GENERAL REQUIREMENTS - TASK ORDER
PART 1 GENERAL
1.1 SCOPE
This section comprises an explanation of the general task order requirements needed to accomplish the work for the items described in the bidding schedule. This section is not intended to be all encompassing in the descriptions. All work specified herein shall be accomplished in accordance with the procedures prescribed in the specifications and task order drawings. The Contractor shall bid each type of work under the applicable payment item. Compensation for any item of work described in the task order documents, but not listed in the payment schedule shall be included in the price for the item of work to which it is made subsidiary.
The scope of this task order includes repairing the left descending bank of the Bennett's Fork diversion, just downstream of the concrete lined channel, at the Middlesboro Local Flood Protection Project in Middlesboro, KY. The work consists of clearing and grubbing vegetation on the existing bank, removing an existing gabion basket retaining wall, regrading the bank to a 2H:1V slope, and armoring the soil slope with an articulating concrete block revetment to protect against erosion. The concrete block revetment shall extend approximately 125 feet downstream of the concrete channel. A section of riprap shall be used as a transition media from the revetment to the natural bank of the channel. An existing gravity culvert which daylights just downstream of the concrete channel shall be repaired and integrated into the concrete block revetment system. The total length of the channel repair project is estimated to be 150 feet. No work is planned for the right descending bank.
1.2 REFERENCES
The publications listed below form a part of this section to the extent referenced. The publications are referred to within the text by the basic designation only.

1.3 WARRANTY
The Contractor shall provide the Government a one year warranty from the date of final acceptance by the Contracting Officer's Representative (COR), and comply with applicable warranty requirements of MATOC Section 01 78 00 CLOSEOUT SUBMITTALS. The warranty shall cover defective materials, design

In instances where the material or equipment manufacturer's advertised minimum warranty is in excess of one year, it shall remain in force for its full period. Upon receipt of notice from the Contracting Officer of failure of any of the material or equipment during the warranty period, the Contractor shall promptly furnish and install new replacement parts at no additional cost to the Government.
1.4 SAFETY REQUIREMENTS
The Contractor shall comply with all applicable provisions of EM 385-1-1 Safety and Health Requirements Manual and MATOC Section 01 35 26
GOVERNMENTAL SAFETY REQUIREMENTS.
1.5 NON-COMPLIANCE OF SAFETY REQUIREMENTS
If the Contractor fails or refuses to promptly comply with the safety requirements, the COR may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stoppage shall be made subject to claim for extension of time or for excess costs or damages to the Contractor. The Contractor will not be paid for work not performed as a result of the stop order.
Work shall not resume until the Contractor provides evidence to the COR that he/she has complied or will comply with appropriate safety regulations.
1.6 CONTRACTOR EMPLOYEES
a. Contractor, subcontractors, and their employees shall conduct themselves in a proper manner at all times. No alcoholic beverages or controlled substances shall be consumed by the task orderor, subcontractor or his/her employees while on duty.
b. The Contractor expressly agrees to remove from the site any individual whose continued employment is deemed by the COR to be contrary to the public interest or inconsistent with the best interest of the Government.
c. The COR may require the Contractor to immediately remove from the work site any employee who is incompetent or who endangers persons or property or whose physical or mental condition is such that it would impair the employee's ability to satisfactorily perform the work.
Notification to the Contractor shall be promptly made in writing if time and circumstances permit.
d. Any criminal activity resulting in dismissal shall be reported to the COR, and the district Security Management Office will be promptly notified.
1.7 SUBMITTALS
MATOC required submittals are listed at the back of MATOC Section 01 95 00 FORMS AND ATTACHMENTS. Task Order specific required submittals are listed in the Submittal Register located at the back of this section. The Contracting Officer may request submittals in addition to those listed when deemed necessary to adequately describe the work covered in the task order.
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. Submit the following in accordance with MATOC Section 01 33 00 SUBMITTAL

The Contractor shall submit a project schedule for this task order as required by MATOC Contract Clause 52.236-15 SCHEDULES FOR CONSTRUCTION CONTRACTS and MATOC Section 01 00 00 GENERAL
REQUIREMENTS.
Submittal Register; G
The Contractor shall submit a submittal register for this task order as required by MATOC Section 01 33 00 SUBMITTAL PROCEDURES.
Accident Prevention Plan (APP); G Activity Hazard Analysis (AHA); G
The Contractor shall submit an accident preventiom plan and activity hazard analysis for this task order as required by MATOC Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS. The Contractor shall also submit all other applicable submittals listed in MATOC Section 01 35 26.
Contractor Quality Control (CQC) Plan; G
The Contractor shall submit a quality control plan for this task order as required by MATOC Section 01 45 01 QUALITY CONTROL.
Environmental Protection Plan; G
The Contractor shall submit an Environmental Protection Plan for this task order as required by MATOC Section 01 57 20

The Contractor shall submit progress and work photographs for this task order as required by MATOC Section 01 45 01 QUALITY

The Contractor shall submit as-built drawings for this task order as required by MATOC Section 01 78 02 CLOSEOUT SUBMITTALS.
The Contractor shall also submit all other applicable submittals listed in MATOC Section 01 78 02.
1.8 CONTRACTOR'S STAGING AREA
The Contractor will be assigned an area near the jobsite for use as a staging area. The building of structures, the erection of tents or other forms of protection will be permitted only at such places as the Government shall approve, and the sanitary conditions of the grounds in or about such structures shall at all times be maintained in a satisfactory manner.
Temporary Contractor facilities provided during site operations shall be removed prior to final acceptance from the Government. As a minimum the
SECTION 01 00 01 Page 4 area shall be left looking "broom clean" and at least as clean as before the structure placement.
1.9 DAILY CLEANUP AND DISPOSAL
Work areas shall be kept reasonably neat on a daily basis. Debris resulting from the work, such as empty paint cans, packing cases, scrap lumber, oil and grease spills, and other debris shall be collected, removed, and disposed of off-site to an approved facility at least once per week. Government trash cans, dump boxes and other containers shall not be used. Liquid waste shall not be disposed of in existing drains.
1.10 STORAGE OF EQUIPMENT AND MATERIALS
Storage of equipment and materials will be permitted only in designated staging areas.
1.11 ENVIRONMENTAL PROTECTION
The Contractor shall comply with the contract requirements stated in MATOC Section 01 57 20 ENVIRONMENTAL PROTECTION. Contractor shall maintain all work within and outside the project boundaries free from environmental pollution that would be in violation of any federal, state, local regulations or permits. The Contractor shall abide by the conditions stated in the Stream Construction Permit located at the end of this section.
1.12 PROJECT SIGNS
The Contractor shall furnish and erect within 30 days after issue of the Task Order, at the location directed, a PROJECT IDENTIFICATION SIGN and a SAFETY PERFORMANCE SIGN. The signs shall conform to the requirements of EP 310-1-6a, EP 310-1-6b, and MATOC Section 01 00 00 GENERAL REQUIREMENTS.
The name of the project shall be as follows:

1.13 EVALUATION OF CONTRACTOR PERFORMANCE
The Contractor's performance will be evaluated as decribed in MATOC Section
01 00 00 GENERAL REQUIREMENTS.
1.14 MEASUREMENT AND PAYMENT
No separate payment will be made for the work covered under this section.
The costs thereof shall be included in the item to which the work pertains.

MEASUREMENT AND PAYMENT
PART 1 GENERAL
1.1 PAYMENT ITEMS
Payment items for the work of this Task Order are listed in the BIDDING SCHEDULE and described below. All costs for items of work, which are not specifically mentioned to be included in a particular payment item, shall be included in the listed item most closely associated with the work involved. The payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.
1.1.1 Excavation
Payment will be made for costs associated with excavation activities as shown in the Task Order drawings and specified in Section 31 00 00 EARTHWORK. Excavation will be measured by the cubic yard in place, based on the average end area method from cross sections taken before and after the excavation operations. Payment for excavation will be made at the contract unit price per cubic yard (CY) for "Excavation". Payment will constitute full compensation for all labor, equipment, tools, supplies, and incidentals necessary to complete all the work required under this section. Disposal of excavated materials shall be considered incidental to this pay item.
1.1.2 Geotextile
Payment will be made for costs associated with procuring and installing geotextile as shown in the Task Order drawings and specified in Section 31 05 22 GEOTEXTILES USED AS FILTERS. Installed geotextiles will be measured for payment in place to the nearest square yard of protected area. Payment for placing geotextile will be made at the unit price per square yard (SY) for "Geotextile," and will constitute full compensation to the Contractor for providing all plant, labor, material, and equipment and performing all operations necessary for the complete and satisfactory installation of the geotextile. The following items are included in the unit price for Geotextiles and will not be counted a second time in the process of determining the extent of geotextile placed: Material and associated equipment and operation used in laps, seams, or extra length;
securing pins and associated material, equipment, and operations. No payment will be made for geotextiles replaced because of waste, contamination, damage, repair, or due to Contractor fault or negligence.
1.1.3 Clearing, Grubbing, and Demolition
Payment will be made for clearing, grubbing, and demolition satisfactorily performed in accordance with the Task Order drawings and specified in Section 31 11 00 CLEARING, GRUBBING, AND DEMOLITION. Payment for clearing
SECTION 01 22 00 Page 2 and grubbing will be made at the 1 Job price for "Clearing, Grubbing, and Demolition". This price shall include consideration for all required equipment, materials and associated work including removal of existing gabion baskets, and disposal of all associated materials.
1.1.4 Permanent Turf Grass Seeding
Payment will be made for costs associated with installing permanent turf grass seeding as specified in Section 32 92 19 TOPSOILING AND SEEDING.
Payment for the complete turf grass seeding operation will be made at the 1 Job price for "Permanent Turf Grass Seeding"; which price shall include all costs in connection with tilling, seeding, fertilizing, incorporating, protecting, and maintaining.
1.1.5 Temporary Grass Seeding
Payment will be made for costs associated with installing temporary grass seeding as specified in Section 32 92 19 TOPSOILING AND SEEDING. Payment for the temporary seeding operation will be made at the I Job price for "Temporary Seeding;" which price shall include all costs in connection with fertilizing, tilling, seeding, incorporating, protecting, and maintaining.
1.1.6 Riprap
Payment for riprap acceptably placed will be made at the applicable contract unit price per ton for "Riprap". Price and payment shall constitute full compensation for furnishing, hauling, handling, placing, and maintaining the riprap until final acceptance by the Government. No payment will be made for excess riprap left in place. Existing stone placed in lieu of new stone from off-site sources will be excluded from measurement and payment. Riprap will be measured for payment by the ton in the presence of the Contracting Officer, by weighing on approved, accurately calibrated scales furnished by and at the expense of the Contractor. The scales shall be capable of printing a weight ticket including time, date, truck number, and weight. Weight certificates furnished by a public weighmaster will be acceptable. Quantities shall be computed to the nearest whole ton.
1.1.7 Articulating Concrete Block Revetment
Payment will be made for costs associated with installing articulating concrete block (ACB) revetment, as shown in the Task Order drawings and specified in Section 35 31 19.20 ARTICULATING CONCRETE BLOCK REVETMENTS.
Measurement of ACB revetment for payment will be made on the basis of the face area. The pay lines of ACB revetment will be neat lines taken off the drawings; and will include embedded blocks and concrete anchor trenches.
Work includes furnishing and installing the ACB, filling the voids, securing cable fasteners, and installing soil anchors where necessary.
Engineering services and product testing shall be incidental, if required.
Placing cast-in-place concrete joints and cutting blocks shall be incidental, if required. Payment will be made at the respective unit price per square foot listed on the Bidding Schedule. Payment will be full compensation for all material, labor and equipment to complete the work.
1.1.8 Culvert Repair
Payment will be made for costs associated with repairing an existing culvert as shown on the drawings and as specified in Section 35 31 19.20.
Payment for culvert repair will be made at the 1 Job price for "Culvert

Repair," which price shall include all costs of demolition and removal of portion of existing pipe; furnishing, hauling, handling, and placing the new section of pipe as specified.
1.2 FIELD SURVEYS
No separate payment will be made for field surveys. All costs for surveys shall be considered incidental to the closest associated feature of work.
The volume of material for payment of excavation shall be determined by the average end area method and the pre- and post excavation surveys. The Contractor will not be paid for material remaining outside of the specified tolerances.
Pre- and post-placement survey cross sections shall be performed for the excavation and riprap and the results submitted to the Contracting Officer. Surveys shall be performed by a land surveyor with current State registration. The Contractor shall notify the Contracting Officer not less than three working days in advance of each survey. Surveys shall be conducted in the presence of the Contracting Officer or his designated representative unless this requirement is waived. In the event of unavailability of the Contracting Officer, the Contractor shall perform the survey and certify that it complies with the specifications.
The Contractor will be responsible for establishing, protecting and maintaining a baseline. A schematic of the baseline shall be provided to the Contracting Officer along with horizontal coordinates at the endpoints and at all changes in alignment. These horizontal coordinates shall be in the UTM 16, NAD 83 coordinate system and shall be to the nearest foot with accuracy of +/- 0.5 foot.
Cross-sections shall be surveyed perpendicular to the channel alignment and shall be no more than 25 feet apart as measured along the baseline. The readings shall be at 5-foot intervals and at breaks in grade unless otherwise specified. Additional sections at closer spacing for significant changes in topography may be required as determined appropriate by the Contracting Officer. The station at which the cross-section intersects the baseline shall be used to identify it. Surveyed elevations shall reference the same datum used on the drawings and shall be to the nearest tenth of a foot with an accuracy of +/- 0.1 foot. Additional elevations shall be taken if the Contracting Officer deems such to be necessary or advisable.
The top elevation of placed riprap shall be determined by the use of a leveling instrument and a rod having a base 12 inches in diameter.
1.2.1 Surveys of Riprap Areas
In order to define the original ground surface, the Contractor shall take cross sections of the area to receive riprap after preparation of the foundation and prior to placing riprap. Another survey at the same sections shall be performed after riprap has been placed. The Contractor shall perform partial surveys as the work progresses to verify lines, grades and thickness established for completed work. Surveys made are required to determine that the material has been acceptably placed. At least one in-progress survey shall be made by the Contractor as determined appropriate by the Contracting Officer. Following placement, the cross-sections shall be approved by the Contracting Officer before proceeding with the next section of work. Approval of cross-sections based upon in-progress surveys shall not constitute final acceptance of the work.

A final as-built survey shall be performed after all riprap has been placed. Survey results shall include electronic scaled drawings of data submitted as cross section plots. The Contracting Officer may also require the Contractor to submit survey field notes. For the purpose of coordinating with the Government, the Contractor shall schedule surveys during the normal business hours of Monday through Friday 7:00 a.m. to 3:30 p.m. Central Time with the exception of Federal Holidays.
1.2.2 Surveys of Excavated Areas
For surveys of excavation, the same procedures specified above shall be followed. The initial survey shall be taken after clearing and grubbing has been completed and prior to excavation. The final survey shall be taken after excavation and grading is complete. The volume of excavated material for payment shall be determined by the average end area method based on these two surveys. Survey results shall be submitted to the Government.

1.1 SCOPE
The scope of work for this section includes excavation and all other incidental earthwork performed in the Task Order.
1.2 DEFINITIONS
1.2.1 Topsoil
Material suitable for topsoils obtained from offsite areas or excavations is defined as: Natural, friable soil representative of productive, well-drained soils in the area, free of subsoil, stumps, rocks larger than one inch diameter, brush, weeds, toxic substances, and other material detrimental to plant growth. Amend topsoil pH range to obtain a pH of 5.5 to 7.
1.3 BLASTING
Blasting will not be permitted.

3.1 STRIPPING OF TOPSOIL
Strip all topsoil and organic material to a depth of 6 inches. Spread topsoil on areas already graded and prepared for topsoil, or place topsoil in stockpiles convenient to areas that are to receive application of the topsoil later. Stockpile topsoil at a maximum slope of 2H:1V in a manner approved by the Contracting Officer. The Contractor shall install and maintain silt fencing around all stockpiles in order to provide sediment control. Keep topsoil separate from other excavated materials, brush, litter, objectionable weeds, roots, stones larger than 2 inches in diameter, and other materials that would interfere with planting and maintenance operations. Upon completion of the work, remove all surplus topsoil from the site.
3.2 GENERAL EXCAVATION
Contact Kentucky One Call (811) to have utility lines located before beginning excavation. Perform excavation of every type of material encountered within the limits of the project to the lines, grades, and elevations indicated and as specified. Perform the grading in accordance with the typical sections shown and the tolerances specified in paragraph FINISHING. Transport excavated materials offsite in accordance with the approved disposal plan. During construction, perform excavation and fill in a manner and sequence that will provide proper drainage at all times.
3.2.1 Drainage
Provide for the collection and disposal of surface and subsurface water encountered during construction. Completely drain construction site during periods of construction to keep soil materials sufficiently dry.
Throughout construction grade the construction area to provide positive surface water runoff away from the construction activity and provide temporary ditches, swales, and other drainage features and equipment as required to maintain dry soils. When unsuitable soil support for subsequent construction features develop, remove unsuitable material and provide new soil material as specified herein. It is the responsibility of the Contractor to assess the soil and ground water conditions presented by the plans and specifications and to employ necessary measures to permit construction to proceed.
3.2.2 Underground Utilities
The Contractor is responsible for movement of construction machinery and equipment over pipes and utilities during construction. Perform work adjacent to non-Government utilities in accordance with procedures outlined by utility company. For work immediately adjacent to or for excavations exposing a utility or other buried obstruction, excavate by hand. Start hand excavation on each side of the indicated obstruction and continue until the obstruction is uncovered or until clearance for the new grade is assured. Support uncovered lines or other existing work affected by the excavation until approval for backfill is granted by the Contracting Officer. Report damage to utility lines or subsurface construction immediately to the Contracting Officer.

3.3 GROUND SURFACE PREPARATION
3.3.1 Frozen Material
Do not use frozen material or place material or geotextile on surfaces that are muddy, frozen, or contain frost.
3.4 UTILIZATION OF EXCAVATED MATERIALS
Dispose excess satisfactory and unsatisfactory materials removed from excavations in designated offsite waste disposal areas in accordance with local, state, and federal laws and regulations. At the disposal site, soil and rock material shall be placed in loose lifts not exceeding 12 inches in thickness. Lifts shall then be compacted by making 5 passes with track equipment. The maximum finished slope shall be 2:1 (Horizontal:Vertical).
After material placement, the disposal site shall be stabilized by seeding in accordance with section 32 92 19 SEEDING.
3.5 SPECIAL REQUIREMENTS
3.5.1 Riprap Construction
Construct riprap on filter fabric in accordance with Section 35 31 19 STONE PROTECTION in the areas indicated.
3.5.1.1 Bedding Placement
Spread filter fabric on prepared subgrade as indicated in Section 31 05 22

3.6 FINISHING
Finish the surface of excavations, embankments, and subgrades to a smooth and compact surface in accordance with the lines, grades, and cross sections or elevations shown. Provide the degree of finish for graded areas within 0.25 foot of the grades and elevations indicated. Finish ditches in a manner that will result in effective drainage. Repair graded, topsoiled, or backfilled areas prior to acceptance of the work, and re-established grades to the required elevations and slopes.
3.6.1 Grading Around Structures
Construct areas outside of each structure true-to-grade, shape to drain, and maintain free of trash and debris until final inspection has been completed and the work has been accepted.
3.7 PLACING TOPSOIL
Topsoil shall be placed in accordance with Section 32 92 19 TOPSOILING AND
SEEDING.

Geotextile samples. Upon delivery of the geotextile, submit duplicate copies of the written certificate of compliance signed by a legally authorized official of the manufacturer. The certificate shall state that the geotextile shipped to the site meets the chemical requirements and exceeds the minimum average roll value listed in TABLE 1. Upon request, supply quality control and quality assurance tests for the geotextile. Provide all samples from the same production lot as will be supplied for the Task Order, of the full manufactured width of the geotextile by at least 3 feet long. Samples submitted shall be identified by manufacturer's lot designation. For needle punched geotextile, the manufacturer shall certify that the geotextile has been inspected using permanent on-line metal detectors and does not contain any needles.
SD-07 Certificates
Geotextile Certification; G
Manufacturer's certification of the geotextile material. All brands of geotextile and all seams to be used will be accepted on the basis of mill certificates or affidavits. Submit duplicate copies of the mill certificate or affidavit signed by a legally authorized official from the company manufacturing the geotextile. The mill certificate or affidavit shall attest that the geotextile meets the chemical, physical and manufacturing requirements stated in this specification.
1.4 DELIVERY, STORAGE, AND HANDLING
Deliver only approved geotextile rolls to the project site. All geotextile shall be labeled, shipped, stored, and handled in accordance with ASTM D4873.
No hooks, tongs, or other sharp instruments shall be used for handling geotextile. Rolls shall be covered with a wrapping material to protect the geotextile from handling damage. Each roll shall be labeled at minimum with the supplier name, product number, roll number, and width and length of each roll. While stored on the jobsite, rolls shall be elevated off the ground and covered to protect from precipitation and sunlight degradation.
Protect the geotextile from damage due to chemicals or open flames.
PART 2 PRODUCTS
2.1 MATERIALS
2.1.1 Geotextile
2.1.1.1 General
Provide geotextile that is a non-woven pervious sheet of plastic yarn as defined by ASTM D123 matching or exceeding the minimum average roll values listed in TABLE 1. Strength values indicated in the table are for the weaker principal direction.

2.1.1.2 Geotextile Fiber
Fibers used in the manufacturing of the geotextile shall consist of a long-chain synthetic polymer composed of at least 85 percent by weight of polyolefins, polyesters, or polyamides. Add stabilizers and/or inhibitors to the base polymer, if necessary to make the filaments resistant to deterioration caused by ultraviolet light and heat exposure. Reclaimed or recycled fibers or polymer shall not be added to the formulation.
Geotextile shall be formed into a network such that the filaments or yarns retain dimensional stability relative to each other, including the edges.
Finish the edges of the geotextile to prevent the outer fiber from pulling away from the geotextile.
2.1.2 Seams
Sew the seams of the geotextile with thread of a material meeting the chemical requirements given above for geotextile yarn or bond the seams by cementing or by heat. Attach the sheets of geotextile at the factory or another approved location, if necessary, to form sections not less than 10 feet wide. Test seams in accordance with method ASTM D4884. The strength of the seam shall be not less than 90 percent of the required grab tensile strength of the unaged geotextile in any principal direction.
2.1.3 Securing Pins
Use of securing pins shall be minimized. Secure the geotextile to the embankment or foundation soil by pins to prevent movement prior to placement of stone materials. Other appropriate means to prevent movement such as sand bags or stone could also be used. Insert securing pins through both strips of overlapped geotextile along the line passing through midpoints of the overlap. Remove securing pins as stone and blocks are placed to prevent tearing of geotextile or enlarging holes. Anchor terminal ends of the geotextile with key trench or apron at crest, toe of the slope and upstream and downstream limits of installation if allowed.
PART 3 EXECUTION
3.1 SURFACE PREPARATION
Prepare surface on which the geotextile will be placed to a relatively smooth surface condition, free from obstructions, debris, depressions, erosion features, or vegetation. Remove any irregularities so as to ensure
SECTION 31 05 22 Page 4 continuous, intimate contact of the geotextile with the entire surface.
Any loose, soft or low density pockets of material shall be removed.
Erosion features such as rills, gullies, etc. shall be graded out of the surface before geotextile placement.
3.2 INSTALLATION OF THE GEOTEXTILE
3.2.1 General
At the time of installation, the geotextile will be rejected, if it has defects, rips, holes, flaws, deterioration or damage incurred during manufacture, transportation or storage.
3.2.2 Placement
Place the geotextile with the long dimension perpendicular to the channel and free of tension or stress. Place the strips to provide a minimum width of 24 inches of overlap for each joint. Geotextile placement must be started from the bottom up with upper strips overlapping lower strips, and the upstream strips must overlap the downstream strips. The overlaps at the end of strips will be staggered at least 5 feet. The placement procedure requires that the length of the geotextile be approximately 10 percent greater than the slope length. Adjust the actual length of the geotextile used based on initial installation experience. Temporary pinning of the geotextile to help hold it in place until the blocks and riprap are placed will be allowed. Remove the temporary pins as the riprap is placed to relieve high tensile stress which may occur during placement of material on the geotextile. Perform trimming in such a manner that the geotextile is not damaged in any way.
3.3 PROTECTION
Protect the geotextile at all times during construction from contamination by surface runoff; remove any geotextile so contaminated and replace with uncontaminated geotextile. Replace any geotextile damaged during its installation or during placement of riprap at no cost to the Government.
Schedule the work so that the covering of the geotextile with a layer of the specified material is accomplished within 3 calendar days after placement of the geotextile. Failure to comply shall require replacement of geotextile. Protect the geotextile from damage prior to and during the placement of riprap or other materials. This may be accomplished by limiting the height of drop. Before placement of riprap or other materials, demonstrate that the placement technique will not cause damage to the geotextile. In no case shall any type of equipment be allowed on the unprotected geotextile.
3.4 OVERLAPPING AND SEAMING
3.4.1 Overlapping
The overlap of geotextile rolls shall be 24 inches.
3.4.2 Sewn Seams
High strength thread should be used so that seam test conforms to ASTM D4884.
The thread shall meet the chemical, ultraviolet, and physical requirements of the geotextile, and the color shall be different from that of the geotextile. The seam strength shall be equal to the strength required for the geotextile in the direction across the seam. Overlapping J-type seams
SECTION 31 05 22 Page 5 are preferable over prayer-type seams as the overlapping geotextile reduces the chance of openings to occur at the seam. Use double sewing, especially for field seams, to provide a safety factor against undetected missed stitches.

(811) before digging to have utility lines located. Notify the Contracting Officer immediately of damage to or an encounter with an unknown existing utility line. The Contractor shall be responsible for the repairs of damage to existing utility lines that are indicated or made known to the Contractor prior to start of clearing and grubbing operations.

3.2 CLEARING
Clearing shall consist of the felling, trimming, and cutting of trees into sections and the satisfactory disposal of the trees and other vegetation designated for removal, including downed timber, snags, brush, and rubbish occurring within the areas to be cleared.
3.3 GRUBBING
Grubbing shall consist of the removal and disposal of stumps, roots, matted roots, and miscellaneous debris below grade from the designated grubbing areas. Trees shall be disposed of as specified in paragraph DISPOSAL OF MATERIALS. The finished surface shall conform to the lines and grades shown on the plans. When the finished grade has been reached, any remaining roots greater than 1 inch in diameter shall be removed by overexcavation.
The contractor shall then bring the surrounding earth back to the lines and grades shown on the drawings by backfilling with satisfactory material and compacting it to a firm and stable condition as determined by the COR.
3.4 DEMOLITION
The Contractor shall remove existing structures within the work area in order to make way for regrading and ACB installation operations. Once removed, these materials shall be disposed of in accordance with paragraph

3.5 DISPOSAL OF MATERIALS
Soil and rock materials shall be removed from the project site for disposal in a location to be designated by the Government within 2 miles of the project site.
At the disposal site, soil and rock material shall be placed in loose lifts not exceeding 12 inches in thickness. Lifts shall then be compacted by making 5 passes with track equipment. The maximum finished slope shall be 2:1 (Horizontal:Vertical). After material placement, the disposal site shall be stabilized by seeding in accordance with section 32 92 19 SEEDING.
Logs, stumps, roots, brush, rotten wood, and other refuse from the clearing, grubbing, and demolition operations shall be disposed at the Contractor's responsibility. The Contractor shall be responsible for compliance with all Federal, State, and Local laws and regulations and any accidental loss or damage attendant thereto shall be the Contractor's responsibility.

No burning will be allowed on site.
