erosion to expose it. If so, the cutoff may need to be deeper.
INQUIRY #8: Please confirm cofferdam elevations shall match current flood wall elevation.
USACE RESPONSE INQUIRY #8: Yes. The same level of protection (height of flood control structures) must be maintained throughout the project; however, the minimum requirements for the cofferdam are as stated below:
Spec 01 57 20 indicates requirements in RP7: The following requirements will be adhered to for any project requiring in-stream work, and coffering:
The plan must be designed to allow for the conveyance of the 2-year peak flow past the work area without overtopping the cofferdam. The Corps has the discretion to reduce this requirement if documented by the applicant to be infeasible or unnecessary.
INQUIRY #9: Please provide any known info for the fill level of current 30” RCP
USACE RESPONSE INQUIRY #9: There is no known fill level of the current 30" RCP. This line drains stormwater from the adjacent roadway and residential areas, so active drainage in the pipe will depend on the local weather conditions. Per Section 02 41 00 Section 3.1.2, Contractor should not disconnect utilities and begin demolition until temporary service is in place, and should provide the plan for temporary service in the Demolition plan submittal. Stormwater should be allowed to continue to drain to the Des Plaines River, either through one of the existing structures if they remain in service for that time, or directly over top of the floodwall through a bypass.
INQUIRY #10: Are pump run hours available?
USACE RESPONSE INQUIRY #10: According to the pump manufacturer the pumps can run 24/7. The pump working hours are shown on the pump’s control panel display. The pumps max cycles per hour are 15 which indicates the min. run time of the pumps.
INQUIRY #11: Due to a confined workzone, will the Government allow the Contractor to provide temporary facilities near the project location in rented office space?
USACE RESPONSE INQUIRY #11: The contractor is allowed to provide temporary facilities as they see fit to complete the project. Contractors are encouraged to work with the Village of Mount Prospect. Please contact Jeff Wulbecker: (847) 870-5640 JWULBECKER@MOUNTPROSPECT.ORG
INQUIRY #12: Will Mt. Prospect allow for Contractor parking on neighborhood streets?
USACE RESPONSE INQUIRY #12: Any contractor wishing to use street parking will need to coordinate with the Village of Mount Prospect. Please contact Jeff Wulbecker: (847) 870-5640
JWULBECKER@MOUNTPROSPECT.ORG
INQUIRY #13: There does not appear to be a CT cabinet shown for utility metering. A meter socket is shown on sheet E-502 however it shows the CT’s located in the secondary compartment of the transformer. Please confirm that a stand alone CT cabinet is not needed for the Com Ed CT’s.
USACE RESPONSE INQUIRY #13: Bid as shown.
INQUIRY #14: Sheet E-502 notes the utility CT’s are by the contractor. Typically Com Ed supplies the CT’s for this size service. Please confirm that this is the intent.
USACE RESPONSE INQUIRY #14: Bid as shown.
INQUIRY #15: Being that the transformer is customer owned, is overcurrent / short circuit protection needed on the secondary side before the cables go under the roadway?
USACE RESPONSE INQUIRY #15: No short overcurrent or short circuit protection is required and therefore is excluded.
INQUIRY #16: Can a spec or more detail be provided on the generator connection cabinet shown on sheet E-601.
Additionally can a location for this cabinet be confirmed?
USACE RESPONSE INQUIRY #16: Generator dock is specified in Note 7 on sheet E-601
INQUIRY #17: The VFD’s appear to be called out in two sections, the motor control spec section 26 28 00.00 10 & Submersible Pump Spec 35 45 62.00 10. The drawings call for the VFD’s to be within the MCC, please confirm the VFD’s are to be part of the MCC.
USACE RESPONSE INQUIRY #17: VFDs are integral to MCC
INQUIRY #18: Is engineering of the temporary flood control protection required to be included?
USACE RESPONSE INQUIRY #18: There should be a reviewable design able to withstand flooding loads.
INQUIRY #19: Is there an MWRD Permit required for this project? If so has that permit been applied for?
USACE RESPONSE INQUIRY #19: There is no MWRD permit required for this work. All needed regulatory construction permits have been obtained by USACE. The contractor is responsible for ensuring all local and IDOT permits are acquired.
INQUIRY #20: What is the actual flood control elevation required
USACE RESPONSE INQUIRY #20: The flood control elevation is elevation 641.16 ft NAVD 88, as show on Sheet C-101 PROFILE VIEW (T/WALL=641.16).
INQUIRY #21: Is there a cost for the IDOT permit?
USACE RESPONSE INQUIRY #21: IDOT requires a bond to be submitted as part of the permitting process.
Please contact IDOT for exact details: Abigail.L.Robinson@Illinois.gov or 847.705.4541
INQUIRY #22: Is the permanent lane closure one lane or two with a traffic shift
USACE RESPONSE INQUIRY #22: The contractor will need to work with IDOT regarding the specifics of the lane closure. It depends what IDOT will be willing to allow in that area. It is possible that they would allow a 2 lane closure for at least part of the day. Contractors should start coordination early and engage USACE for support with IDOT. USACE has begun discussions with IDOT but the specifics of the contractor’s plan are needed to finalize the permit.
INQUIRY #23: Is designed ERS required next to Route 45?
USACE RESPONSE INQUIRY #23: An Earth Retention System to protect Route 45 might be required depending on the contractor's means and methods.
INQUIRY #24: Are IDOT costs to be included in bid?
USACE RESPONSE INQUIRY #24: In accordance with the contract documents all costs associated with the project are to be included with the bid. The contract is the only method for USACE to pay contractors for items associated with this project.
INQUIRY #25: Will all the questions from the prebid meeting be included in the addendum?
USACE RESPONSE INQUIRY #25: The questions from the pre-bid meeting are included via this Amendment No. 0004.
INQUIRY #26: Are Comed cost which are unknown included in the bid. Or is this an allowance?
USACE RESPONSE INQUIRY #26: A new line item has been added to the bid schedule to incorporate a government allowance for the ComEd service.
INQUIRY #27: Do you have soil borings?
USACE RESPONSE INQUIRY #27:
52.236-4 PHYSICAL DATA (APR 1984)
Data and information furnished or referred to below is for the Contractor's information. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.
(a) The indications of physical conditions on the drawings and in the specifications are the result of site investigations by survey and borings. Reference boring logs located in Section 00 31 32.13 03 -
SUBSURFACE DRILLING AND SAMPLING INFORMATION.
INQUIRY #28: Will three separate individuals be required on this project a SSHO, CQC manager and a superintendent?
USACE RESPONSE INQUIRY #28: The SSHO may not serve as the Quality Control Manager. The SSHO may serve as the Superintendent. Please see spec section 01 35 26 and 01 45 00.10 20.
INQUIRY #29: Will the guardrail on rt 45 be removed and reused or need to be new?
USACE RESPONSE INQUIRY #29: The contractor is required to replace the guardrail such that it is in the same condition as it is now. How the contractor does that is up to the contractor’s means and methods.
INQUIRY #30: Will the contractor be allowed to remove more wall for access to the river side?
USACE RESPONSE INQUIRY #30: Contract plans do not specify a length of floodwall to be removed.
Contractor may remove some additional wall to improve access so long as the proposed demolition plan is accurately reflected in the “demolition plan” preconstruction submittal. The demolition plan must be reviewed approved prior to work. Temporary flood control structures must maintain full line of protection.
INQUIRY #31: Are excavated spoils to be hauled of CCDD or subtitle D?
USACE RESPONSE INQUIRY #31: Onsite soil can be moved to other locations onsite per Section 31 00 00, paragraph 3.6 as long as it is not mixed with CCDD per Section 01 57 20.01 03, paragraph 1.2.4 or hazardous materials per 1.2.3. If soil is mixed with CCDD, it is all considered CCDD as defined by Illinois EPA. Soil could also become contaminated from Contractor Generated Hazardous Waste (ie spilling gas, paint, etc).
Proper disposal of CCDD, hazardous waste, and other waste is spelled out in Section 01 57 20.01 03, 3.5.X.
INQUIRY #32: Due to a pending addendum which was eluded to at the virtual prebid meeting we are requesting the bid date be postponed 1 week to allow all our subcontractors and suppliers to incorporate this addendum with all the questions asked into their bids.
USACE RESPONSE INQUIRY #32: Please see amendment publishing of bid opening extension. The response due date and time is October 22, 2020 by 3:00 p.m. (Central Time).
INQUIRY #33: Based on the number of RFI's our firm has alone submitted, and with three business days remaining until the current bid opening date, we respectfully request that the bid date be pushed one week.
USACE RESPONSE INQUIRY #33: Please see USACE response inquiry #32 via this amendment no. 0004.
INQUIRY #34: 40 95 00 Pump Station Control System; The specifications for the pump control system appears to be a dedicated PC computer based system with features that no off the shelf PLC/HMI system has such as 7 ports, computer specs instead of PLC specs, cloud based monitoring, etcetera. Would it be acceptable to use a standard Allen Bradley PLC and HMI system programmed to meet the intent of the specifications for pump control?
USACE RESPONSE INQUIRY #34: Bid as shown
INQUIRY #35: On the attached one line, it shows a 12.47 kv to 480 v electrical transformer, which I could provide to non-utility customers in Illinois. I was wondering if you can weigh in, do you plan on owning that piece of equipment or is that a comed/utility owned unit? I am the sales representative for GE Prolec, I’ve also attached a quick sales document on the GE Prolec transformer line which has some details on what we would bid. Thank you for any information you can provide.
USACE RESPONSE INQUIRY #35: Transformer is customer owned.
INQUIRY #36: It appears the electrical ductbank from the transformer to the pump station will need to be installed below the culvert due to clearance issues above the culvert. Can the conduits be installed through the culvert cradle?
If not, what is the minimum clearance between the culvert cradle and the electrical ductbank? Also please provide a ductbank profile from transformer to the pump station.
USACE RESPONSE INQUIRY #36: The secondary ductbank should be installed beneath the culvert bedding, as per the note added to sheet ES-101. The profile of the ductbank is not set, but should be as needed to clear the new culvert installation.
INQUIRY #37: Are VFD’s external to the MCC acceptable?
USACE RESPONSE INQUIRY #37: It is recommended that the VFDs stay within the MCC. The top of the pump station is already crowded and we wouldn’t want any hardware mounted to the lower sides of the structure at ground level.
INQUIRY #38: Please provide as-builts or contract drawings to the structures to be tied into
USACE RESPONSE INQUIRY #38: As-builts of the relevant structures (floodwall, existing pump station, and existing closure structures) are provided in the R-series drawings of the plan set.
INQUIRY #39: Please confirm that the pump VFD's are to be integral to the MCC, and provided by the electrical contractor
USACE RESPONSE INQUIRY #39: Yes, the pump VFD's are to be integral to the MCC, and provided by the electrical contractor as depicted on sheet E-501 in the plan set.
INQUIRY #40: Please confirm that the CT's for the service transformer are to be included in option bid item #27 "750 kVA Pad Mount Service Transformer''
USACE RESPONSE INQUIRY #40: Yes, the CT's for the service transformer are to be included in option bid item #27 "750 kVA Pad Mount Service Transformer.'' See Specification Section 01 22 00.00 10, Page 7, wherein provides:
1.1.17 750 kVA Pad Mount Service Transformer (Option Bid Item 0027)
1.1.17.1 Payment
Payment will be made for costs associated with furnishing and installing a 750 kVA Pad Mount Service Transformer at the location shown on the drawings. Payment constitutes full compensation for all plant, labor, materials, equipment, tools, and incidentals necessary to complete the work.
1.1.17.2 Unit of Measure
Unit of Measure: JOB
INQUIRY #41: Please provide a drawing detailing the installation and location for the generator dock shown on the E-601 one-line diagram
USACE RESPONSE INQUIRY #41: Details for the generator dock are in the notes of E-601. Should be installed on the north side of the pump station for easy access.
INQUIRY #42: Please confirm that no lighting is required in the wet wells
USACE RESPONSE INQUIRY #42: Yes, no lighting is required in the wet wells as depicted on the overall electrical plan on E-101 and the section of the pump station on E-301.
INQUIRY #43: Please confirm that the Arc Flash and Coordination Studies are provided by others, and the electrical contractor is only responsible for providing equipment and settings information.
USACE RESPONSE INQUIRY #43: Yes, the Arc Flash and Coordination Studies are provided by others, and the electrical contractor is only responsible for providing equipment and settings information. A full description of the responsibility of the arc flash study requirements are listed in the Electrical Safety Notes on plan E-001.
INQUIRY #44: Will a full opening of Backflow Str #1 and Closures #6 & #7 be allowed to aid in bypass operations?
USACE RESPONSE INQUIRY #44: The contractor will be allowed full use of Backflow Str #1, Pump Station #2 and Closures #6 & #7 to aid in bypass operations. The contractor should be aware that last year there were 90 days where the river elevation was higher than the outlet pipes on these structures. The bypass plan should account for this possibility to avoid any potential exposure to flooding through the existing structures. Please see amended specification section 33 40 00 Bypass Plan via this Amendment no. 0004.
INQUIRY #45: Is the duct under Route 45 for electrical bored or open cut?
USACE RESPONSE INQUIRY #45: We don't clarify the means to do the work as that needs to be coordinated with the city and utility. It is expected that the contractor will electrically bore as to limit the impact on the use of the road.
INQUIRY #46: Earthwork Question. At the virtual prebid there were questions regarding CCDD soil disposal.
Sheet C-102 Note one indicates that all surplus soil is to be used to fill a low spot 550’ feet to the north of the work area. Please verify all excavated soil will be deposited here and grade to drain to the river.
USACE RESPONSE INQUIRY #46: Yes, all surplus soil should be placed in the area as designated by the plans.
INQUIRY #47: Has an LPC663 soil report been done on the area for the project?
USACE RESPONSE INQUIRY #47: No, LPC33 soil report has not be done on the area for the project.
INQUIRY #48: Has Testing been done to allow for CCDD or is that the responsibility of the contractor?
USACE RESPONSE INQUIRY #48: It is the contractor’s responsibility
INQUIRY #49: With Regard to the new ComEd service I asked if the ACOE could include an bid item allowance (cost reimbursable line item) to cover the cost of the service. It is very difficult for an electrical contractor to get a firm cost out of ComEd prior to the award of a contract.
USACE RESPONSE INQUIRY #49: A new line item has been added to the bid schedule to incorporate a government allowance for the ComEd service.
INQUIRY #50: The major pump supplier on this project has pointed out that the contract plans do not indicate supports for the 3 large pumps. These pumps will have significant weight as well as torque at start- up which needs to be supported. Please provide a structural support detail for the pumps and riser pipe column tying them into the concrete structure.
USACE RESPONSE INQUIRY #50: Per sheet M-101, general note #1, the contractor is responsible to provide pipe supports design by Illinois licensed structural engineer.
INQUIRY #51: Since there is an obvious significant addendum going to be issued and there is no less than a week to the postponed bid date, I am request another 2 week extension form the date of the addendum to allow for proper distribution to our subcontractors and suppliers and to allow enough time to consider the addendum in our proposal.
USACE RESPONSE INQUIRY #51: Please see USACE response inquiry #32 via this amendment no. 0004.
