I. SUMMARY

Advisory Environmental Technologies (Advisory) was contracted by PR Air National Guard (PRANG) to update the existing management plan for the operations and maintenance (O&M) of Asbestos-Containing Materials (ACM) located within the buildings and/or structures present in four facilities of Puerto Rico Air National Guard installations and perform new ACM surveys for a number of buildings previously not included in the O&M plan. The purpose of the surveys was to account for the presence of all known and assumed ACM.

The ACM Management Plan update was developed using the existing plans and the most recent industry standards and guidance documents to provide appropriate management of the ACM.

Reinspection/Survey activities were conducted between 12/16/2015 and 4/21/2016 by Elme Rivera, an EQB/EP A certified asbestos inspector. The ACM identified included Vinyl Asbestos Tiles (VAT) and asbestos containing mastic, various types of TSI, sealants on HV AC ducts, transite panels, window caulking and counter tops. Suspected ACM not assessed (e.g. roofing materials) are to be considered as Presumed ACM (PACM) and they may be present in the areas not accessed (see comments in hazards for the non sampled materials).

FINDINGS

A summary of the positive materials identified is presented below. All roofs are assumed to be covered with asbestos containing roof treatments as warranty issues prevented sampling.

156th Airlift Wing ANG Muniz Base, LMMIAP Carolina, PR Some of the known ACM reported in the initial study were removed (see Section 1.3).

The material left in place include:

Building 16

- Positive VAT/mastic materials are present almost over the entire building area (see Appendix B) and are in good condition with low potential for damage. The VAT/mastic is covered with either VFT, or carpet. Approximately 13,500 sq.ft of VAT and asbestos containing mastic is present. Priority 5 was assigned

- VAT and mastic are assumed to be present under the ceramic tiles located in bathrooms 1 to 8, kitchen and lobby 2 (2,100 sq.ft). Priority 5 was assigned.

1.0 GENERAL INFORMATION

Advisory Environmental Technologies (Advisory) was contracted by PR Air National Guard (PRANG) to update the existing management plan for the operations and maintenance (O&M) of Asbestos-Containing Materials (ACM) located within the buildings and/or structures present in four facilities of Puerto Rico Air National Guard installations and perform an survey for a number of buildings previously not included in the O&M plan. The purpose of the survey was to account for the presence of all known and assumed ACM in order to prepare/add them to an Operation and Management plan (O&M).

The ACM Management Plan update was developed using the existing plan and the most recent industry standards and guidance documents to provide appropriate management of the ACM. The industry standards usually contain the elements described in the U.S. Environmental Protection Agency (EPA) Rule, "Asbestos-Containing Materials in Schools," 40 Code of Federal Regulations (CFR), Part 763. The EPA Rule was promulgated on October 30, 1987, as required by the Asbestos Hazard Emergency Response Act (AHERA) of 1986.

facility included in this project:

• 156th Airlift Wing ANG Mufiiz Base, LMMIAP Carolina, PR

Inspection/Survey activities were conducted between December 2015 and January of 2016. The following buildings, previously not inspected, were surveyed:

- ANG Mufiiz Base, LMMIAP Carolina, PR

During the survey suspected samples were collected, using AHERA protocol.

Samples collected were analyzed by Polarized Light Microscopy (PLM) for asbestos fibers. Asbestos fibers were not detected in any of the samples collected.

The results of the survey and the reviewed O&M program are presented herein.

1.1 Asbestos Management Plan Policy Statement and Objectives

FACT ONE: Although asbestos is hazardous the risk of asbestos-related disease depends upon exposure to airborne asbestos fibers.

FACT TWO: Based upon available data, the average airborne asbestos levels in buildings seem to be very low. Accordingly, the health risk to most building occupants also appears to be very low.

FACT THREE: Removal is often not a building owner's best course of action to reduce asbestos exposure. In fact, an improper removal can create a dangerous situation where none previously existed.

FACT FOUR: EPA only requires asbestos removal in order to prevent significant public exposure to airborne asbestos fibers during building demolition or renovation activities.

FACT FIVE: EPA does recommend a pro-active, in-place management program whenever asbestos-containing material is discovered.

When asbestos has been found in a building it is often not technically feasible, necessary or cost effective to remove all of it. Because asbestos containing materials may remain in the occupied building for a period of time, it is necessary to properly manage them in-place.

2.0 BUILDINGS INFORMATION

2.1 Asbestos Investigation Summary

AES International has conducted sampling of suspected Asbestos Containing Materials (ACM), as well as visual inspections to assess condition of known/presumed ACM. The visual examination was conducted by Elme Rivera an AHERA/EQB certified asbestos inspector. The visit was a part of survey and confirmatory work required for the preparation of the Asbestos Operation and Maintenance (O&M) plan.

Each space was inspected for the presence of asbestos containing material. ACMs were divided into three (3) main types: Surfacing Materials, Thermal System Insulation and Miscellaneous Materials. Only Miscellaneous types of materials were opserved. The miscellaneous materials were then described and categorized in a homogeneous area (HA). A homogeneous area (HA) consists of all observed material found in various locations in a building that are identical in color, appearance, texture and date of installation. The HA can only be described within a single building (i.e., red floor tile in different buildings on the same campus, even if installed on the same day, make up different HAs.)

An assessment was then made of the friability of the suspect ACM by touching the material to determine if the material could be crumbled, pulverized or reduced to powder by hand pressure. All homogeneous areas of friable suspected ACM and all homogeneous areas of non-friable suspected ACM (Categories I and Category II) were then identified. Bulk samples were then collected of all suspect materials from each homogeneous area.

Samples were collected from suspected ACM. Samples locations were marked in the field for identification purposes and also on the floor plans. The asbestos bulk samples locations are identified by the Hazard forms (see Appendix B). The positive results are presented in the summary tables and in the hazards forms (see Appendix B).

Priority 3 (Hazard Ranking 3) The material is damaged and has a moderate potential for disturbance

Priority 4 {Hazard Ranking 4) The material is damaged

Priority 5 {Hazard Ranking 5) The material is non-friable and shows little or no damage and has potential for significant disturbance.

Priority 5 (Hazard Ranking 6) The material is non-friable and shows little or no damage and has potential for disturbance.

Priority 5 {Hazard Ranking?)

The material is non-friable and shows little or no damage and has low potential for disturbance.

3.2 ACM Summary of previous ACM data and results of the new re inspection

The positive findings of ACM gathered from the previous inspection reports and the new findings are summarized below:

3.2.1 ANG Mufiiz Base, LMMIAP Carolina, PR

3.2.1.1 Initial inspection and Reinspection Findings

Generally, ACM inspection was conducted based on AHERA protocol for ACBM but interior ACM were also taken in consideration. Roofing materials for all buildings are to be assumed as P ACM and treated as such, or sampled prior to any disturbances.

Building 16

Building 16 is a Reserve Forces Opl & Training facility. The building was constructed in 1965 with a total floor space of20,896 sq.ft.

Homogeneous Areas (see Table 1)

The visual survey resulted in the identification of seven potential ACM homogeneous areas as described below.

mastic. Priority 5 was assigned.

Therefore immediate action is not required. Visual re-evaluations are required every six months and control activities will be needed if deterioration will take place.

Control activities are to be performed in accordance with EQB requirements under regulation 422.
