Question #1 -In looking at the FBO website, there are 3 separate Amendments listed (Amendment 1 dated 11/13/2013, Amendment 2 dated 11/22/2013, and Amendment 3 dated 11/25/2013) with two files under each. When you open the files for Amendment 3, there are two documents. When opening the document named “AMEND.MATOC14.doc” it is showing it as “Amendment/Modification No. 0001” When we fill out our SF 1442 what are we to list under the amendment numbers and dates? Do we use the 3 listed on the website thus far and their respective dates or do we start with the No 0001 under Amendment 3 on the website and call it the number 1 amendment and use its date of Nov. 25? Please clarify. Answer: Start with the 0001 that is an Amendment to the solicitation using the SF 30 dated 25 Nov 2013.
Question #2 - In looking at the question #25 on the “Amendment 3, Amendment/MOD 0001” I don’t quite understand the answer given. The answer doesn’t seem to go with this question. Under “Exhibit D” we are to fill out the attachment #1 form at the end of this exhibit, which basically asks for project information and states that the first entries shall be the same projects as listed in the Past Performance Exhibit. Thus, are you wanting us to just list the same 6 projects from the Past Performance Exhibit “A” in this attachment #1? Are you wanting us to list additional projects along with the 6 from the Past Performance Exhibit? The previous answer stated “just for the ones you chose to be considered for in the “Areas of Consideration”, page 12 of 144”. The “Areas of Consideration” on page 12 of 144 is only asking us to mark which locations we are wanting to actively pursue bidding projects and work. This doesn’t appear to relate what is being asked. Please clarify. Answer: You may use some of the projects– you need to show your experience relating to the Areas of Consideration you are requesting consideration for. Ex: If you have a project that has Electrical, Mechanical, Roofing but its not one you that submitted as a Past Performance Exhibit, you may want discuss your ability to manage multiple disciplines at one time.
QUESTION #3: Amendment 1, Answers to RFI’s Question #33 “the solicitation on page 19, 1.6 PROPOSAL FORMAT, 1.6.2 – that “…Volume 3 Past Performance is limited to 10 double sided sheets (20 single pages) exclusive of table of contents, tabs, dividers and attachments required in Exhibit D. Since Exhibit D is related to Volume 2 Technical, is the 20 page limit for Vol. 3 Past Performance an error?” Your answer “no error” – does that mean that the 20 page limit for Past Performance is correct? If so, it will be virtually impossible to keep the page count under 20, since some of the CCASS evaluations are 5 pages each, and with a total of 5 projects, the CCASS alone could be 25 pages, not counting the Exhibit A, Part 1 Questionnaire of 2 pages for each project, and Part 2 Relevancy of at least 1 page per project. The total could come to 50 pages. Please clarify if page count limit of 20 pages applies to Past Performance volume or if exclusive of CCASS evaluations. Answer: You may use CCASS evaluations – Refer back to Section 00110.
Question #4: regarding the practice estimate. Sheet S-2, note 2, identified as typical on the plan, calls for removal and replacement of the wood roof deck. Sheet S-2, note 7, dimensioned on the plan covering about 912 sf, calls for replacement of wood roof sheathing (deck). Spec 07552, 1.01A1 calls for replacement of approximately 500 sf. of roof deck and that is paid for by a unit price, otherwise not in the base bid. Please clarify. Replace all; as dimensioned; or none in base bid.
Related to that is note 2 on A-7 calling for full depth insulation. Is that note for all or just where deck is replaced, contingent on answer to first question. Answer: Price everything for the base bid. Lump sum. See section 00110 2.1.6.1
Question #5: For Exhibit B, I am to include subcontractors for the horizontal disciplines: (include paving and civil site work) What areas are to be included in the civil site work? I generally regard the following under that banner: site excavation, sewers, site water, and landscaping. Is paving to include both asphalt and concrete?
Can only 3 subcontractors be included for this category or can the number increase based on the answers above? ANSWER: Section 00110, paragraph 2.1.2.2 “MAJOR Subcontractors” must submit Exhibit B. Please refer to the requirements f Volume 3.
Question #6: Amendment No. 2 (slide show) - page 11 – What to Submit - Binder 2 - volume 2 : past performance requirements Binder 2 - Volume 3 : Technical Requirements The Specifications- PROPOSAL CONTENT- list:
Binder 2 - Volume 2 : Technical Requirements Binder 2 - Volume 3 : Past Performance Requirements Which would be the correct order of the proposal content?
Answer: Binder 1 – Volume 1 Price/Cost, Pro forma Documents. Binder 2 – Volume 2 Technical Information and Volume 3, Past Performance proposal. See complete verbage in Section 00110 1.4 Proposal Content.
Question #7: The structural plans, note 2 on sheet S2, states to remove the plywood and/or 1x roof decking and install new 5/8” CDX Plywood decking. This note is shown for the entire roof. Specification 7552, page 1, item 2 under the summary of work states that the new roofing and dens-deck is to be installed over the existing plywood and/or 1x6 deck. Which is correct? If we are to figure removing the entire roof deck down to the rafters there would be a very considerable cost difference. Answer: Price per the drawings.
Question #8: Are we to figure installing batt insulation between all the 2x10 roof rafters as stated on the architectural drawings? If the existing roof deck is to remain as per specification 7552, installing batt insulation would not be possible. Answer: Price per the drawings.
Question #9: Detail 5 on sheet A-4 shows the existing 2x10 rim joist to remain. Detail 3 and 8 on sheet S-4 show this as new. What is correct? Answer: Leave per A-4 - also See Section 00110, paragraph 2.1.6.1
Question #10: Are the new door canopies to be considered an option bid, thus not requiring us to price just as the sun shades at the windows? The architectural drawings to dot state they are an option, but the detail 11 on S-4 state they are an option. Please clarify. Answer: No option bid. Include in base price. See Section 00110, paragraph 2.1.6.1
+++Remove Section 00800 – replace with new Section 00800 dated Nov 13, 2013
