111. Question: The Option 2 Bid Schedule for Phase 3 Post-Tensioned Anchors indicates a total quantity of 10 inclined 30-strand post-tensioned anchors and 14 inclined 50-strand post-tensioned anchors. Drawings 61N241-19 thru 61N241-34 indicate a total quantity of 12 inclined 30-strand post-tensioned anchors and 12 inclined 50-strand post-tensioned anchors. Please confirm the quantities of inclined 30-strand and inclined 50-strand post-tensioned anchors. If the quantities shown in the drawings are incorrect, please provide revised drawings.
Answer: See revised Bid Schedule and sheets 61N241-19 to 61N241-34 in Amendment 0003.
112. Question: Option 3 of the Bid Form does not include CLIN’s for inclined anchor drilling as indicated in Specification 01 00 00 Page 17 Paragraph 1.21.2.3. Please clarify.
Answer: See revised Specification 01 00 00, Paragraph 1.21.2.3 and revised Bid Schedule in Amendment 0003 for clarification.
113. Question: Was the previous overhang platform used for anchoring built to the same platform specifications that is part of this contract?
Answer: The contract has no separate requirement for a platform.
114. Question: Are all anchors required to be restressable?
Answer: See Note 9 on Sheet 61N241-14A as amended in Amendment 0003.
115. Question: Crane rehab- does olmsted crane rehab need to be completed by an independent 3rd party?
Answer: See revised Specification Section 41 22 01 Refurbishment of Government Crane and New Crawler Crane.
116. Question: Who determines the acceptability/quality of the select backfill material to be stockpiled?
Answer: See Specification Section 31 00 00, Paragraph 1.4.1 for select backfill requirements.
117. Question: Can the conduit and wire be disconnected from the power source in existing maintenance building and removed with the building? Or does each conduit need to be removed separately prior to the buildings demolition?
Answer: See the Plans and Specifications Section 02 41 00 Demolition for the requirements of the maintenance building demolition.
118. Question: Where will the heat trace for the 8” water line be fed from and will it require an additional control panel?
Answer: No, an additional control panel is not required. See the three attachments numbered 20., 21., and 22. included in Appendix B of Amendment 0004 for existing heat trace control panel and power availability for the 8" water line heat trace. See the un-amended drawing 614N249-41 for location.
119. Question: The weathered rock pinnacles in Johnson Bros contract which is exposed. Is that rock part of their excavation plan or is it part of this contract existing condition grading plan? Wil the rock be removed in Johnson Bros contract? If not, will the slope be put back to original condition prior to the start of this contract phase/option award?
Answer: The excavation that exposed the rock pinnacle was performed to facilitate Johnson Brothers’ means of cofferdam installation. No additional excavation within the immediate vicinity of the cofferdam will be performed by Johnson Brothers. The slope will not be returned to its original condition. Instead, updated contours are available on amended drawings 61N651-20 and 822N3066, which were included in Amendment 4.
120. Question: What is the minimum clearance for the power lines? What is the voltage of the existing power lines?
Answer: See EM 385-1-1 for guidance on required minimum distances. See Sheet 61N247-71. Voltages of power lines vary throughout the site.
121. Question: There is not enough information for us to do our excavation takeoff. We will either need a set of cad drawings or changes to the following;
a. Page 61N651-20, Foundations for Top of Rock, does not show the contours for the full extent of excavation. Shown on Page 61N651-19, Excavation Plan, it states excavation will begin at Station 2+56. Currently that station is not shown on the drawing. Please provide an updated sheet. See attached drawing for a visual representation.
b. Also, on Page 61N651-20, Foundations for Top of Rock, we would like confirmation that the contours shown are the most up to date. Specifically, on the upstream side of the drawing, just making sure the contours reflect the work done on the previous job in the constructing of the road. See attached drawing for a visual representation.
c. Page 822N3066, Boring Plan, shows the existing contours, we would like confirmation that the contours shown are the most up to date. Specifically, on the upstream side of the drawing, just making sure the contours reflect the work done on the previous job in the constructing of the road. See attached drawing for a visual representation.
d. Page 822N3066, Boring Plan, shows the existing contours, if you could please provide more clarification in the upstream side of the drawing. Specifically, in the part of the lock that has been constructed. The contour lines are so close together that it is difficult to interpret. If you could provide a blow-up drawing of this area it would be helpful. See attached drawing for a visual representation.
e. Page 822N3066, Boring Plan, if you can also provide clarification about contour lines that seem to just end, where the roadway is, two sets of contour lines are providing different elevation heights. See attached drawing for a visual representation.
Answer: Drawing 61N651-20 has been amended to show available approximate top of rock contours. Drawing 822N3066 has been amended to show the most current surface contours. The associated cross section drawings have also been amended to reflect the updated contours.
See the Government’s response to question #34 in Amendment 0003 for additional information concerning the CADD drawings made available by the Government.
122. Question: Removal of the concrete decks from the three lock bridges will be required before dismantling. This operation may require saw cutting and hydraulic hammers.
Water will be used in both of these types of operation.
*Saw cutting will require extensive water use and will most likely result in water run off that contains lots of sediment from cutting concrete. Can this water be allowed to flow off the bridge and possibly into the lock chamber water?
*Hydraulic hammers and other chipping operations may require water for controlling silica dust. Can this water be allowed to flow off the bridge and possibly into the lock chamber water?
Answer: For both sawing and the use of hydraulic hammers, the contractor should develop a plan for visually monitoring this discharge and, to the extent practicable, preventing discharges to Water of U.S. that cause objectionable turbidity or discoloration.
Where practicable, efforts should be made to allow the flow to pass through a Best Management Practice (some type of filter fabric) to minimize particulates from the operation to enter the river. This plan should be included in the Environmental Protection Plan. Reference Specification Section 01 57 19, Paragraphs 1.6 and 3.3.2.
123. Question: Can the railway bridge concrete ballast be removed starting at one end and progress to completion at the opposite end?
Answer: See revised Technical Drawing 80N760-1A and revised Technical Specification 02 41 00.02, Paragraph 1.5.1.
124. Question: Drawing 80N760-9, Typical Section - Stage II & III notes 42 each 3” and 4” diameter metal conduits. Can you advise on the schedule / wall thickness of these conduits? Can you advise if they contain wire or any other utility component? Please describe the utility components that are inside the conduits.
Answer: All available information has been provided in the Plans and Specifications.
125. Question: Could you please provide details of the existing maintenance building slab?
These are not evident in the bid documentation.
Answer: See revised sheet 16W220-10.
126. Question: Specification Section 01 00 00 Page 4 Paragraph 1.3 Required Sequence of Work and Drawing 61N247-72A reference a “TVA Drilling and Cutting Permit”. Is a copy of that permit application included in the contract documents? If so, could you direct us to it? If not, could one be provided?
Answer: A copy of the permit application has been added to Forms and Attachments in Appendix B of the Specifications.
127. Question: Does USACE has an inventory list of the items in the building to be relocated?
Answer: No. However seven pictures of the inside of the existing Maintenance Building have been added to Forms and Attachments in Appendix B of the Specifications to help describe and quantify items to be relocated that are not shown in the Plans.
128. Question: In the disposal areas is there specific erosion control requirements? How these would be paid?
Answer: Refer to Specification Section 01 57 19, Paragraph 3.2.2. Erosion control measures will be paid at the contract unit price per month for "erosion control" as defined in Specification Section 01 22 00.
129. Question: Specification Section 02 83 20 paragraph 1.1 and 1.17.5 May you clarify the need of full containment systems during lead abatement? Section 1.17.5 seems to mandate the use of a Negative Air Pressure System - Full Containment.
Answer: Section 02 83 20, Paragraph 1.17.5 Negative Air Pressure System have been removed. Abrasive blasting techniques are not used on lead paint on this contract.
130. Question: How the concrete removed from the existing bridges need to be treated in the case that it was poured against lead paint?
Answer: Removal and disposal of concrete with lead paint on it should be treated the same as steel with lead paint on it as per the requirements of Section 02 83 20 of the Specifications entitled “Lead Base Paint (LBP) Abatement, Removal, and Disposal.”
131. Question: Please clarify the location and boundaries of the five disposal areas, referred to as Areas A, B, C, D, and E. Also specify which of these areas, if not all, can be utilized during each phase of construction / Option?
Answer: Only Areas A, B, and D will be used in this contract. Limits are defined on sheet 61N247-72A.
132. Question: RE: Drawing 61N852-15, Section A-A references Drawing 61N852-10 which is missing from the plans. Please provide Drawing 61N852-10.
Answer: Section A-A is in reference to Drawing 61N852-14, see revised drawing in
Amendment 0004.
133. Question: Section 13 50 00, Subsection 3.12 Existing Lock & Dam Instrumentation, states the following (listed below). Please clarify if instrumentation on the existing lock structure (land wall) is not part of this project.
3.12 EXISITING LOCK & DAM INSTRUMENTATION The instrumentation program on the existing lock & dam at the project are not required to be monitored, maintained, or replaced as part of the work described herein.
Answer: The referenced paragraph was included in error and has been deleted from the specification. The Contractor will be responsible for existing instrumentation on the existing lock. See revised Specification Section 13 50 00 in Amendment 0004.
134. Question: Per Sheet 72A, the new maintenance building is not within the contactors work limits.
Answer: See Sheet 61N247-72A, as revised in Amendment 0003.
135. Question: Which holes will be Core Drilled in the grout curtain as paid for in Option 4 Item 0209A-04 and 0209B-04 Core Drilling? If it is unknown at this time and at the Owners discretion, what is the breakdown of cased hole and hole in rock or concrete as the grout curtain has many different cross sections?
Answer: Option 4 is for the Specialized Treatment Zone grouting. The holes that will be core drilled are the primary holes on the A-Line and all of the C-Line holes. The location of the C-Line holes will not be selected until after the A and B-Lines are completed. All of these holes will be advanced through the embankment and into the guidewall concrete before encountering rock. See Specification Section 31 32 23, Paragraph 1.1.
136. Question: What capacity does each disposal area have?
Answer: See sheet 61N247-72A, Note 11 as amended in Amendment 0004 for capacity of Disposal Area A. Disposal Area B and D have sufficient capacity to receive the respective materials associated with this contract.
137. Question: How much and from what location or phase does the clean overburden material to be stockpiled in disposal area A come from?
Answer: See sheet 61N247-72A as revised in Amendment 0004.
138. Question: Section 41 22 01 – 1.4 a. – Please provide the specified requirements (and/or catalog cuts) for the man basket/work platform and evacuation jib referenced in this section.
Answer: EM 385-1-1 requires the crane manufacturer to provide a statement of compliance that the equipment working with their crane is acceptable for use. The bidder is to pick a crane and then identify a man basket that the crane manufacturer says will work with the crane and that fits the dimensions of the required space.
139. Question: Please provide the electronic (microstation) files of the existing ground, finished grade, and cross sections.
Answer: See the Government’s response to question #34 in Amendment 000 concerning the CADD drawings made available by the Government.

Answer: If available, the Instrumentation Operations and Maintenance Manuals will be made available after contract award.
142. Question: What historical data will be provided for the geodatabase in the data management plan?
Answer: The Government will provide, historical boring locations and logs, surveys, and the footprint of the existing cofferdam post award. For specific requirements of the database, see Specification Section 01 31 00.
143. Question: What is the Olmsted crane serial number?
Answer: The serial number is 13700.
144. Question: In Section 01 00 00, why did the date change from 31 March 2020 to 15 May 2020 for access to the Downstream Cofferdam area in Amendment 0003?
Answer: The 31 March 2020 date was inadvertently left in the Specifications from an earlier version of the Government's Period of Performance schedule. The 15 May 2020 date reflects the Period of Performance periods that are included in the Solicitation.
145. Question: Is Note 11 on Technical Drawing 61N241-14A in Amendment 3 correct?
Answer: No, see revised Note 11 on Technical Drawing 61N241-14A in Amendment 0004.
146. Question: Specification Section 02 83 20 3.2.1 paragraph 3.2.1 Lead Abatement specification indicates to emphasize our efforts in the generator and turbine rehabilitation work. May you specify in which pay item we should include these costs?
Answer: Lead abatement only applies to Lock bridge demolition work. Section 02 83 20 has been revised. Payment for lead abatement will be included in the bid items for Demolition of Exiting Lock Bridges.
147. Question: Can the Government’s Bid Project Schedule be provided?
Answer: The Government's schedule will not be made available because development of an approved schedule is a contract requirement, which schedule should be based on the contractor's proposed means and methods to successfully complete the construction requirement within the contract period of performance.
