Re: Asbestos Inspection/Sampling Report and Laboratory Analytical Results for Commercial Building at
1205 East Main Street, Cumberland, Kentucky (Harlan County)
Ms. Keith, Elvado Environmental LLC (Elvado) is pleased to submit the enclosed asbestos inspection, sampling, and analysis results obtained for commercial building at the above-noted street address in Cumberland, KY.
Submittal of the data, pending acceptance and approval by USACE Nashville District, completes the scope of work for this project.
On September 19, 2017, a Kentucky Certified Asbestos Inspector, Mr. Scott Smith, with an Elvado subcontractor based in Knoxville, TN, Professional Environmental Consulting, Inc, (PEC), inspected the building and collected a total of 96 representative bulk samples of building materials, including suspected asbestos-containing material (ACM). The attached asbestos survey report prepared by PEC includes field sketches showing all sampling locations and sampling locations with suspected ACM along with complete technical details regarding the types of materials that were sampled, sampling method, sample packaging, labeling, and chain of custody control.
A qualified analytical laboratory subcontracted by PEC, CEI Laboratory in Cary, NC, used Polarized Light
Microscopy (PLM) to analyze each sample for asbestos in accordance with the U.S. Environmental
Protection Agency (EPA) Test Method for Determination of Asbestos in Bulk Building Materials
(EPA/600/R-93/116). Laboratory analyses of the samples were performed on September 28, 2017. Results of the PLM analyses are detailed in the analytical laboratory report included in the attached asbestos survey report prepared by PEC.
Results of the laboratory PLM analyses, summarized in the following data table, show that asbestos levels above the 1% reporting limit (EPA threshold) were reported for nine of the samples of suspected ACM, including three samples of window caulking in the “Main Area” of the building, three samples of ceiling board joint compound in the bathrooms at the north end of the Main Area, and three samples of heat duct wrapping from a storage building at the northwest corner of the Main Area. As shown in the following data summary, samples of the window glazing and heat duct wrapping contained 65% chrysotile and samples of the joint compound contained 2% chrysotile.

1.0 PROJECT INFORMATION
At the request of Mr. Jeffery Walker of Elvado Environmental, LLC, Professional Environmental
Consulting, Inc. (PEC) performed an asbestos survey of the vacant commercial building located at
1205 East Main Street in Cumberland, Kentucky. We understand that the building is scheduled to be demolished. We collected bulk samples of materials suspected of containing asbestos in general accordance with the Asbestos Hazard Emergency Response Act (AHERA) 40 CFR 763, the OSHA
Regulation 1926.1101, ASTM E-2356, and the state of Kentucky regulations.
The building addressed in our testing is comprised of a vacant single-story commercial building with concrete masonry block, brick exterior, glass, and a wood panel structure on a concrete slab.
The roof was accessible during our survey, which consists of a corrugated metal pitched system with pink or yellow insulation underneath the panels. The building is heated and cooled by central heating or air conditioning units located on the inside of building and condensers located on the exterior. We only observed PVC or copper piping inside the building with no insulation. The areas above the suspended ceiling tiles were uninsulated. HVAC ductwork within the main building appears to be metal or fiberglass. The fiberglass insulation is not considered to be a suspect material for asbestos based on the EPA AHERA regulation 40 CFR 763, and therefore no samples were collected of the fiberglass insulation. HVAC ductwork with the northwest storage building appears to be insulated with a cream wrapping layer, and the layer was collected and sampled.
This report is intended for the exclusive use of Elvado Environmental, LLC and their authorized designee. Reliance on this report by any parties without the written consent of PEC is expressly prohibited. The findings are relative to the dates of our site visits and should not be relied upon for substantially later dates.
2.0 LIMITED ASBESTOS SURVEY, LOCATIONS, AND ANALYSIS
The purpose of the survey was to determine if accessible asbestos-containing materials (ACM) were present inside the building that is scheduled to be demolished. On September 19th, 2017, PEC obtained a total of (96) bulk samples of materials suspected of containing asbestos throughout the scheduled renovation areas. Some of the samples were comprised of multi-layered materials, and a total of (143) layers were analyzed. Mr. Smith’s current AHERA accreditation certificate and State of Kentucky license is located in Appendix A.
Upon reviewing the laboratory analysis of the bulk sampling, (9) of the 96 samples collected were found to contain asbestos.
Suspect materials identified and sampled include various types of 12-inch by 12-inch floor tile and associated mastics, wall and ceiling board and associated joint compound throughout the building, various types of suspended drop ceiling tiles, yellow mastics under carpets, cove base mastics, a thin sheet wall layer, HVAC/furnace ductwork wrapping and adhesive tapes, exterior/ interior window and door frame caulking, exterior wood panel caulking, roof caulking, multiple types of vinyl sheet flooring, and a vinyl sheet ceiling layer.
We have included a copy of the chain of custody form along with the laboratory report with this report. We were not provided with drawings for this building but have include a field sketch to indicate the bulk sample locations from our survey. The floor plan with the bulk sample locations and ACM’s are in Appendix C and E. PEC also obtained photographs of the suspect materials sample, and these pictures can be found in Appendix D.
The samples were labeled with pertinent information and submitted to CEI Laboratory a NVLAP accredited laboratory in Cary, North Carolina for analysis. Sample collection and analysis was performed in general accordance with the EPA, AHERA, and OSHA rules and guidelines (40 CFR
Part 763) and (29 CFR 1926.1101).
The analysis for each sample was performed using Polarized Light Microscopy (PLM) coupled with dispersion staining techniques as detailed in the U. S. Environmental Protection Agency’s
(EPA) “Method for the Determination of Asbestos in Bulk Building Materials”
(EPA600/R-93/116). This method of analysis is the only method presently available that utilizes the unique optical crystallographic properties of materials birefringence, extinction angle, refractive index, and sign of elongation that distinguish various asbestiform materials. By determining these and other properties of the minerals in the bulk samples, the presence and type of asbestos, if any, can be identified in the samples. Materials found to contain “TRACE” asbestos or materials found to contain between 0 and 1 percent asbestos and are not considered to be an asbestos-containing material as defined by the EPA or OSHA.
The following is a list of homogeneous areas and the samples collected which were found to contain asbestos:

3.0 CONCLUSIONS
The silver caulking on the interior and exterior windows and door frames located in the eastern and southern areas of the building was found to contain asbestos. The joint compound associated with the ceiling board in bathrooms 2 and 3 was also found to contain asbestos. In addition, the cream
HVAC duct wrapping in the northwest storage building was found to contain asbestos. The HVAC duct wrapping is considered to be a friable material, and the window and door calking and the joint compound are not considered to be friable, but they could become friable during demolition.
The EPA classifies friable materials or non-friable materials that will or can become friable as a
Regulated Asbestos Containing Material (RACM) and must be removed prior to any renovations or demolition activities that may disturb them. They also require that any non-friable materials that may become friable during the any renovation or demolition activity also be removed prior to demolition. The OSHA Construction Standard for Asbestos (29 CFR 1926.1101) also has specific procedures and guidelines which must be followed for personnel conducting activities that may disturb asbestos to ensure the employees performing any renovation or demolition activities is not exposed.
4.0 RECOMMENDATIONS
Since the building is scheduled to be demolished, we recommend that a Kentucky licensed asbestos abatement contractor utilizing AHERA trained asbestos workers and supervisors with current state of Kentucky licenses be contracted to remove the asbestos-containing materials identified in our survey prior to the scheduled demolition activities that may disturb such materials. In addition, the owner should request a waste shipment record to ensure proper asbestos waste transportation and disposal procedures are followed.

Due to the limitations of the EPA 600 method, nonfriable organically bound materials (NOBs) such as vinyl floor tiles can be difficult to analyze via polarized light microscopy (PLM). EPA recommends that all NOBs analyzed by PLM, and found not to contain asbestos, be further analyzed by Transmission Electron Microscopy (TEM). Please note that PLM analysis of dust and soil samples for asbestos is not covered under NVLAP accreditation. Estimated measurement of uncertainty is available on request.
