CERFP Moulage Role Players Vendor Questions & Responses Version 4– March 18, 2016

1. Are there any fixed sites for the role payer holding site? If not, what is the ground like near the DECON line? Will it support a tent with stakes or will water barrels be required?

There is an asphalt pad that vendors can set their tent up on. The rear is on the tree line, but the tent will not be able to be staked down.

2. Are there port-a-johns or fixed bathrooms for use by the role players?

Port-o-johns will be on-site.

3. Where will role players need to park? Can they walk to the training site from the parking lot or will a van be required to shuttle participants?

Parking is available on location – 140 spaces for contractor use, which is 1/8 mile from incident site. Secure location, but will still need to walk.

4. Are there security requirements to access the Henrico training site beyond having a government issued ID?

No other form of ID is required aside from a government-issued ID.

5. Do you have an overhead picture of the training site?

Yes, an overhead picture will be posted separately.

6. Can you please give a total number or role players required?

We estimate approximately 140 people total; however, the vendor is responsible for making that determination based on their proposal. It takes about 45 minutes to get the individual through the whole scenario. We want the moulage to be as realistic as possible so the vendor will need to determine how many role players are needed to support the requirement.

7. You mention Displaced Civilians in section 3.D. Are these role players in addition to the S&E and DECON role players?

The displaced civilians are in addition to the other role players.

8. There is mention of setting the mannequins in the rubble pile. Who will set the mannequins? CERFP members or another contractor?

The vendor will not be responsible for setting the mannequins.

9. PWS Para 3.D.1 indicates that Displaced Role Players will be provided "with the specifications (quantity, locations, time, and conditions) for each exercise." Will the exercise scenarios that include the quantity, location, time and conditions of the role players be provided?

We will provide them where to be and when. We want the throughput of warm triage to DECON lane to be 20 non-ambulatory and 40 ambulatory; however, we don’t want lots of down time. We don’t want a huge gap between each rotation. We want it to be a steady flow.

There is going to be just one scenario. This can be clarified via telecon and further clarified when we do the walk through two days prior to the event at the fire training center.

10. PWS Para 3.B.10 indicates that role players must flow through medical triage and DECON at a "rate of 40 Ambulatory and 20 Non-Ambulatory persons per hour." What is the approximate time that a role player will spend at medial triage and DECON?

It takes about 45 minutes to get the individual through the whole scenario.

11. PWS Para 3.D.1 indicates that Displaced Role Players will be provided "with the specifications (quantity, locations, time, and conditions) for each exercise." How many role players must be provided?

We estimate approximately 140 people total; however, the vendor is responsible for making that determination based on their proposal. It takes about 45 minutes to get the individual through the whole scenario. We want the moulage to be as realistic as possible so the vendor will need to determine how many role players are needed to support the requirement.

12. Are there any problems or issues from past incidents that need to be rectified?

Moulage was not realistic and trash cleanup. Previous moulage was just red paint. Part of the issue is looking at symptoms to identify issues. Red paint won’t cut it. Real doctors, medics, nurses, etc. will react to scenario. Their training is dependent on the rendition of the injury. Injuries have to be as realistic as possible.

13. List of minimum quantities for types of injuries?

We want a good range. The government will provide an estimated list of what types of injuries we’re looking for. THE SOLICITATION WILL BE AMENDED TO INCLUDE THIS INFORMATION.

14. Regarding wage determination, will the KO request specific role player wage determination?

TBD, but unlikely.

15. Displaced civilians – are they part of overall role players or just walking around?

If you walk into initial scene, these are the actors at the scene ‘dazed and confused’ looking for help. Suggestion is that those DCs be decontaminated, treated, and then worked into the 20 and 40. Need practice on bagging/tagging valuables to ensure it is decontaminated through the process as well.

16. Will there be a simulated explosion?

No. White cell will be on site that will determine when the exact time of event begins – i.e. 5 minutes til convoy arrives.

17. Emergency response plan – for the contractor and the government? Or just for contractor personnel?

The response is yes – it’s for the contractor personnel only. One additional issue we had in the past is that throughput of people and keeping it organized. We need the vendor to provide a liaison to make sure everyone is on the same page and not a lot of mass confusion.

18. Release any information on scenario? Are there timelines available at all?

We will provide a ‘plot’, which will be posted as an amendment.

19. Do you want pictures of the moulage?

Yes, as per PWS. We will clarify and post as amendment.

20. How many awards will be made?

One, as per the solicitation, which states multiple awards will not be made.

21. The PWS states that the required throughput for the role players (RP) after the handling of the initial on site wounded and Displaced Persons, is 60 (40 ambulatory and 20 non-ambulatory). Is this still accurate? The new amendment attachment of medical injuries lists and expectations for Immediate, Delayed and Minimal injuries with an hourly throughput of 90 to 110. Please clarify.

Updated medical conditions document will be posted to FBO.

22. Will all 60 RPs be inserted en masse at the beginning of the exercise? Or will they be staggered throughout the first hour?

Staggered. Vendor works with on-site white cell to ensure flow management meets mission requirements.

23. Once the RPs park and walk from the parking area to the exercise area, will any transportation be required to be provided by the contractor to move the RPs throughout the exercise area?

No. The exercise area is within walking distance to the moulage staging areas.

24. Where are the 60 RPs per hour introduced into the medical triage line? How close to the building collapse area?

50-100’.

25. Please clarify if hardhats and safety glasses will only be required to be worn by all RPs while in the exercise building collapse area? And what is the maximum expected requirement for hardhats and glasses?

None.

26. How will non-ambulatory RPs be introduced into the exercise? Stretcher? Or will they actually walk to the insertion area and then be identified as non-ambulatory? or other?

Walk, then be identified as non-ambulatory. Mannequins will be moved by S&E personnel by stretcher.

27. Because this is a daytime exercise only, will the contractor be required to provide any lighting as mentioned in the PWS?

Not expected, but if the vendor arrives before dawn to begin setup, temporary lights might be required.

28. Will the contractor be required to provide a source or electricity as mentioned in the PWS? Is so, to what purposes and usages?

If the vendor requires electricity, than they are required to provide their own. No electricity sources are available on site.
