Q&A SET 1

IFB No. W912P518B0005 Amendment No. 0002

Downstream Lock Excavation Kentucky Lock

Grand Rivers, Kentucky Questions and Answers

Set 1

1. Question: Does the project have a HUB zone contractor preference?

Answer: Yes, see section 00 70 00 FAR Clause 52.219-4.

2. Question: Is it the intent to award this contract to one entity?

Answer: Yes, see Instructions to Bidders paragraph 1.5. The Government intends to award one (1) Firm-Fixed Price construction contract.

3. Question: Is it the intent to award the base contract within the 90 day validity term and then issue separate NTP for each option?

Answer: It is the Government's intent to award the base contract and exercise any options that are within budget and sequence (see FAR Clause 52.217-7) within the 90-day offer acceptance period. One (1) Notice to Proceed (NTP) will be issued for the work that is initially awarded. Subsequent NTPs will not be issued for options exercised after the initial award. Options will be exercised within the timeframe stated in FAR 52.217-7 by way of a unilateral modification.

4. Question: What amount of funding is currently appropriated to this project?

Answer: The Kentucky Lock Project was allocated $39.5 million in FY18 through the Corps of Engineers work plan to be used for "Downstream Lock Excavation, including engineering and design and supervision and administration of on-going contracts."

Therefore, it is the intent of the Government to use a portion of these funds to award this base contract and exercise any options that can be within this subset of funds.

5. Question: Can we tap the new waterline for mixing grout? If so, is testing required? Is a meter required? Who do we obtain that from? How much does water cost?

Answer: The waterline being relocated as part of Option 11 is potable water, so no testing of the water from this line will be required. Water lines within the work limits can be tapped for use by the Contractor. Any tapped water line will require a water meter. It is the Contractor's responsibility to determine the location and ownership for all on-site utilities and any associated costs.

6. Question: How will replacement of any existing instrumentation be paid for?

Answer: Reference Technical Specification Section 01 22 00 paragraph 1.1.1.11.

7. Question: The weather days per month seems to vary from the typical FAR allowable weather days, can this be explained to contractors?

Answer: The weather days for this solicitation have been calculated in accordance with ER 415-1-15 Construction Time Extensions for Weather.

8. Question: Can Q&A be extended past 30-July-2018?

Answer: The Q&A deadline was extended to no later than 11:59 p.m., 2 August 2018, Central Time in Amendment 0001.

9. Question: Are the existing cores available for review? If so, where and when?

Answer: Yes, see Amendment 0001 for rock core viewing details.

10. Question: Please provide clarification or an anchor head detail for the anchors that receive load cells. The anchor head details on Sheet 61N241-14A depict backfilled recesses while the detail on 61N852-20 seems to show no recess with the anchor bearing presumably directly on existing concrete.

Answer: The intent of Drawing 61N852-20 is to depict the typical arrangement of the load cell and the anchor head only. Sheet 61N241-14A depicts a conceptual view of the overall typical anchor. See Note 1 on Drawing 61N241-14A and Specification 31 68 13.

11. Question: What size is the existing standby generator for the dewatering system?

Answer: The existing dewatering standby generator is a Cummins Mod: DFEG-5761067 Ser: 100152461 KVA: 437.5 KW 350.

12. Question: What is the amp rating on the existing panel feeding the dewatering system and does it have spare breakers or space for additional breakers?

Answer: The existing panel is a 600A Service Panel with two (2) 100A breakers in use for each of the two (2) 6" dewatering pumps and one (1) 60A breaker for the generator battery maintainer. The panel currently has two (2) spare 100 amp breakers and two (2) spare 60 amp breakers.

13. Question: Will slide presentation be available to the contractors?

Answer: Yes, the slide presentation, as well as the pre-bid site visit attendee sheet, is currently posted on FBO.gov with this solicitation.

14. Question: Can we have the current traffic control plan being employed by Johnson Bros.?

Answer: There is no requirement under the DS Cofferdam Contract (Johnson Bros.) to provide a traffic control plan.

15. Question: Does the US 62/641 bridge over the abandoned P & L Railway contain any pretensioned or post-tensioned concrete either the piers or the superstructure?

Answer: No.

16. Question: Drawing 80N760-3, Note 3 mentions “ … 4-1/4 inch concrete filled steel I-beam deck.” and Note 4 mentions “… 2 inch concrete filled steel I-beam grid deck.”. Can you provide details of these deck sections including the relationship between the I-beams and the deck concrete?

Answer: Details of the concrete filled steel I-beam deck and sidewalk can be found on Reference Drawing 80H436 R1.

17. Question: Drawing 80N760-7 states “Roadway slab and sidewalk are concrete filled flooring panels with 4.25 inch steel I-beams at 6” spacing.” Please provide a detail of the flooring panels.

Answer: Details of the concrete filled flooring panels can be found on detail "PART PLAN OF ROADWAY," as well as Detail B on Reference Drawing 80H436 R1.

18. Question: Drawing 80H436, R1 identifies a “4 ¼ conc filled I-Beam Lok floor or equal”.

Please provide a cross section with details.

Answer: Reference the Government’s response to Question #17.

19. Question: Drawing 80N760-22, first note under “Demolition Notes” states: “…The bridge materials including the asphalt overlay shall be dispose of in the demolition debris landfill under the bridge along the former right of way of the abandoned railway.” Does this debris have to be covered with soil or can it be left with rebar and concrete exposed?

Answer: This material may be left exposed as the disposal area may be further utilized in the future.

20. Question: Drawing 80H436, R1 provides detail of the former US Hwy. 61 Bridge.

Sections C-C and D-D both include a ¾” Ø U-bolt. This U-bolt appears to have possibly been cast into the deck concrete and is also fastened to pairs of double angle members.

Can you advise where a drawing can be found that provides more details, including locations of these U-bolts and the double angle members they are fastened to?

Answer: Section C-C refers to the U-bolt in the curb of the downstream side that bolts into the angles of the built-up floorbeams. Section D-D depicts the concrete block filling the gap between the bottom of the sidewalk decking and the top of the floorbeam angles.

See "DOWNSTREAM CURB DETAIL" and "UPSTREAM CURB AND SIDEWALK DETAIL" on Reference Drawing 80H436 R1.

21. Question: Drawing 80N760-3, R0, Note 3 states “REMOVE 4-1/4” CONCRETE FILLED STEEL I-BEAM GRID DECK”. No clear details are provided regarding this statement. Is the deck on the former US 61 Hwy bridge constructed of some sort of composite that is comprised of steel grating, 4-1/4” W-section beams, and concrete? Can you advise where a drawing can be found that would provide more details about the bridge deck on the former US Hwy 61 bridge?

Answer: Reference the Government’s responses to Questions # 16 and #17.

22. Question: Drawing 80H436 R1, Detail B notes tack welds that connect #20 gag form strip. “Fill with black conc”. What is the substance that is being referred to? Is this substance petroleum based such as asphalt?

Answer: The referenced material is concrete.

23. Question: The drawings for demolition of the former access road and former US 61 Highway bridges both indicate that 4-1/2” I-beams on 6” centers may be included in the bridge deck concrete. Are these beams welded together or connected to each other by any type of metal that is embedded in the concrete deck?

Answer: See Reference Drawing 80H436 R1.

24. Question: Can the Government provide the most recent monthly and annual inspection/service/maintenance records on the existing dewatering system?

Answer:

The Government cannot provide complete maintenance records for the dewatering system. However, documentation provided by the contractor that originally installed the dewatering system is attached (Amendment 0002, Answer 25- AS LEFT DEWATERING). The submersible pump located at M5 was replaced by the downstream cofferdam contractor and the cut sheet for this pump is also attached (Amendment 0002, Answer 25- ABS Submersible Backup Pump). This is the only significant maintenance that has occurred in the last 18 months.

25. Question: Can the Government provide the most recent inspection/service/maintenance records on the existing upstream cofferdam and lock land wall instrumentation system?

Answer: The 2017 Instrumentation Maintenance Summary is provided as an attachment (Amendment 0002 Answer 26 KY Lock 2017 Annual Maintenance Report) for general information only and does not change the contract requirements contained within the contract plans and specifications.
