Exhibit E- Proposal Inquiry Form Exhibit F- Forward Pricing Agreement Rates for Modifications Exhibit H- Evaluated Total Offer Calculation Exhibit I- Evaluated Total Offer Calculation SAMPLE Exhibit J- Pre-Proposal Meeting Access Form

EXHIBIT H-Evaluated Total Offer Calculation Evaluation technique which measures the lowest total overall project cost to the Government will be utilized for this solicitation Evaluated Total Offer Method Considers the total price of all CLINS added to the potential remaining value of a contract, plus Home Office Overhead Rate and subcontractor markup

EXHIBIT H-Evaluated Total Offer Calculation ALL offerors must submit completed Exhibits F and H Failure to submit the Forward Pricing Schedule (Exhibit F) and a completed Exhibit H may make the offeror non-compliant with the solicitation requirements

Proposal Evaluation Process is detailed in RFP Section 00120 Carefully review Section 00120 when preparing proposal Comply with Section 00100 And 00110 requirements Failure to furnish a complete proposal may result in elimination from consideration

Proposal Compliance Review will be conducted on all proposals

Noncompliance with the RFP requirements may raise serious questions regarding an offeror’s technical ability, past performance and/or pricing and may be grounds to eliminate the proposal from consideration for contract award

Technical Evaluation will result in an offeror being rated Acceptable or Unacceptable

Proposal must be Rated Acceptable in both Subfactors to be overall ACCEPTABLE and to be further considered. Proposals found unacceptable will be removed from further evaluations

Subfactor 1: Experience and Capability Subfactor 2: LEED ® Experience & Capability

All proposals found Technically Acceptable will be evaluated in order starting with the lowest (reasonable and realistic) price

If the lowest (reasonable and realistic) price offer is found to have a “Substantial Confidence” rating in past performance the evaluations will be completed and no tradeoff necessary. That offeror will receive the award

If not a “Substantial Confidence” rating, the evaluations will continue in price order until that rating is found A best value assessment using the tradeoff process will be used to make final determination of award (FAR 15.101-1) Using this process it is possible (and likely) that some offerors’ Past/Present Performance will not be evaluated.

Best Value Best Value is defined as an award based on the greatest overall Benefit in response to the requirement.

Award is based on price and other non-cost related factors.

Award The Contractor whose proposal provides the Best Value to the Government Technical and Past/Present Performance are approximately equal to each other and when combined the non-cost factors are approximately equal to the Price Factor.

The Best Value may not be the lowest price
