About this file
This document is a Contracting Officer's Determination for Limiting Competition at or below the Simplified Acquisition Threshold, issued by the U.S. Army Corps of Engineers (USACE), Nashville District. The requirement is for purchasing and installing a replacement air conditioning unit with associated accessories for the Barkley Power Plant. The HVAC system is unique, utilizing field-mounted condensers that draw water from Barkley Lake for cooling, and requires a specific DHT P-Type Heat Exchanger as a brand name component.
The contract will be a Firm Fixed-Price Supply contract, funded through Operations & Maintenance, Army (OMA) appropriations. The justification for the brand name component is to maintain consistency with existing systems in Zones 1 and 2, ensure system compatibility, and prevent potential maintenance issues. Market research was conducted using an SBA dynamic small business search, and the document indicates that while service-disabled veteran-owned small businesses are available, the government does not anticipate an issue with them fulfilling the brand name component. The contract has been reviewed and approved by the Assistant District Counsel, Mechanical Engineer, and Contracting Officer, with a control number of LRN-FY25-16.

Description of Services or Supplies: This DHT P-Type Heat Exchanger is not part of a normal Air Conditioning unit, it is an external system that is connected to but sits next to the AC unit and uses recycled lake water to control excess heat from the AC unit.
This environmentally-friendly system is already in use on the existing HVAC systems in Zone 1 and Zone 2. This solicitation is for replacement of the HVAC in Zone 3. The use of the brand name DHT P-Type heat exchanger will allow the Government to maintain consistency with the existing systems.
Using a non-brand name manufacturer may impact the reliability of the total system. In addition, the risk of non-compatibility could lead to overall HVAC issues potentially causing outages or increased funding for maintenance issues. The use of brand name will ensure optimal performance of the equipment.
