Questions and Answers
25 NOV 2013
Question #1: Do you anticipate that geotechnical, environmental, and construction testing services would be performed as a subconsultant/subcontractor to the selected firms? Or would these services be contracted separately? Answer: Subcontracted Question #2: Reference RFP para 1.6.5 page 16 – Where can I find Exhibit G? Answer: There is no Exhibit G – this was a typo.
Question #3: When will the links for specifications and drawings be posted? –Answer: Links are posted on FBO.gov – be sure to refresh the page to get most up to date information.
Question #4: The only drawings/specs I have are Building 55 Renovations. I have Exhibit E Proposal Form for the Ammo Breakdown Building but no drawings/specs. Answer: Use Exhibit E for Building 55 only. There is no Ammo Building.
Question #5: In initially looking at solicitation, page 16 of 144, 1.6.4 states that "interested bidder/offerors must register with FedBizOpps before accessing the system". The last two sentences under 1.6.4.1 state that "Bidders/offerors who have registered with FBO must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the FedBizOpps home page and search for data". I have a login and password for FBO. Is there some other registration I need to do? I am able to open and see all the documents at FBO home page rather I am logged in or not. Is there something I am missing here or need to do? I don't see anywhere I need to enter my "MPIN" to access anything. Answer: No other registration is needed if you are up to date in www.SAM.gov Question #6: When I open the solicitation file "MATOC14x2.doc" the first two pages have "DRAFT" written across them in large bold print. I believe these two pages have to be turned in with the bid/offer. Do we use these pages even with the "DRAFT" written across them or will new ones be provided? Answer: A new SF 1442 without the DRAFT watermark will be posted.
Question #7: Reference: RFP, Exhibit D, Attachments, Will you be providing Attachments 0002-0004? Answer: You are to provide these with your Proposal.
Question #8: Please confirm that Attachments are excluded from page count. Answer: confirm
Question #9: Reference: RFP, Exhibit D, Because the Statement and/or questions take up approximately 2 ½ pages, will you consider allowing an additional three (3) pages to the Technical? Answer: The technical proposal is limited to 20 single pages/10 double pages exclusive of tabs, indexes, dividers, and attachments listed in the exhibits.
Question #10: Reference: Exhibit D, Paragraph 1B, Will you please clarify the third sentence in Paragraph 1B of Exhibit D. By “location indicated above” did you mean “all National Guard Facilities throughout the state of Missouri”? Answer: Explain how you would respond to the location(s) you desire to be considered for award (page 12 of 144 – 1. LOCATIONS OF WORK) Questions #11: Reference: RFP, Section 00100, Page 17, Will you allow proposal delivered via a commercial carrier? If so, what address should we use? Answer: Yes. All proposals (regardless of mail method) must be delivered/received to the Contracting Office which is located at the United States Property and Fiscal Office (USPFO), Contracting Office, 7101 Military Circle, Jefferson City, MO 65101-1200 by 1:00 p.m. Central Time. Page 17 – Section 00100 paragraph 1.8 – The referenced “bid repository” is the Contracting Office. Located at the United States Property and Fiscal Office (USPFO), 7101 Military Circle, Jefferson City, MO 65101-1200. Upon entering the front “main entrance”, turn left at hallway and go to end of the corridor, then turn right and the Contracting Office is the only door on the left – Clearly marked “PURCHASING & CONTRACTING” with the number “48” at the top of the door.
Question #12: Reference: 2.1 BINDER 1- VOLUME 1.2.1.6.1, first sentence: “Offerors shall provide all price/cost information necessary to provide a meaningful basis for Government’s analysis and evaluation of price/cost for the project…….” However, subsequent sentences lead one to believe that this information may be requested after proposals are submitted hence during the evaluation process. Answer: This may be the case if not enough is given to understand for evaluation.
Question #13: Is detailed pricing to be included in our proposal or are we simply required to enter the single price where indicated on the Exhibit E Proposal Form? Answer: Single price – Exhibit E, Prototypical Project Line Item 0001 is the only line item you need to price.
Question #14: Reference: 2.1 BINDER 1- VOLUME 1,…..2.1.6 Prototypical Project Requirements: Subsequent paragraphs 2.1.6.1 and 2.1.6.2 clearly deal with the Prototypical Project yet 2.1.6.3 and 2.1.6.4 seem not to be Prototypical Project related since they deal with Cage Codes, DUNS numbers, financial data, etc.
Do the requirements of 2.1.6.3 and 2.1.6.4 belong with the Prototypical Project? Answer: Yes Question #15: Section 00100 – part 2.1.2.1 indicates to provide subcontractors to be utilized in following areas: Electrical, Mechanical, Roofing, Horizontal Disciplines, and Civil Site Work. If offeror is successful in selection, are they limited to subcontractors that are included in Exhibit B with proposal? Answer: 2.1.2.2. Each major subcontractor and or Teaming Partner must also complete an Exhibit B,"Subcontractor Information and Consent Form" to be considered. Offerors shall have major subcontractors identify on the Exhibit B three references, owners (if they were the Prime) or other Prime contractors they have worked for. References for subcontractors from the proposing offeror are not acceptable. See Exhibit "B" format for information to be provided. Written references for subcontractors may be included and are encouraged. However, subcontractors do not need to send out Exhibit C questionnaires. 2.1.2.3. Multiple subcontractors may be named for the same discipline, but are limited to a maximum of three (3) subcontractors per discipline. When multiple subcontractors are provided for the same discipline the evaluation will be in accordance with Section 00120.
Question #16: Reference: 2.1 BINDER 1- VOLUME 1,…..2.1.6.4 in its entirety: This paragraph requires a sealed envelope containing bonding and financial data. In Section 00110, specifically 1.4.4, the RFP states that the envelope will only be opened if the contractor’s proposal is selected. It seems that it would be too late at the time to realize that the selected contractor does not have adequate financial and bonding qualifications. Is it your intent to de-select a selectee if the financial and bonding information is found to be inadequate after opening? Answer: provide as requested. If inadequate indicates not acceptable. Reference 1.14 page 18 of 144.
Question #17: Would you reconsider not having that information sealed and making it an open, integral part of the proposal which we find is normally the case? Answer: submit as indicated on page 21 of 144 – 2.1.6.4 Question #18: Reference: Standard Form 1442, Box 10, 4th sentence: “The total of individual task orders placed against this contract shall not exceed $20,000,000.00”. However, Section 00800, SC1, 1.3.3 states, “The contract ceiling is $20,000,000.00 for each awarded contract. Once a contractor has reached the ceiling limit, or reached a limit whereby the award of a particular task order will take them above the limit, they will be removed from the MATOC pool and consideration for any additional work under this pool of contractors.” These two statements seem to be in conflict in that if the total contract limit is $20,000,000.00 and one contractor exceeds that amount, then the MATOC pool would be completely depleted. Section 00800, SC2, 2.1.2 states, “Maximum value of all projects awarded under each MATOC contract will be limited to $20 million per contract period (base year plus all option years.) This could be interpreted as the potential for all nine awardees to do a maximum of $20 million resulting in a program potential of $180M. Are we correct in assuming the maximum pool for the entire duration of the program contract is $20,000,000.00 as stated on the 1442? Answer: The amount of $20,000,000 is per “each” individual award throughout the duration of the life of the contract.
Question #19: Reference: SECTION 00800, SC1, 1.2, in its entirety: The Government reserves the right to issue additional solicitations and award additional contracts within the activities covered by this contract. In this event, new MATOC contractors, in accordance with the terms of their contracts, may compete for Task Orders with the Contractors selected under this solicitation.” Compare that statement with Section 00800, SC4, 4.3.1, 2nd sentence: “Individual Task Order awards on those projects will be based on competitive proposals received exclusively form MATOC contractors.” The first quoted sentence leads one to believe that there may be future solicitations, future awards and that the Government may compete the contractors of this MATOC program against contractors from a future program. The contractual obligations of one program may not be in line with the obligations of another hence, potential disparities and possible bidding advantages for one over the other.
Consistent with Section 00800, SC4, 4.3.1, are we interpreting correctly that it is the Government’s intent to compete task orders exclusively amongst the contractors selected for this MATOC? Answer: Yes Question #20: Reference: There are two Exhibit E’s (Prototypical Projects), one for “Building 55 Renovation, PN 060432” and one for “Ammo Building Breakdown”. Are we to provide pricing for both projects or is there a relevance to the Range box checked in Section 00010? Answer: No only use Exhibit E “Building 55 Renovation”. Delete “Ammo Building Breakdown”.
Question #21 - Reference: Exhibit A, End of Part I; and RFP Section 1.6.2 CCASS Evaluations may be included in lieu of sending out Exhibit C Packages to your referenced customers. Each CCASS Evaluation is to be placed directly behind the project it applies to. Will you consider excluding the CCASS Evaluations from the Volume 3 page limit of 10 double sided sheets as stated in RFP section 1.6.2? Answer: Attachments listed in the Exhibits are exclusive of page count. Also see 1.6.2 page 19 of 144.
Question #22 - Is there any possibility that the date of proposal may be moved to after the first of the year? Answer: Due date remains the same. December 12, 2013 1:00 p.m. Central Time.
Question #23 - Do the larger projects typically go out to bid (publically) and this is generally a maintenance? Answer: See page 14 of 144, Paragraph 1.1.2 and 1.3 Question #24 -Can you please clarify the 1 original and 3 copies requirement? Does this mean you want 2 binders (Volume 1/Volume 2-3) with original Documents and then 6 binders (3 Volume 1/3 Volume 2-3) with copies? Answer: This is a correct interpretation.
Question #25 - Concerning the Technical Proposal Questions (Exhibit D), question 1A, it states we are to show experience on multiple disciplined projects using the format provided in Attachment 1. How many projects are we to list? Are we to just list the 6 that are used in the “Past Performance Exhibit” or do you want more, less, different projects, etc? Please clarify. Answer: Just for the ones you chose to be considered for in the “Areas of Consideration”. Page 12 of 144.
Question #26 - Concerning Exhibit A, Part 1 on the first page. In looking at Exhibit A, Part 1, under “C.” contract specifics there are items 1, 2, 3, 4, and 5 that are to be filled out. Under item 5, sub. Item iv states “if IDIQ Number of Task Orders issued”. What are you wanting here? If the project we are listing is a MATOC project are you wanting the number of modifications to the contract here, something else or is this line not applicable? Answer: Correct if it is a MATOC project complete per your contract with “primary cause for Contract Modifications as stated on form.
Question #27 - If listing 3 MATOC projects (TO’s) as 3 of our 6 general projects. Do we ignore items 1 thru 5 under item C and drop down to where it asks for the “Task Order Number” and fill out all this info including the items 1 thru 4 down to where item “D.” starts? For the most part items 1 thru 5 under “C.” are the same, just worded differently, than the Task order questions and numbers 1 thru 4 below them. Answer: Exhibit A – provide all information as in **If reference is for an IDIQ Contract provide items 1-3 above, contract completion date and number of task/delivery orders issued. The Basic Contract will not count as one of 6 contracts/projects. The basic contract alone will not be considered for relevancy. The Proposal must discuss relevant task order(s) complete to 90%. Count each TO that is discussed as a single project/contract**
Question #28 - Doesn’t each individual task/delivery order stand alone as one of the 6 general projects we are to provide? Answer: Count each TO that is discussed as a single project/contract**
Question #29 - SECTION 01000 – GENERAL CONDITIONS -This statement is a summary intended to help the Contractor understand the general scope of work described in the specifications following this section and the drawings. The work herein is for renovations to the exterior of Building 55. It includes, without limitation, the following: Provide manufactured sunshades, door canopies and louvers. Manufactured sunshades shall be a bid option. Should the price for the project include a base price and option for the item listed above? Answer: Manufactured sunshades shall be a bid option. There are NO options – this is a lump sum priced prototypical project.
Question #30 – Sheet S-3 Note 1. The specifications do not reference the amount of rafters, blocking, and accessories to include in the price. Specification 07552 has a 500 square foot area identified for replacement for bidding purposes. What is the allowance for these items that should be included? Answer: Actual Quantities may vary as stated on same paragraph. This is a prototypical project – not to be awarded “repair approximately 500 S.F. of damaged wood deck.
Question #31 - Reference: RFP page 19 of 144, Section 1.6.3- Would you allow an organizational chart to be displayed on 11x17 size paper? Answer: Keep with 1.6.3 requirements.
Question #32 -Reference: RFP page 20 of 144, Section 2. Proposal Volume Contents
This section states that all proposal information “shall be confined to the appropriate part to facilitate independent evaluation”. By “part” do you mean binder? Answer: Correct QUESTION #33: The Solicitation states on page 19, 1.6 PROPOSAL FORMAT, 1.6.2 – that “…Volume 3 Past Performance is limited to 10 double sided sheets (20 single pages) exclusive of table of contents, tabs, dividers and attachments required in Exhibit D.” Since Exhibit D is related to Volume 2 Technical, is the 20 page limit for Vol. 3 Past Performance an error? Answer: no error.
CORRECTION: Add Olgoonik Specialty Contractors to the attendance roster – it was left off by mistake.
