The following items are applicable to this modification:

C. BID OPENING: The bid opening date is hereby changed to September 18, 2013. Bids remain due by 11:00 AM CDT, subject to the contingency statement.

D. FUNDING STATUS: The required funding approval has not been acquired. Pursuant to the Contingency Statement provided in Amendment 0002, the USACE is under no obligation to receive bids for this project until the required funding approval has been acquired. The USACE has not acquired said approval, but anticipates it on September 16, 2013. When said approval is acquired, offerors will be notified by another Amendment.

E. USACE’s RESPONSES TO CONTRACTOR’S INQUIRIES: Provided below are the USACE’s responses to all questions received from contractors.

Question 1. Specification Section 31 00 00 – 2.2.2.1 Material Quality Testing and 2.2.3.1 Gradation Testing. If the proposed Beach Fill Material is obtained from an Illinois Department of Transportation approved source, will the Cor accept test results for Petrographic Analysis, Sodium Sulfate Soundness and Freeze‐Thaw from the Illinois Department of Transportation quality control program? Also, will IDOT gradation tests be acceptable? Is the frequency of 2 gradation tests per day required if material is obtained from IDOT approved source?

USACE Response 1: See the revised specification section 31 00 00 paragraph 2.2.2.1 which was included in amendment 1 to the solicitation on the FBO website. The revised section addresses the question regarding material quality testing. The gradation test requirements outlined in specification section 31 00 00 paragraph 2.2.3.1 will be required and no exceptions will be allowed under this contract.

Question 2. We anticipate that approximately 1,800 CY will be hauled off site from the sub‐ grading activities for the proposed parking lot. Should we presume that this material is “clean” and can be disposed of in a CCDD facility or shall we presume that the material needs to be disposed of in a Subtitle‐D facility?

USACE Response 2: See the revised specification section 01 57 20.01 included in this amendment. The contractor will need to propose disposal locations for all materials, including CCDD, soils (which may need testing to determine compliance with CCDD and/or could need landfilling), solid waste, sanitary waste, etc. If any material is CCDD, the contractor will need to provide USACE with a copy of all documentation, including any testing and all forms, and also the agreement from the CCDD that they will take the material. The cost of this work is incidental to the bid item associated with that feature of work as stated in the payment paragraphs of specification section 01 22 00.

Question 3. Can wood forms be utilized for forming construction joints in pervious concrete?(spec section 3.4.4)

USACE Response 3: The specification section your question refers to is 32 13 43 – Pervious Concrete Pavement. No, wood forms will not be allowed. Forms shall be steel as required by paragraph 3.4.4.

Question 4. The specification calls out for a minimum 6’ wide roller for finishing operations.(spec section 3.5.1.4). The finish rollers and jointers are 36” wide is this acceptable?

USACE Response 4: The specification section your question refers to is 32 13 43 – Pervious Concrete Pavement. The specification section has been revised per this amendment to allow a 36” wide roller.

Question 5. Spec Section 3.5.2 refers to edging. The concrete is virtually a zero slump concrete which will be very difficult to edge. Is edging required?

USACE Response 5: The specification section your question refers to is 32 13 43 – Pervious Concrete Pavement. Effort should be made to produce a rounded corner at all joints in accordance with paragraph 3.5.2.

Question 5. I had our bonding company issue the bid bond that we are going to submit with our proposal on two different forms. The A310 (AIA) and the Standard Form 24 (Rev. 1‐90).

Are both of these acceptable bond forms?

USACE Response 5: The A310 (AIA) form is not an acceptable bid form.Federal Acquisition Regulation (FAR) Subpart 28.106‐1 requires the use of Form SF 24 for Bid Bonds.

F. SPECIFICATIONS: Bidders shall remove and replace the SUBMITTAL REGISTER with the replacement pages attached hereto. Furthermore, two attachments are hereby added at the end of specification section 01 57 20.01 and attached hereto the revised specification. The text of the below listed specification sections have been revised and are attached hereto. Deletions are struck through and additions are underlined.

PREMIUM PAY:

Long Boom :

Cranes & Derricks 90' to 150' including jib receive an extra

$.50 per hour. Cranes & Derricks over 150' including jib receive an extra $.50 per hour plus an additional $.10 for each additional 10' of boom or jib.

Capacity Pay: Cranes & Derricks with maximum capacity exceeding 50 ton with less than 90' of boom or jib shall be compensated $.01 per hour for each ton of the rated capacity in excess of 50 ton.

Long Boom pay and Capacity pay cannot be combined.

Crane mounted earth auger, raised and blind hole drills, and truck mounted drill rigs receive an extra $.50 per hour.

Creter Cranes:

When the Creter Crane is equipped with a conveyor system capable of extending 70' or more, the engineer shall receive an extra $.50 per hour.

Truck Mounted Concrete Pumps:

When the Truck Mounted Concrete Pump is equipped with a boom, which is capable of extending 90' or more, the engineer shall receive $.50 per hour extra.

Truck Mounted Concrete Conveyor:

Truck Mounted Concrete Conveyors equipped with conveyors that are capable of extending 90' or more, the engineer shall receive an extra $.50 per hour.

Underground Work:

Employees working in tunnels, shafts, etc. shall be paid an additional $.40 per hour. Employees working under air pressure 1/2 pound to 7 pounds shall receive an additional $.50 per hour. Employees working under air pressure of 7 pounds or over shall receive $.65 per hour more.

Mining Machines‐ Boring Machines:

The crew operating and maintaining the Mining Machines shall be compensated an additional $.50 per hour.

Between Dec. 15 and Feb. 28 the mechanic and welder rate shall be $2.00 less than the scheduled scale. Truck Painter and Truck Welder classifications shall only apply in areas where and when it has been a past area practice;

900 straight time hours or more in 1 calendar year for the same employer shall receive 1 week paid vacation; 3 years ‐ 2 weeks paid vacation; 10 years ‐ 3 weeks paid vacation; 20 years ‐ 4 weeks paid vacation.

WELDERS ‐ Receive rate prescribed for craft performing operation to which welding is incidental.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is union or non‐union.

Union Identifiers

An identifier enclosed in dotted lines beginning with characters other than "SU" denotes that the union classification and rate have found to be prevailing for that classification. Example: PLUM0198‐005 07/01/2011. The first four letters , PLUM, indicate the international union and the four‐digit number, 0198, that follows indicates the local union number or district council number where applicable , i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination.

The date, 07/01/2011, following these characters is the effective date of the most current negotiated rate/collective bargaining agreement which would be July 1, 2011 in the above example.

Union prevailing wage rates will be updated to reflect any changes in the collective bargaining agreements governing the rates.

0000/9999: weighted union wage rates will be published annually each January.
