SITE VISIT Q&AS

Questions

W912P520R0001 BAR PP Intake Gantry Crane Replacement

1. What size breakers feed the existing gantry crane?

Answer: The double throw safety switch on the intake deck is fed from the station service switchgear Bus 1 and Bus 2 (compartments 8C and 4C, respectively) and as shown on reference drawing Q9-79/751.9. Each breaker in the station service switchgear has a 600A plug and currently has a long time trip setting of 250A (adjustable, up to 600A). Each of the feeders to the double throw safety switch from 8C and 4C consists of one 4/0 AWG conductor per phase. The breakers in the Station Service Switchgear compartments 8C and 4C are LA600- AR600NM 600 amp frame breakers from Eaton. The intake deck breaker is a 200A breaker (250A frame).

2. What size wire feeds the existing gantry crane?

Answer: The existing redundant feeders from the station service switchgear to the intake deck double throw safety switch are 4/0 AWG per phase. The conductors from the intake deck double throw safety switch to the cable reel receptacle are 4/0 AWG per phase.

3. If a larger breaker is required, what model would be required to replace the existing ones?

Answer: Refer to Section 41 22 13.18 Paragraph 2.2.2 for the main intake crane breaker requirements.

4. After review with our subcontractors and suppliers, we ask to extend the bid due date from July 27 to

August 17th. The complex gantry crane requirements and the site work challenges require coordination with several subcontractors. We have to complete the gantry crane preliminary design for our site construction subcontractors to review.

Answer: Reference Amendment 0001. The proposal due date was extended to 5 August 2020. To allow for contract award before the end of the fiscal year, no further extensions are anticipated.

5. Could you also extend the date of July 9th to submit questions? This is too quick to review and analyze all the crane technical requirements.

Answer: Reference Amendment 0001. The deadline for submission of questions was extended to 14 July 2020.

6. In section 41 01 20.76 page 14, 2.1.4 Clamshell Bucket: What is meant by, "non-uniform debris that is typically found in the river"?

Answer: “Non-uniform debris that is typically found in the river” could be full trees, electrical poles, logs, sheet metal, floating docks, Styrofoam blocks, etc.

7. We are aware that the emergency bulkhead at the lock which would normally provide access for a mobile crane to the river wall is currently out of commission. It is currently not possible to get a mobile crane to the location shown on the drawings for disassembly of the existing gantry crane without the use of a floating plant. Will the emergency bulkhead and access across the lock to the crane staging area be available in time for the removal of the existing gantry crane or should we expect that a floating plant will be required for this portion of the project?

Answer: When developing proposals, contractors should assume the emergency bulkhead will NOT be available for use and, instead, should propose the use of other means to disassemble the existing crane including, but not limited to, floating plant.

8. Can we postpone the question deadline to July 17th?

Answer: See the Government answer to Question No. 5.

9. Can we have an extension on the bid due date to the week of August 10th?

Answer: See the Government’s answer to Question No. 4.

10. Can you please send out the sign in sheet for the virtual and onsite visits?

Answer: Reference Amendment 0002. The sign-in sheets from both the virtual and on-site site visits are included as Attachment 01-BAR Intake Crane Site Visit Submitted List. Note, those participants who joined the virtual site visit after the roll call are not identified on the sign-in sheet because their information was not provided to the Government.

11. Re: W912P520R0001 Technical Specifications Section 26 05 00.00; Basic Electrical Materials and

Methods; Page 3; Paragraph 1.4.1 and other areas in specification. It is understood all electrical components should be NEMA rated and UL listed equipment has been specified when available.

However, do the assembled and wired electrical control panel assemblies need to have a UL sticker issued by a UL 508a panel shop?

Answer: No, the assembled and wired electrical control panel assemblies are not required to have a UL sticker issued by a UL 508A panel shop. The requirements of NFPA 70 Article 409 (Industrial Control Panels) do apply per 26 05 00 paragraph 1.4.1.

12. Re: W912P520R0001 Technical Specifications Section 41 22 13.18; Gantry Crane Electrical

Replacement; Page 21, Paragraph 2.3.3.5 . Can Government confirm intent of positioning accuracy is for hoist’s VFD to utilize the drive indexing function and for traverse motion’s VFD to utilize the inching function?

Answer: “Inching” type position reference control is not required by the specifications. The intent is that crane function controls follow a speed reference, not a position reference as required by an "inching" type control scheme. The 0.0625” positioning accuracy cited has been achieved using open loop controls on cranes with similar mechanical reductions for the traverse functions. The associated test does not involve attempting to stop the crane at an exact 0.0625” increment, only to demonstrate that the operator can make fine movements with the crane to position the load. Use of encoders is not desired (or required) for the traverse functions as they increase complexity. Variances to the 0.0625” positioning accuracy requirement may be permitted based on the limitations of the controls and overall mechanical reduction, though typically better positioning accuracy than initially assumed can be achieved using open loop VFD controls; this may require reducing the speed reference lower limit to achieve optimal positioning accuracy.

13. Re: W912P520R0001 Technical Specifications Section 41 22 13.18; Gantry Crane Electrical

Replacement; Page 2 Paragraph 2.3.4.1.1. Is the Allen Bradley ControLogix PLC acceptable alternative to the CompactLogix PLC? Modules can still be removed and/or installed under power.

Answer: Yes, the Allen-Bradley ControlLogix series of PLCs would be considered equivalent to the CompactLogix.

14. Re: W912P520R0001 Technical Specifications Section 41 22 13.18; Gantry Crane Electrical

Replacement; Page 23; Paragraph 2.3.4.1.4. Does the Government prefer the builder to use a specific encryption software?

Answer: The “(encrypted)” after the cited paragraph title indicates that the submittal must be sent via an encrypted method when sent to the Government for review and approval (not RMS). The Government will assist in handling of encrypted submittals using the DoD Safe website (https://safe.apps.mil/) which is an encrypted file hosting service offered by the DoD.

15. Re: W912P520R0001 Technical Specifications Section 41 22 13.18; Gantry Crane Electrical

Replacement Page 42 Paragraph 2.7.1 a.(1). Understood the Main Hoist and Clamshell Holding Hoist to have two shoe type brakes. Two different types of shoe brakes are stated, (a) DC Shunt wound coil release, and (b) AC operated thruster release. Is the intent the supplier needs to provide one of each type of brakes, or can supplier provide two of one type?

Answer: There is no intent that one (1) of each type of brake (DC shunt coil and AC thruster) be provided for each of the hoists equipped with two (2) brakes. Two of the same type of brakes may be provided for each hoist (and this is the preferred configuration to provide consistency). The intent is to allow the crane manufacture freedom of design to choose either a DC shunt or thruster. However, the type selected shall be implemented on all similar holding brakes for consistent maintenance.

16. Re: W912P520R0001 Technical Specifications Section 41 22 13.18; Gantry Crane Electrical

Replacement; Page 56 Paragraph 3.2. Is there a required minimum Arc Flash Category required for the Power Panels? Will a circuit breaker coordination study also be included as part of the Government Arc Flash analysis?

Answer: There is no required minimum (or maximum) Arc Flash PPE categories required for the electrical panels to be installed on the new crane. The arc flash analysis will be performed based on the data presented in the contractor’s design submittals (included the Arc Flash Analysis Information submittal per 41 22 13.18 paragraph 3.2). If the Government conducts a coordination study, such study would not require the contractor’s involvement.

17. Re: W912P520R0001 Technical Specifications Section 01 11 00 Statement of Work: Page 2 Paragraph

1.1.4. It is apparent that only one crane can be connected to the power supply at a time. Is it the intent that the government park the existing crane and disconnect the cable reel cable from the power supply just prior to the contractor connecting the new cranes cable to the power supply?

Answer: Yes, that is the intent of the Government. Reference Section 41 22 13.18, Paragraph 3.1.2 New Crane Power Supply Work Sequence.

18. Can you provide to the bidders or upload the Presentation displayed during the virtual meeting?

Answer: Reference Amendment 0002. The presentation from the virtual site visit is included as Attachment 02-BAR Intake Crane Pre-Bid Telecon.

19. Re: W912P520R0001 Technical Specifications Section 01 33 00; Page 5 Paragraph SD-07. Does this require a PE stamp and if so, is there a specific state it must come from?

Answer: SECTION 01 33 00 Submittal Procedures is a general use specification that describes the submittal process applicable to all submittals under the contract. Specific submittal instructions are called out in their respective sections. Where a PE requirement is specifically called out, the PE must be licensed by a PE board for the applicable technical discipline. However, there is no requirement the PE be licensed by a specific state.

20. Re: W912P520R0001 Technical Specifications Section 01 78 00; Page 7 Paragraph 2. Our standard 3D software is Solidworks for the cranes and rigging. We plan to provide a .STEP file which is compatible with MicroStation V8. Is this acceptable?

Answer: Yes. Contractor shall also submit 2D Shop Drawings and red lined As-Built Drawings developed from Shop Drawings electronically in .pdf format as well as native .dgn or .dwg files as required in the production of the Shop and As-Built drawings.

21. What is the ground loading allowable in the two areas where a mobile crane can be set up for dismantling the old crane? The two areas in question are the gravel area on the downstream portion of the dam and the concrete area upstream. Both were shown in the presentation. Have any over ground loading engineered lifts been performed in those same areas? What was the largest engineered ground loading allowed?

Answer: Both the concrete lock wall upstream and the gravel area downstream (also known as the “flower pot”) can handle a safe working load of 3,000 psf.

22. What is the ground loading allowable in the service area where the new crane will be installed? Have any over ground loading engineered lifts been performed in this same area? What was the largest engineered ground loading allowed?

Answer: See Specification 41 01 20.71 Paragraph 1.6b.

23. What is the ground loading allowable on the service road leading up to the service area where the new crane will be installed? Have any over ground loading engineered lifts been performed in this same area? What was the largest engineered ground loading allowed?

Answer: The service road was designed to withstand standard State of Kentucky highway loads. For loads in excess of the State of Kentucky’s standard highway loads, the contractor must submit delivery and construction plans for approval.

24. Can the proposed positions of the installation of the new crane and removal of the old crane be switched?

Answer: No. However, if the option for the demolition of the old crane is awarded before installation of the new crane begins and if the removal of the old crane does not interfere with power plant operations utilizing the new crane, then the contractor may submit plans to the Contracting Officer Representative (COR) to review to switch the positions of the installation of the new crane and removal of the old crane.

25. Would contractor have access to the dock and ramp west of the lock for placing and removing of tools and equipment from barges?

Answer: Yes, the contractor would have access to the dock and ramp west of the lock for placing and removing of tools and equipment from barges. However, the contractor will not be able to take this area out of service because it must remain available for public access.

26. Re: Beta.SAMS.gov. The status of this project is listed as a pre-solicitation. Please confirm that this is an actual solicitation and an award is planned.

Answer: See Request for Proposal No. W912P5-20-R-0001 published on Beta.SAMS.gov for a copy of the solicitation. Provided the Government receives an awardable proposal and such award is in the best interest of the Government, the Government anticipates awarding a contract before the end of the fiscal year.

27. Re: Beta.SAMS.gov. It appears that this solicitation is advertised to NAICS 333923 and limited to crane manufacturers as the prime contractor. What requirements do you have to qualify as a crane manufacturer that can submit a bid? What are the FAR requirements that additionally govern to qualify as a manufacturer?

Answer: This acquisition is not specifically limited to crane manufacturers. However, in Evaluation Factor I, Performance Confidence, offerors will be evaluated on their crane manufacturing experience. Accordingly, offerors are encouraged to carefully consider the submission requirements and include all relevant information in their proposals. See also, Specification Section 26 05 00 Paragraph 2.3 and Paragraph 2.4; Specification Section 41 01 20.74 Paragraph 2.1.

28. Re: W912P520R0001 Technical Specifications Section 41 01 20.74; Gantry Crane Mechanical; Page 21

Paragraph 1.5.6 Crane Weight 2nd paragraph. Can you provide additional clarification of the expectation of this paragraph and my understanding? I understand that the crane will travel with the spillway bulkhead and bulkhead to a position over the piers. When traveling with these loads, the legs of the crane (corner loads) shall not exceed 300,000 lbs. Therefore, there is no lifting involved or stall torque loads included in this calculation (but are listed). Note: Live loads are defined as being located below the crane reeved-in beam (or bottom block).

Answer: The loading configuration is true, except for the single spillway section that is slightly longer. This will result in the leg load of the crane not being centered over the spillway piers. The span length for Span 12 is longer than the other 11 spans over the spillway. This means that if the crane columns are designed to bear directly over the piers for Spans 1 through 11, the crane columns will bear on the girders of Span 12 during lifting and lowering operations. For this reason, the loads involved with lowering and lifting the spillway bulkheads were included in the total allowable crane column load.

29. Re: W912P520R0001 Technical Specifications Section 41 01 20.74; Gantry Crane Mechanical; Page 21

Paragraph 1.5.6 Crane Weight 2nd paragraph (Contractor revised question on 14-Jul-2020). Can you provide additional clarification of the expectation of this paragraph and my understanding? I understand that the crane will travel with the spillway bulkhead lifting beam and bulkhead to a position over the piers. (Depicted on project drawing M-210 and further described in Section 41 01 20.71 Page 5 Paragraph 1.4.2.2.a Rated Capacity). Is the intent, that when traveling with these loads to a position over the pier, the legs of the crane (corner loads) shall not exceed 300,000 lbs.? Therefore, there is no lifting involved or stall torque loads included in this calculation (but are listed). Are live loads defined as being located below the crane reeved-in beam (or bottom block)?

Answer: The limitation of 300,000 lbs. per gantry leg shall include “maximum crane load.” This load is described in Section 41 01 20.74, paragraph 1.4.5.1, and assumes a stall condition. Live loads are defined in Section 41 01 20.74 paragraph 1.4.5.3. “The permanently attached main lifting beam shall be included in the live hoist loads as part of the load blocks”.

30. Re: In section 8.0 Volume 1 – Factor IV – Safety page 20, it is required: Additionally, the offeror shall include their Experience Modification Rate (EMR) for the calendar year 2019 on a signed letter from their insurer. We are located in Canada and our Health & Safety insurance coverage is not provided by private insurance companies but by a government agency covering all companies for work performed in the province and in Canada and in the USA. Additionally, we provide a letter in English confirming that we are in compliance but the letter from the same agency confirming our EMR is only available in French. I know it does make sense for me either. Would this be acceptable? Or would you prefer that we provide the French letter plus a translation letter?

Answer: Your proposal should include both the original letter from the Canadian governmental agency and the English translation.

31. Article 2.8 section 41 22 13.18 storm brakes states that 40 psf must be used for storm brake sizing and refer to art 1.4.5.4 section 41 01 20.74. Art 1.4.5.4 section 41 01 20.74 states 30 psf. Please confirm that 40 psf is the value to use for all storm calculations.

Answer: Reference Amendment 0002, which includes revised specifications that state the value to use for all storm calculations is 40 psf.

32. Article 1.5.6 section 41 01 20.74 crane weight states that the maximum LEG reaction must be smaller than 300,000 lbs., including stall-torque loads. The estimated dead weights are based on existing crane data shown on reference drawing 510-E2. Considering that new capacity will be minimum 165 tons vs 110 tons existing, that liftings points of main hoist now include spillway lift, it is expected that new crane weight will be higher than existing. Please confirm that stall loads are not to be included in this reaction.

Please provide maximum permissible wheel loads during lifting and during travelling if available.

Answer: The limitation of 300,000 lbs. per gantry leg shall include “maximum crane load.” This load is described in Section 41 01 20.74, paragraph 1.4.5.1, and assumes a stall condition. This is maximum loading regardless if it occurs during lifting or travel. Wheel loadings cannot be given since the number of wheels is to be determined by crane manufacture.

33. Art 1.4.1 section 41 01 20.74, last paragraph, states that spillway lifting beam design must be fully completed before any other design due to its nature and impact on entire crane design. Considering that art 2.1.2 section 41 01 20.76 requires a CFD analysis of the beam and that art 1.4.2.2 section 41 01 20.71 list all known and estimated weights and downpull for main hoist (60.9+87+177+5 reserve=330 kips), can the Government share what is their concern with the spreader beam? Final lifting capacity? Vibrations?

Stability under flow? Is any onsite force measurement data available?

Answer: The largest hoisting load case occurs when lifting the spillway bulkhead. The design of the spillway lifting beam is prioritized to ensure that the weight of the spillway lifting beam is within the tolerances that were used to determine the capacity of the new intake crane.

34. Can you use the existing crane to work on rails?

Answer: o long as the existing crane remains available for power plant operations, specifically accessible on the lock side of the deck (opposite side of the rails where the new crane will be located) for emergency operations for areas made inaccessible as a result of the rails being out-of-service, the contractor can use the existing crane. However, such operation by the contractor will require the contractor to first provide temporary power to the existing crane.

35. Is there telephone and internet available for office trailers?

Answer: The Contractor will be responsible for all utilities. Currently, telephone and internet services at the site are provided by AT&T. Recommend contractor contact AT&T to determine where such services would be located and how to have such services enabled for the contractor’s use.

36. Can we use the projects forklift and personnel lifting equipment?

Answer: No. See Section 01 35 50, Paragraph 1.15.

37. Will we be required to remove base material for setting up work areas for office trailers, lay down area, etc in the warehouse yard?

Answer: The project may allow the contractor to leave base material.

38. Does the contractor have to supply its own equipment locks for HECP requirements?

Answer: No.

39. Does the contractor have to supply its own personal locks for HECP requirements?

Answer: Yes.

40. Does the contractor have to supply its own lockboxes for HECP requirements?

Answer: The contractor may implement Lock Out Tag Out (LOTO) procedures different from the Corps’ LOTO procedures. However, the Corps’ LOTO procedures will be the primary source of LOTO. If the contractor follows the Corps’ HECP program, then the contractor will be permitted to use Corps’ lockboxes.

Alternatively, if the contractor utilizes a different HECP program, then the contractor will be responsible for providing lockboxes.

41. Does the contractors LOTO program prevent from using the projects HECP?

Answer: See the Government’s response to Question No. 40.

42. Where are contractors allowed to park daily?

Answer: Access to the asphalt areas in the parking lot will be limited to Corps employees. However, the contractor employees will be permitted to park inside the gate on the concrete portion of the parking lot in front of the switchyard.

The following have been modified:
