EM-DTOS BLDG ROOFING PROJECT

OLD HICKORY, TN

QUESTIONS AND ANSWERS

1. Roof Square Footage: Please confirm if the existing roof square footage is 5,000 sqft.

Government Response: See revised PWS.

2. Insulation Requirements: Should the contractor provide and install only 350 sqft of R-15 batt insulation (non-facer assumed) under the roof panel replacement portion of the building, or should R-15 insulation be installed under the entire roof system (approx.. 5,000 sqft)?

Government Response: The PWS only states that the contractor is required to panel and insulate the 350sq ft portion of the damaged roof and to inspect the remaining roof and structure for possible repairs and replacement.

3. Roof Panel Gauge: Please confirm the required gauge for the 350 sqft R-Panel roof replacement section. Is 24-gauge acceptable as the typical standard?

Government Response: Standard typical required gauge is acceptable.

4. Edge Metals: For industry standard ES-1 Rated Edge Metals, can the contractor supply 24 gauge Kynar Finished ES-1 Rated Edge Metal Designs for the new drip edge, gutter, and downspouts?

Government Response: Contractor can provide samples for customer to view before finalizing decision.

5. Insurance Requirement: Please confirm whether this is a Factory Mutual (FM) insured building.

Government Response: Building is Federally insured in accordance with FAR Clause 52.237-2 Protection of Government Buildings, Equipment, and Vegetation.

6. The PWS calls for the purchase and install of a new cell phone booster. To confirm, this is to be a commercial grade antenna that will support multiple carriers and support a minimum of 5,000sqft coverage (not 50,000sqft as written in the PWS). Is this correct? Is there an existing cell booster on the roof today? If so, will the contractor be required to remove it? If not, where on the roof will this new cell booster be mounted?

Government Response: See revised PWS. The contractor will be required to remove the damaged cell phone booster and properly dispose of and all existing components. Contractor will be required to purchase and install new cell phone booster capable of providing coverage of minimum of 5,000 sq ft. Location installment of cell phone booster will be on top of roof similar to previous location and in accordance with manufacture installment requirements.

7. Crew requirements: What is the USACE regulation regarding the utilization of a subcontractor? To be more specific, we are looking for USACE requirements regarding citizenship status (i.e., documented/green card workers approved?), mandatory set-aside requirements, E-Verify requirements, DL Info submittals, and other such standards.

Government Response: Response: FAR Part 22, Subpart 22.18 deals with ensuring contractors verify the employment eligibility of their workforce. This requirement is implemented through FAR clause 52.222-54, which mandates that contractors enroll in and utilize the government's designated employment eligibility verification system. Separately, FAR Clause 52.219-6 outlines mandatory set-aside provisions for small businesses, reserving a specific procurement or portion thereof exclusively for 100% small business participation. FAR clause 52.219-4 addresses limitation on subcontracting, placing restriction on the amount of work a prime contract can subcontract out.

8. Are there any specifications regarding the two ventilation fans or the cell phone booster on the roof of the building?

Government Response: No specification on the ventilation.

9. Will the bidding contractor provide the retrofit standard roof system – 1-1/4” EPS 1lb Density flute-fill insulation, and a ½” HD ISO or 1” Standard 20psi ISO Insulation?

Please keep in mind this roof system will add R-Value to the building, around 6 R- Value, pending which insulation is preferred.

Government Response: The PWS does not provide specific direction; therefore, this is left to the contractor’s discretion.

10. Is the contractor responsible for Cell Phone Booster SOW Requirements?

Government Response: The contractor will be required to remove the damaged cell phone booster and properly dispose of and all existing components. Contractor will be required to purchase and install new cell phone booster capable of providing coverage of minimum of 5,000sq ft.

11. Are bidding contractors required to provide the 25yr NDL warrant on only the TPO Membrane and cover board system, or are we to include the EPS Flute fill insulation as well (assuming this the approved fill insulation)?

Government Response: Government is requesting 25yr warranty for both TPO membrane and cover board system and the EPS Flute fill insulation.

12. Can you advise if the organized prebide was required to bid this project?

Government Response: The organize site visit (pre-bid) is not required in order to submit a quote for this project.

13. Is there a possibility of scheduling a site visit for early next week?

Government Response: The scheduled site visit for this project took place on 3 December 2025. No additional site visits will be conducted for this requirement.

14. Could you please confirm which roofing system the government intends to procure—TPO/PVC membrane roofing or metal roofing? These are fundamentally different systems with significant cost, material, and labor implications, and bidders cannot provide accurate pricing without a definitive selection.

Government Response: Government only intends to repair / replace area of damaged roof (est. 350 sq ft). Replacement of roof will be metal however only after inspection and COR / customer approval.

15. Can you please confirm the correct coverage requirement? We believe this may be a typo intended to read 5,000 sq ft, consistent with the building size. A requirement for 50,000 sq ft would change equipment specifications and pricing substantially.

Government Response: See revised PWS.
