About this file

This is a Statement of Work (SOW) for the Virginia National Guard's procurement of prepared delivered meals under a Blanket Purchase Agreement (BPA) vehicle. The SOW establishes the requirements for vendors to provide commercially prepared meals delivered to five Virginia locations: Gate City, Cedar Bluff, Hanover, Powhatan, and Onancock. The meals are intended for authorized members of the Virginia Army National Guard (VAARNG). This is a 100% small business set-aside under NAICS code 311991 (Perishable Prepared Food Manufacturing) with a 700-employee size standard and PSC 8970 (Composite Food Packages).

The BPA structure allows for multiple awards, each with a 60-month ordering period and a maximum ceiling of $350,000 per BPA. Individual call values range from a minimum of $100 to a maximum of $25,000. Vendors must maintain firm pricing through the end of the fiscal year (September 30), with price adjustments permitted only prior to the start of each new fiscal year if determined fair and reasonable. All interested vendors must maintain active registration in the required systems. Award will be made on a firm-fixed price basis without discussions unless the Contracting Officer determines discussions are necessary. The government will not reimburse costs associated with quote preparation.
