SECTION C - DESCRIPTIONS AND SPECIFICATIONS

SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 23-Dec-2019 11:00 AM to 07-Jan-2020 11:00 AM.

SECTION B - SUPPLIES OR SERVICES AND PRICES

The following have been added by full text:

QUESTIONS & ANSWERS

Question 1: Quality Control Plan: Is it the intent of the Government to have Quality Control inspections every day that duties are performed to include weekends.

Answer: Reference the Performance Work Statement (PWS) Paragraph C-1.18 Quality Control, which provides, in relevant part, that:

The Contractor shall have a Quality Control program to assure the requirements of the contract are provided as specified. The primary purpose of Quality Control is to identify and correct deficiencies in the quality of services performed before the level of performance is unacceptable.

The program shall include, but not be limited to the following:

a. An inspection system covering all the services stated in the contract specifications (this shall include inspection of services performed on weekends such as cleaning services and Section 5 non-routine work orders and any work performed by subcontractors). It must specify all areas to be inspected on both a scheduled or unscheduled basis and the individual(s) who shall do the inspection.

Question 2: Section C.2.4: Understanding that it is the contractor’s responsibility to cut downed trees to firewood length (18”-24”) and haul and stack wood to COR designated area, is it the responsibility of the contractor to split these pieces into smaller sizes deemed appropriate for campfires?

Answer: No.

Question 3: Section 3.2.G Dumpsters: During the site visit, we noticed many more dumpsters than what is listed in the current solicitation. Is the contractor financially responsible for all dumpsters needed outside of the areas in section 3.2.G.?

Answer: Each dumpster is ordered by issuance of a task order under CLINS 0036, 1036, 2036, 3026 and 4036.

There are multiple dumpsters at some campgrounds. The contractor is financially responsible for all dumpster quantities ordered on a per task order basis.

Question 4: Section C.9 Boundary Line Marking Being familiar with the difficult terrain in the area and the labor intensiveness of walking the terrain with supplies due to the lack of roadways or paths for clearing and marking the boundary line. Will the USACE furnish a boat for areas that are more easily reached via water?

Answer: No, the Government will not provide a boat for the work associated with this section.

Question 5: Section C.3.2.T Can the Government furnish an estimated amount of acreage that annual leaf removal will take place?

Answer: Please reference PWS Section C-2.2 for mowing acreage. Leaf removal is the park in its entirety.

Question 6: Award Selection Basis: Will unbalanced or unreasonably low bids be omitted? I.E. bids that are found to be far below the internal Government Estimate or deemed too low for the contractor to satisfactorily perform the scoped duties.

Answer: The Contracting Officer may only reject individual bids for the reasons listed in FAR 14.404-2, which includes materially unbalanced bids. In determining price reasonableness, the Contracting Officer may only determine whether a bidder’s price is fair and reasonable to the Government and may not reject a bid for being too low. The Government will prepare a responsibility determination for the apparent low bidder, which will determine whether the bidder can perform the contract requirements.

Question 7: 1.11 Definitive Responsibility Criteria: Do we submit the Definitive Responsibility Criteria with our proposals or at the request of the government?

Answer: Reference Instructions to Bidders, Paragraph 1.11b. (last paragraph), “Bidders are not required to submit additional documentation related to these criteria at the time of bid. Instead, within four (4) days after the date of bid opening, the Government will request supporting documentation from the apparent low bidder to include points of contact for their submitted projects.”

Question 8: C-4, Janitorial Services: Could we get the square footage of the Visitor Center, Resource Managers Office and the Contract Admin Building?

Answer: Visitor Center and Resource Managers Office – 5000 sq. ft.

Contract Admin Building/Facility Management Office – 7503 sq. ft.

Question 9: Reference list of Exhibits: There are references to the following Exhibits which were not included in the solicitation packaged. Could you please provide?

C-3.1 Description of the Areas and Facilities Upon Which Work is Performed C-3.2 Playground Sites C-3.3 Indicates Which Areas have Ramps Answer: Reference Amendment 0001, specifically Exhibit C-3.1 thru C-3.4, which are provided as attachments to the Amendment.

Question 10: L.2.1.3 Completed Bid Schedule: Is it possible to get the Bid Schedule in an excel format?

Answer: Yes, Excel spreadsheet version of the Bid Schedule will be added as an attachment.

Question 11: Section C-6.2a – Septic Tanks: Can the government please provide the size of the listed tanks or have the unit of measure in the pricing as gallons?

Answer: Halcomb’s Landing 2 each – 500 gallons Fall Creek 2 each – 500 gallons Mill Springs 1 each – 250 gallons Waitsboro 1 each – 1000 gallons Waitsboro 2 each – 500 gallons

Question 12: Can the government please provide the current staffing levels and associated positions?

Answer: No, this is a firm-fixed price performance based acquisition in which work is described in terms of the required results rather than either “how” the work is to be accomplished or the number of hours to be provided.

Question 13: Does the government have a greenwaste recycling area available for leaves, branches, and all other organic matter, or will the contractor be required to haul this material offsite?

Answer: No, The Governement does not have a greenwaste area, the contractor is required to haul offsite.

Question 14: Section C-1.14 – Supervision: Can the QCIs assigned to each crew be working members of the crew or do they have to be stand-alone quality personnel?

Answer: Reference PWS Section C-1.14 to C-1.19. The QCI should be a stand-alone member and not a working member of the crew.

Question 15: Could the government provide past procurement history for previous year's contract? Specifically, how many times each line item was ordered the most previous contract year?

Answer: Quantities ordered on previous contracts could vary significantly from what is ordered in subsequent contracts, therefore this information will not be provided. Reference the PWS Paragraph C-1.2 “Quantities and/or the work to be performed is described herein and listed on separate sheets as Exhibits. These quantities are approximate and are provided as information only to assist in the preparation of bids. The quantities shown are the not-to-exceed (NTE) quantities; actual quantities may be less than shown but shall not exceed them. They are not guaranteed.”

Answer: Reference PWS Section C-2.3 for trimming/edging requirements.

Question 21: Are there any irrigation maintenance requirements by the contractor?

Answer: No.

Answer: Three (3) each 1,000 gallon tanks and five (5) each NTE 500 gallons each.

Question 27: Is the contractor responsible for major cleaning/ drift wood cleaning after a major weather event, such as the flooding event at Waitsboro, or will additional funds be allocated for the rehab?

Answer: Yes, routine task orders will be issued under normal weather conditions and non-routine task orders will be negotiated for unusually severe weather conditions.

Question 28: Will leaf removal require complete removal offsite, or will mulching and blowing throughout the tree line be acceptable?

Answer: Reference PWS Section C-3.2.t for leaf removal requirements.

Question 29: On the Bid Schedule Section C-5 in the Wolf Creek Solicitation #W912P520B0001 it shows items # 0065-0086 shall be Service Contract Labor Standards and items #0087-0114 shall be based on Construction Wage Rate.
