About this file
This is a Price List template for a Blanket Purchase Agreement (BPA) solicitation issued by the Virginia Army National Guard (VAARNG) for prepared meals delivery to multiple locations across Virginia. The BPA, solicitation number W912LQ-26-QA036, seeks to establish firm-fixed price agreements with multiple pre-qualified food service vendors under a 100% small business set-aside (NAICS code 311991, Perishable Prepared Food Manufacturing, 700-employee threshold). The pricing template requests unit prices for four meal categories: breakfast meals, lunch meals, dinner meals, and holiday-themed meals, each quoted on a per-meal basis. The agreement will be valid for up to 60 months with a maximum ceiling of $350,000 per BPA, with individual call orders ranging from a minimum of $100 to a maximum of $25,000. Calls below the Micro Purchase Threshold may be placed via government Purchase Card without fair opportunity consideration, while calls above the threshold require fair opportunity procedures among awarded vendors.
The template requires vendors to provide standard business information including company name, address, SAM UEI, CAGE code, and point of contact details for the contract period of October 1, 2026, through September 30, 2031. Pricing will be held firm through each fiscal year with potential adjustments permitted at the start of new fiscal years, subject to Contracting Officer determination of fair and reasonableness. The government will provide a tax exemption certificate for meals as they are considered tax-exempt; however, state or local food taxes will be added post-award, and vendors using subcontractors must account for tax costs in their quoted unit prices. This is a blank template requiring vendor completion and authorized representative signature, with final approval by the Contracting Officer.

PRICE LIST
1030th/1032nd Prepared Delivered Meals BPA
RFQ W912LQ26QA036
The Virginia Army National Guard (VAARNG) is seeking to establish a Blanket Purchase Agreement (BPA) with multiple pre-priced agreements to various food service vendors that can provide prepared meals delivered to the National Guard Readiness Center in Gate City, Cedar Bluff, Hanover, Powhatan, and Onancock, VA. A BPA is an agreement between the government and a vendor that allows the VAARNG to make “calls” against established terms via a government Purchase Card (GPC) when the calls are at or below the Micro Purchase Threshold (MPT). If the call order is greater than the MPT, a Call Order will be issued and must be invoiced through Wide Area Workflow (WAWF).
Any BPA will be valid for a period of up to 60 months or a maximum ceiling up to the Simplified Acquisition Threshold (SAT) and includes potential for re-issuance. Individual “calls” shall not exceed $25,000 and “calls” below the MPT may be placed without providing for fair opportunity. At the start of any new fiscal year, BPA holders may submit updated pricing for the new period. The VAARNG selects the best value vendors per year. These calls are supplemented as needed. Best value will be determined by price/meal and past performance.
