About this file

This document is a Questions and Answers (Q&A) amendment for a Barkley Power Plant HVAC Replacement project. The Q&A addresses technical specifications for HVAC equipment, specifically a split A/C system with modifications. Key details include: the government seeking a contractor to modify an off-the-shelf split A/C unit by bypassing air-cooled condensers and routing refrigerant through external heat exchangers. The government acknowledged that such modifications may void UL listings and warranties, and is open to alternative solutions.

Carrier proposed an alternative solution consisting of a self-contained air handling unit paired with two shell-and-tube heat exchangers, which the government accepted. Another acceptable unit mentioned is the ThermoPlus Air KACR-120V. The proposed system specifications include a 10-ton air handling unit (AHU) with two 5-ton condensers, using standard air-cooled condensers and two plate-and-frame heat exchangers connected to lake water. The amendment indicates flexibility in meeting the original technical requirements while finding the most suitable long-term solution.

Questions and Answers – Amendment 0003

Question 1: Does the Government know of any units that meet the requirements other than the Carrier unit? If so, what are they?

Answer 1: The ThermoPlus Air KACR-120V is another unit that meets our requirements.

Question 2: Is the Government willing to accept modifications to systems on the market?

Answer 2: As a general clarification, we are asking a contractor to take an off-the-shelf split A/C unit and modify the condensing unit to bypass its air-cooled condensers and flow refrigerant through the external heat exchangers specified.

Question 3: Is the Government willing to accept that UL listings, other ratings, and warranties will be void if a system is modified?

Answer 3: Yes, we would accept a loss of UL listing and warranty so long as a other option is available.

Question 4: The Barkley Power Plant HVAC Replacement is asking for a split system (10-ton AHU with two 5-ton condensers) using standard air-cooled condensers. It is also specified (2) plate-and-frame heat exchangers tied to lake water for integration with the condensers. Standard air-cooled condensers do not have factory provisions for connecting plate-and-frame heat exchangers. Because of this, Carrier cannot meet the specification as written and will not provide equipment under that scope. Carrier has offered a direct replacement option consisting of a self-contained air handling unit paired with (2) shell-and-tube heat exchangers. This design provides two circuits and is fully compatible with the water source. This is a new product offering and appears to be the best long-term solution. Does the Government find this proposed alternative acceptable?

Answer 4: Yes.
