QUESTIONS AND ANSWERS RELATED TO:
SOLICITATION W912LR-13-R-0007
JFHQ FORT BUCHANAN
Make Sure You Have the Latest Version of this Web Page “Refresh” or “Reload” Dated 20 June 2013 R0007-Q001. How do I access the files/documents for the Project?
A. See, Sections 4.4, 4.5 & 4.7 of the FBO Vendor Guide available for download in PDF format via the Federal Business Opportunities / FBO Home Page. See also, Section 00100 of the Solicitation. Additionally, to view and/or download Export Controlled Materials, a company must be certified (via an approved DD Form 2345) by the Joint Certification Program (JCP) administered by the DLA Logistic Information Service (DLIS). This certification establishes that a company is a U.S. or Canadian contractor eligible to receive unclassified technical data that is under the control of the U.S. Department of Defense (DoD) or the Canadian Department of National Defense (DND). Questions about this program or DD Form 2345 should be addressed to U.S./Canada Joint Certification Office, DLA Logistics Information Services (DLIS), Federal Center, 74 Washington Avenue North, Battle Creek, MI 49017-3084. The Joint Certification Office may be contacted by telephone at: 1-(800) 352-3572; or email: jcp-admin@dla.mil.
R0007-Q002. I am trying to access the [export controlled] packages and have a number as assigned on DD Form 2345 but cannot get the packages to open. Our DD 2345 Number is ####### expiration ##/##/2015.
A. The U.S./Canada Joint Certification Program (JCP) office reported to this office that once a company is certified with the JCP office (normally 7 to 12 business days), the company should contact FBO to have them add their JCP number to their FBO account. The FBO help desk (Federal Service Desk) reported to this office that companies need to make sure that they are registered and login as a Vendor to FBO. When the Vendor click's to open an export controlled package/document, they should be asked for their MPIN. After entering the MPIN, the export controlled package/document should be viewable/downloadable by Vendors that have gone through the JCP process. If a Vendor still has problems, the Vendor should check to make sure that their CCR registration and MPIN are valid and up-to-date. If problems still persist, the Vendor may call the FBO help desk at 866-606-8220, selection option 2 for FBO issues, and ask for troubleshooting assistance.
R0007-Q003. Please confirm the date and time for the pre-proposal conference.
A. The pre-proposal conference is scheduled for Monday, May 20, 2013 at 1430 hours/2:30 PM. Please be advised it could take in excess of 1 hour to get through the security checkpoints. Please plan accordingly and arrive early to ensure you are able to be in the Community Club, Ballroom in time for the meeting. In addition, you must have already registered to attend by submitting Exhibit J in order to ensure you are cleared to enter the base.
R0007-Q004. Have there been any amendments to the solicitation thus far?
A. Yes, W912LR-13-0007-0001 has been issued. This is Amentment #1 to the solicitation. The conformed copy has been uploaded to FBO. Please refer to this version of the complete solicitation and not the original. Most changes to solicitation language are highlighted in yellow.
R0007-Q005. Does a contractor doing business for the Federal Government in Florida need to have a Florida License?
A. You must have all the necessary permits to do work/construction in Puerto Rico.
R-0007-Q006. We missed the Pre-Proposal Conference. Can we quote even if we did not attend?
A. Yes, the Pre-Proposal Confernce was not mandatory and therefore not required to provide a proposal. However, it is noted that no contractor will receive a private/separate walk thru of the project site by request.
R-0007-Q007. We are interested in participating in bid of the above referenced project. Our participation would be in a joint venture/teaming agreement with an SBA contractor, can you please let me know if there are specific procedures to get approval in order to bid this project?
A. Reference Solicitation, Section 00110, paragraph 3.4.1.7. A Joint Venture must have a separate registration for that business that is verified by the SBA prior to receiving an award. You must contact your SBA representative directly, as they will make the determination that the Joint Venture is a Small Business and therefore eligible to submit a proposal for this Small Business Set-Aside.
R-0007-Q008. Would you re-issue solicitation as open to large businesses? Would you re-issue solicitation as a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside?
A. The Government has conducted market research with this project and other ongoing projects and determined there are a number of Small Businesses capable and interested in doing this project. It has been determined in the best interest of the Government to leave solicitation as-is. Method of determining this set-aside meets all policy and procedures of the organization and set-aside will not be changed.
