SECTION 01 00 00
GENERAL REQUIREMENTS
PART 1 GENERAL
1.1 SCOPE
This section of the Specifications provides general information and requirements; work and access restrictions; and required coordination with others. The work covered by these Specifications consists of furnishing all equipment, labor, and materials required for the staging and construction of Chickamauga Lock Excavation features and associated facilities as shown on the drawings and as described herein

The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

1.3 COORDINATION WITH OTHERS
Construction of features in this contract will impact or be impacted by other organizations. The Contractor has primary responsibility to initiate the coordination and communication in a timely manner with the Contracting Officer to schedule activities of others and minimize or eliminate conflicts with others. The Contracting Officer will then determine the appropriate course of communicating with the others involved. In many cases, the Contracting Officer may determine that the Contractor should communicate directly with others while ensuring the Contracting Officer is timely informed of the decisions of the communications or actively involved in the communications.
1.3.1 Coordination with Other Contractors Within the Same General Area
In addition to the provisions of Contract Clause 52.236-8 titled "OTHER CONTRACTS", the following information is provided:
1.3.1.1 Coordination with TVA or Corps of Engineers' Dewatering & Maintenance
The contractor is advised that Tennessee Valley Authority (TVA) or Corps of Engineers' construction crews may be operating in and near the work limits of this contract while performing dewatering and maintenance repairs to the existing lock, typically in spring / summer months and typically only once every three years.
SECTION 01 00 00 Page 3
Most of the work will be performed from barges in the downstream approach of the existing lock and typically is completed within 30 days. Typically, the work will require that the Government position a crane and other support equipment in the downstream approach channel. Corps maintenance activities will have priority over the Contractor's forces during such periods, but such work should not impact work outside of the downstream approach to the existing lock. There are no scheduled dewatering and maintenance activities that would impact the Contractor's activities at this time.
The Corps will inform the contractor in advance of obstructions to lock contract activities. The Contractor shall coordinate all activities through the Resident Engineer. The primary point of contact for this activity is:
Mr. John Tribble, Navigation Branch Phone: (615) 736-7809
The secondary point of contact is:
Mr. Matt Emmons, Chickamauga Lockmaster Phone: (423) 875-6230
1.3.2 Coordination with Land Owners and Utilities
1.3.2.1 General
The primary lay down / staging areas for this contract shall be LAYDOWN AREA #1 landward of the existing lock and LAYDOWN AREA #2 adjacent to and North of Trailhead Drive. LAYDOWN AREA #2 shall be available to the Contractor from Notice to Proceed until 30 September 2017; on this date LAYDOWN AREA #2 will be made available to other future contracts scheduled for award. These areas are clearly identified on Drawing 61W510-02a-LE.
These areas belongs to TVA, owner of the Chickamauga Lock and Dam. Any supplemental lands needed for contract staging shall be the responsibility of the contractor. Supplemental lands should be active commercial facilities that are currently used for construction operations.
Supplemental lands which are not in active commercial use shall require additional environmental assessments which could require up to 6 months for approval, depending on the environmental quality and previous disturbance of the site. The Contractor shall submit a Contractor Lay Down and Staging Area Plan showing development, utilization and restoration to the Contracting Officer for approval prior to initiation of work. All staging areas shall be returned to initial conditions to the extent possible, unless so directed by the Contracting Officer. The Contracting Officer reserves the right to disapprove the proposed site if it is determined to have an adverse environmental impact.
Where known, the locations of utilities are shown on the Contract Drawings. No utility relocations are anticipated for the work activities in this Contract. If during the course of this Contract, it is determined that utility relocations are necessary, they shall be performed by the respective owners, except as noted below. The Contractor is (a) responsible for field verification of exact locations with the utility owner; (b) responsible for coordination and cooperation with utility owners and scheduling access to required work areas; (c) should not assume that this list is all inclusive, and should anticipate that other utilities may be encountered. If this should occur, it is the Contractor's responsibility to notify the Contracting Officer and to coordinate the relocation of the utility appurtenance with the utility owner.
