Please provide the referenced drawings for the four existing bridges that get demolished in SOLICITATION NO.

W912P518B0005.

76. Question: Has a hazardous material survey been performed for the existing maintenance building scheduled for demolition? If so, please provide. If not, will the contractor have to provide prior to demolition?

Answer: See Paragraph 1.2.1 of Section 02 41 00 in Appendix A of the Specifications.

No asbestos or lead paint are anticipated to be in this existing structure.

77. Question: There is an existing riprap swale within the US lock excavation on the NE side.

Does this swale generate/affect any dewatering scope? Can a volume be provided?

Answer: This riprap is for slope stabilization not related to drainage and does not contribute to the dewatering volume any more so than the rest of the excavation.

78. Question: Are there any elevation limits to any of the disposal areas?

Answer: No, but the requirements of note 7 on drawing 61N247-74 must be met.

79. Question: CLIN 3201-00 of the Base Bid Schedule refers to a “Temporary Maintenance Building”. Please clarify if this is intended to be the CLIN for the New Maintenance Building, what is the significance of the word “Temporary”

Answer: See the revised Bid Schedule and section 01 22 00 for revised CLIN 3201-00 name of "Maintenance Building".

80. Question: Drawing 61N241-18 appears to have redundant anchor numbering in Monolith EL16. There is a vertical anchor on the lock side numbered AN16-3 and a vertical anchor on the land side also numbered AN16-3. In cross-referencing Drawing 61N241-24, it appears that the land side vertical anchor labeled AN16-3 is not required. Furthermore, Drawing 61N241-18 shows 4 anchors on the land side and the details on Drawing 61N241-24 only show two anchors on the land side. Please clarify.

81. Question: Drawing 61N241-18 appears to have anchors in Monolith 18A mislabeled as AN17-8 and AN17-9. Please clarify.

82. Question: Specification 01 00 00 Page 16 Paragraph 1.21.2.1 Option 1 states there are vertical anchors in Monoliths EL-22 thru EL-25. We only find four vertical anchors in Monolith EL-25. No vertical anchors are called for in Monoliths EL-22 thru EL-24. Please clarify.

Answer: See revised Paragraph 1.21.2.1 of Section 01 00 00 for clarification.

83. Question: Specification 01 00 00 Page 17 Paragraph 1.21.2.3 Option 3 states there are inclined anchors in Monoliths EL-24 and EL-25. There is no reference to the inclined anchors in Monoliths EL-22 and EL-23. Please clarify.

Answer: See revised Paragraph 1.21.2.3 of Section 01 00 00 for clarification.

84. Question: Can work be done on the demolition of the existing structures over the existing lock during non-outage periods (with barge traffic below the work area) if adequate debris capture is provided?

Answer: Yes, if it can be demonstrated to be safe after review and approval of the contractor's demolition plan by the Contracting Officer and the U.S. Coast Guard.

85. Question: May USACE provide an inventory of the permanent materials they will be providing? i.e. Stop logs

Answer: Yes. See revised Technical Drawing 68N200-10.

86. Question: The work in Option 5, the bulkhead slots for the stoplogs, seems to run parallel to the demo of the bridges above. We believe this will be a safety concern and are asking for an extension on the 24 day shutdown of the existing lock.

87. Question: Also after speaking with others that have prior experience retrofitting bulkhead slots, we believe it will be another driver for needing an extension. We kindly request to allocate 60 days for the lock shutdown.

88. Question: Specification Section 32 23 06 There are potentially conflicting wording in the blasting specs regarding the use of blast mats – can the requirement for the use of blasting mats be clarified?

a.3.2.6 “The Contracting Officer's Representative may require blasting mats for shots downstream of 8+00.”

b. 3.2.11 “Protective blasting mats shall be kept onsite and used on shots when flyrock is a concern.

c.3.3.1 “The Contractor shall cover all production shots with blasting mats.”

d.3.7.5 “Blast mats are required for all blasts upstream of station 8+00 to prevent flyrock.”

Answer: Blasting mats are required upstream of station 8+00 to protect the operating lock and new upstream monoliths from potential flyrock. Blasting mats are not required downstream of station 8+00, unless, in the opinion of the COR, they are necessary to prevent flyrock. The referenced paragraphs have been amended to clarify when the use of blasting mats is required, see section 31 23 06.

89. Question: Please provide clarification on any temporary matting that will need to be put down during the process of excavation, i.e.. Between Option 6 and 9.

Answer: Erosion control matting is required on permanent soil slopes, as described in the notes of the excavation section drawings 61N651-21 to 61N651-27. Matting is not required for temporary slopes except where required under specification 01 57 19 Temporary Environmental Controls.

90. Question: Specfication Section 31 60 00 paragraph 3.1.1 Is there any need for shotcrete on the job? It is show in specifications but not included in the bid item list. If it is required please refer to where.

Answer: After award, the contractor will be required to submit, for approval, a slope protection plan that may include shotcrete, or other method proposed by the contractor on an as needed basis, as described in specification 31 23 05 Lock Excavation, paragraph

3.6. Section 31 60 00 has been amended to remove the reference to shotcrete.

91. Question: In Disposal Area D are there any height restrictions for grading or any restrictions for how far away from the water it needs to be?

Answer: See Technical Drawings 61N247-74 and 61N247-75.
