QUESTIONS & ANSWERS

Amendment Questions for Shepherd Street Bridge:

Project: Shepherd Street Bridge

This solicitation is being amended to address the questions asked during the question period.

1. QUESTION: Drawing Sheet S-02 indicates Dynamic Load Testing is required under the Pile Design Data. On the same sheet, it states under the Definition of Terms “In place bearing values are not required for piles bearing on rock.” Is any load testing required on the piles?

ANSWER: No. Reference Amendment 0004. The technical specifications were revised to remove the requirement for dynamic testing of the piles.

2. QUESTION: As a follow up to the question #1 above, according to the profiles the piles will be bearing on rock and not require load testing. Will it be necessary to hire an Advanced Master, or Expert Level Certification in High Strain Dynamic Pile Testing (HSDPT) from either Foundation QA or the Pile Driving Contractors Association (PDCA) to do anything on this project as required by Specification 3.4.4 of Section 31.62.16.16?

ANSWER: No. See the Government’s Response to Question #1.

3. QUESTION: Please confirm the following is the minimum staff requirement full time on site:

CQC System Manager – Graduate Civil Engineer with 10 years bridge experience SSHO/QC Manager – 1 person Superintendent – 1 person 1 offsite CQC System Manager backup with same qualifications

ANSWER: Reference Amendment 0004. Specification Section 01 35 26 Paragraph 1.6.1.1.1 was revised to state: “The SSHO [may not] serve as the Quality Control Manager. The SSHO [may not] serve as the Superintendent". Specification Section 01 45 00 paragraph 3.4.2 was revised to state: “The CQC System Manager is required to be a graduate engineer or a graduate of construction management, with a minimum of 5 years construction experience on construction similar to this Contract or construction person with a minimum of 10 years in related work". Minimum staff shall consist of a CQC System Manager, a Superintendent, SSHO, and an Alternate CQC System Manager with the same qualifications (to be identified in the QC Plan).

4. QUESTION: Will this excavation on and in the creek be considered dredging and require a certified CDSO?

ANSWER: No.

5. QUESTION: Will an independent testing firm be required to do all testing?

ANSWER: Yes. Reference Technical Specification Section 01 45 00 Paragraph 1.4 - "For tests performed under this contract, the Contractor shall only use a testing laboratory validated by the Corps of Engineers Material Testing Center (MTC). See paragraph 3.7, TESTS."

6. QUESTION: Will the entirety of this project only be on federal property?

ANSWER: Reference the property surveys included with Amendment 0002. With the exception of Tract 319E, which is owned by ACIN, LLC, and for which the City of Cumberland has obtained a temporary work easement to utilize, all of the property utilized by this project is owned by the City of Cumberland.

None of the property is federally owned."

7. QUESTION: Will a KYTC prequalified bridge contractor be required on this project?

ANSWER: No.

8. QUESTION: Are all piles pre-bored?

ANSWER: Yes.

9. QUESTION: Specification 1.2.1.1 Specification of Section 01.00.00 states that the KYTC standard specifications will be used. In case of conflict, which specifications rule?

ANSWER: In the case of conflict with technical specifications, the KYTC Standard Specifications will govern. In all other instances, USACE specifications will govern. See Specification 01 00 00, Section 1.2.1.2.

10. QUESTION: Will payment be made in accordance with KYTC standard specifications?

ANSWER: Payments will be made in accordance with Specification Section 01 22 00 "Price and Payment Procedures" and not the KYTC stand specifications.

11. QUESTION: Will the project be paid based on installed quantities or lump sum for entire project?

ANSWER: Payment will be made in accordance with Specification Section 01 22 00 "Price and Payment Procedures." This section provides an explanation of how each CLIN will be paid.

12. QUESTION: Will the Cofferdam item be paid even if the contractor can construct the project without constructing one?

ANSWER: Reference Amendment 0004. The “Cofferdam” CLIN has been removed from the bid schedule as well as from Specification 01 22 00.

13. QUESTION: What’s the status on all the permits and what will the contractor have to do in regards to permits and construction approvals from all agencies?

ANSWER: For the current status of permits, see Specification Section 01 57 19 “Temporary Environmental Controls.” More specifically, Paragraphs 1.8, Licenses and Permits; 3.3.1, Construction General Permit; 3.3.1.2, Stormwater Notice of Intent for Construction Activities; and 3.3.1.5, Stormwater Notice of Termination for Construction Activities.

14. QUESTION: Are the stone, fabric and geo-grid incidental to the Articulated Concrete Block System?

ANSWER: Yes.

15. QUESTION: Is Turf Mat Reinforcement required per drawing sheet C-10 End Protection Detail?

ANSWER: Yes, turf mat is required. Reference Amendment 0004. Drawing Sheet C-10 was revised.

16. QUESTION: Are the materials in the End Protection Detail for the Articulated Concrete Block System incidental?

ANSWER: See the Government’s Response to Question #14.

17. QUESTION: Being that the Articulated Block System is a fairly simple install item and it is not wide spread enough in Kentucky to generate a consistent world of experience for bridge contractors, is it really necessary to require the installer to have 5 years of experience as stated on drawing sheet C-10? Will a qualified technician from the supplier onsite the first day of install be sufficient?

ANSWER: A Qualified Technician from the supplier onsite will be sufficient, however, this technician shall be onsite from the preparatory phase through the initial phase of this particular phase of the contract.

A revised Drawing Sheet C-10 is included in Amendment 0004.

18. QUESTION: Will the contractor have to provide a temporary office for the COE?

ANSWER: No. Reference Specification Section 01 50 00, Paragraph 3.6. The required temporary field office is intended for contractor personnel.

19. QUESTION: Plans call for a Bore and Jack, but bid item shows Directional Bore. Which is correct, and what size and spec encasement pipe do we need to use? Are spacers required, and if so what spec is required?

ANSWER: Boring and Jacking is correct. The Bid Schedule was revised in Amendment 0004.

Installation of waterline utility should be performed following Specification Section 33 05 23.

20. QUESTION: What is trench detail for the waterline other than the 42” minimum cover depth (width, backfill material requirements, etc.)?

ANSWER: Installation of waterline utility should be performed following Specification 33 05 23.

21. QUESTION: Are the working days and hours restricted?

ANSWER: No. “Normal” working hours (typically M-F 0700-1700) will be established by the contractor with the submission of the initial schedule. After these hours are established, the contractor shall notify the Government (COR) if they are requesting to perform any work outside of the “normal” hours so that the Government is aware they are working. In addition, any inspections or testing would need to be scheduled in a manner that would allow the COR the opportunity to witness/observe.

22. QUESTION: What is the depth of the existing pavement to be removed?

ANSWER: The thickness of the existing asphalt pavement determined from exploratory drilling was found to be 3.0 and 9.0 inches for the Granular Base for the parking lot. The thickness of the existing asphalt pavement for Martin St. was found to be 5.0 inches and 5.0 inches for the granular base. Refer to the Geotechnical Report, included in Amendment 0004, for more information on the boring logs.

23. QUESTION: Are there any underlying pavements under the pavement to be removed?

ANSWER: See the Government’s Response to Question # 22.

24. QUESTION: Is Primavera P6 the required scheduling software or a newer version?

ANSWER: Primavera P6 is the preferred scheduling software. Reference Specification Section 01 32 01 Paragraph 2.1.2.2 for guidance when the contractor plans on using a software other than P6.

25. QUESTION: Who is responsible for moving all existing utilities conflicting with this project?

ANSWER: The contractor shall be responsible for all activities associated with the removal and relocation of the waterline, including the coordination with the utility company for any outages and disruptions. It is not the responsibility of the contractor to relocate the overhead utilities near the existing Shepherd St.

Bridge.

26. QUESTION: Is there an asbestos report that can be provided to the contractor?

ANSWER: Reference Amendment 0002 for a copy of the asbestos report for the structure to be demolished.

27. QUESTION: Is formal partnering required on this project and how will it be paid for?

ANSWER: A formal partnering session with a facilitator is not anticipated for this project; however if there are costs involved, it would be covered with a post award modification.

28. QUESTION: The specs call for Shoremax, but the plans call for articulating block concrete mattress.

Shoremax is not an articulating block concrete type mattress. Please clarify whether you want Shoremax type material or an articulating block concrete mattress type material. Please note that if the water velocities are high then Shoremax may not be a good choice.

ANSWER: No reference to "Shoremax" is found in the technical specifications. An articulating concrete mat shall be used. Engineering Considerations and Instructions for Field Personnel (ECIFP) is not a contractual document and was DELETED in Amendment 0002.

29. QUESTION: We are interested in bidding the bridge project in Harlan Co, Kentucky. While reviewing the bid documents, we could not locate the asbestos report for the building to be removed. Just wondering if I am overlooking it somewhere on the website.

ANSWER: See the Government’s Response to Question #26.

30. QUESTION: What is the status of the overhead utilities that require movement prior to onsite work?

ANSWER: Drawing C-05 has been revised. The two utility poles at the intersection of Shepherd Street and East Main Street will not be relocated. These utilities will remain in place during construction. The utility pole beside the bridge and associated utilities are required to be relocated by the respective utility companies and anticipated to be removed by 9 July 2018. These utilities will not be in place during construction.
