SUMMARY OF CHANGES
SECTION B - SUPPLIES OR SERVICES AND PRICES
The following have been modified:
QUESTIONS & ANSWERS
Question 1: Quality Control Plan: Is it the intent of the Government to have Quality Control inspections every day that duties are performed to include weekends.
Answer: Reference the Performance Work Statement (PWS) Paragraph C-1.18 Quality Control, which provides, in relevant part, that:
The Contractor shall have a Quality Control program to assure the requirements of the contract are provided as specified. The primary purpose of Quality Control is to identify and correct deficiencies in the quality of services performed before the level of performance is unacceptable.
The program shall include, but not be limited to the following:
a. An inspection system covering all the services stated in the contract specifications (this shall include inspection of services performed on weekends such as cleaning services and Section 5 non-routine work orders and any work performed by subcontractors). It must specify all areas to be inspected on both a scheduled or unscheduled basis and the individual(s) who shall do the inspection.
Question 2: Section C.2.4: Understanding that it is the contractor’s responsibility to cut downed trees to firewood length (18”-24”) and haul and stack wood to COR designated area, is it the responsibility of the contractor to split these pieces into smaller sizes deemed appropriate for campfires?
Answer: No.
Question 3: Section 3.2.G Dumpsters: During the site visit, we noticed many more dumpsters than what is listed in the current solicitation. Is the contractor financially responsible for all dumpsters needed outside of the areas in section 3.2.G.?
Answer: Each dumpster is ordered by issuance of a task order under CLINS 0036, 1036, 2036, 3026 and 4036.
There are multiple dumpsters at some campgrounds. The contractor is financially responsible for all dumpster quantities ordered on a per task order basis.
Question 4: Section C.9 Boundary Line Marking Being familiar with the difficult terrain in the area and the labor intensiveness of walking the terrain with supplies due to the lack of roadways or paths for clearing and marking the boundary line. Will the USACE furnish a boat for areas that are more easily reached via water?
Answer: No, the Government will not provide a boat for the work associated with this section.
Question 5: Section C.3.2.T Can the Government furnish an estimated amount of acreage that annual leaf removal will take place?
Answer: Please reference PWS Section C-2.2 for mowing acreage. Leaf removal is the park in its entirety.
Question 6: Award Selection Basis: Will unbalanced or unreasonably low bids be omitted? I.E. bids that are found to be far below the internal Government Estimate or deemed too low for the contractor to satisfactorily perform the scoped duties.
Answer: The Contracting Officer may only reject individual bids for the reasons listed in FAR 14.404-2, which includes materially unbalanced bids. In determining price reasonableness, the Contracting Officer may only determine whether a bidder’s price is fair and reasonable to the Government and may not reject a bid for being too low. The Government will prepare a responsibility determination for the apparent low bidder, which will determine whether the bidder can perform the contract requirements.
Question 7: 1.11 Definitive Responsibility Criteria: Do we submit the Definitive Responsibility Criteria with our proposals or at the request of the government?
Answer: Reference Instructions to Bidders, Paragraph 1.11b. (last paragraph), “Bidders are not required to submit additional documentation related to these criteria at the time of bid. Instead, within four (4) days after the date of bid opening, the Government will request supporting documentation from the apparent low bidder to include points of contact for their submitted projects.”
Question 8: C-4, Janitorial Services: Could we get the square footage of the Visitor Center, Resource Managers Office and the Contract Admin Building?

Question 13: Does the government have a greenwaste recycling area available for leaves, branches, and all other organic matter, or will the contractor be required to haul this material offsite?
Answer: No, The Governement does not have a greenwaste area, the contractor is required to haul offsite.
