BEST VALUE IDIQ CONSTRUCTION SERVICES TASK ORDER CONTRACT
Questions & Responses
Current as of 4 August 2017
Q: It does not look like there is any information requested in the RFP and seed projects for architects/design services. In the description it states design build but we couldn’t find a place for design anywhere else in the document?
A: The Government will not evaluate a contractor’s design / build capabilities at this time. If a task order is issued after award for a design / build project the Government will use procedures outlined in FAR
36.3 with those firms awarded MATOC contracts.
Q: If we are located in Iowa City which is 1 hour 53 minutes from Des Moines, can we just try to get this one contract?
A: Contractor’s will have the option to select the location(s) they wish to be considered for a MATOC contract.
Q: Site remodel restroom, Bldg. 261, Sioux City: Can the structural glazed units be replaced with new, instead of removing and reusing? The cost to reuse will be more than replacing.
A: Yes (sheet A1.1 notes 02 19.B3, 02 41 19.B1, 04 20 00.25 and sheet A2.1 notes 04 20 00.29, 04 20
00.M2 refer to salvaging and reusing existing structural glazed units. Demoing the existing and providing new is acceptable.
Q: (BLDG 261) What is the deck height over the restroom?
A: The deck height is 10’‐10”.
Q: In reference to past performance experience, our firm has a signed teaming agreement with another firm. We are using their past performance completed projects as references for our past experience since we work as a team. A copy of agreement can be submitted with our proposal. The reason is because, we are in the 2nd year in 8(a) program and most of our previous work experiences are with cities, counties and private contracts. Please advise if there is any issue and ultimately can provide a combined past experience of ours and our teaming partner.
A: Reference section 00110, paragraph 3.3.8. (page 23 and 24 of the solicitation), if you have a formal teaming arrangement and the company will be preforming as a subcontractor then follow the procedures outlined within the paragraph.
Q: At the pre‐proposal conference, you said relevant references would be from customers who we had repeat projects. However, the instruction on the Exhibit C Package Information and Forms states “If you have multiple reference at one location, send one cover letter and questionnaire for each contract you want a reference for.” I’m confused on the intent. Our references have multiple projects and I through they would report on the body of work rather than just one project.
A: Offeror's can submit the Exhibit C with multiple projects completed within the last year, provide sufficient detail so it is clear to the reviewer how many projects were completed and the typical size and scope of the projects. Offerors may also list a single project within a MATOC type arrangement but is the body state this is one of fifteen project completed as part of the MATOC.
Q: Line item 9 of “the following apply to this contract” states that; “DO NOT insert prices in the Basic and Option Years CLINs provided immediately after the SF 1442. In the Instructions for the preparation of proposals are located in Sections 00100, 00110 and 00120, paragraph 3.1.3 it states, “Offer and Section 00010 – Complete in its entirety the 'Offeror' portion of the Standard Form (SF) 1442. An official having the authority to contractually bind your company must sign the SF 1442 in accordance with FAR 4.102.” Is that mean we fill out all CLIN and inserted as part of Volume 1 or just completing the portion of SF 1442 without filling CLIN sections?
A: Offerors shall complete the second page of the SF1442 by completing blocks 14 through 20c. In addition Offerors are required to complete page 13 of 70, Areas of Consideration. The pricing information for the two see projects needs to be submitted on Exhibit D‐1 and D‐2. DO NOT include prices for the seed projects in section 00010, Offerors are not required to complete anything on pages 3‐ 12 of section 00010.
Q: On page 28, Subfactor 3, Specific Personnel, item 3.2.4.3 states “Subcontractors shall have completed
Exhibit B in volume 2 to be considered.” Once we list the requested subcontractors and they met the
Guard approval, must these subcontractors be used and no others on future MATOC task orders?
A: If a contractor is using a subcontractor to help with their past performance, we would anticipate the contractor would use that subcontractor on all future Task Orders. Past performance information for subcontractors should only be provided when the general contractor lacks relevant past performance.
Q: I also want to verify that the statement below also applies to Exhibit B Subcontractor Information and
Consent Form. On page 28, Subfactor 3, Specific Personnel, item 3.2.4.2 “…as well as the list of major subcontractors who will be utilized throughout the life of the contract.”
A: Since para. 3.2.4.2 is not relevant to past performance, subcontractors listed under para. 3.2.4.2 are proposed firms the contractor intends to solicit quotes from for future task orders. The contractor will not be limited to only those subcontractors listed for future task orders.
Q: (BLDG 270) Is coordinating the meter location and associated fees by the owner? What’s required of the contractor for the installation of the pulse output meter as called for in note 15 on sheet PL1.0?
A: The general contractor is to coordinate all associated work with Mid‐American and pay all fees for installation. The general contractor will also coordinate with the owner and AE on confirming location.
Q: Are the seed project construction Gantt schedules to be in Volume 1 Exhibit D‐1 or in Volume 2,
3.2.8. Subfactor 5. Scheduling Methodology? Or in both?
A: Volume 2.
Q: (BLDG 261) What product and color are we to use for the solid surfaces?
A: Synthetic Sill & Countertop Material: Sheet material, 1/2" thickness, (unless otherwise noted on drawings), of solid acrylic or polyester resins composition with consistent color through material thickness. Material shall be Dupont ‐ "Corian", Guardsman Product, Ltd. ‐ "Solidex", Avonite, Inc.'"Avonite" or equivalent. Shapes as required by drawings; color(s) as selected by Contracting Officer.
Q: (BLDG 261) Will the base cover the cost of utilities during the rest room project at the Sioux City
Airbase?
A: Utilities used within the building for the project are covered by the airbase, any utilities required outside the building; for example, a project trailer (site office) are at the contractor’s expense.
Q: (BLDG 261) Can all work be completed during normal working hours, including demo and build back loud noises?
A: Yes
Q: (BLDG 261) Does the existing mechanical chase have a deck and slab?
A: Existing chase passes through the deck.
Q: (BLDG 261) Does the existing mechanical chase only have services for the rest rooms?
A: Undetermined. Contractor to field verify.
Q: (BLDG 261) Can we assume both rest rooms will be completed together as one project?
A: Yes
Q: (BLDG 261) Are the contractor’s entrance stairs fire egress?
A: Yes
Q: (BLDG 261) How far away will the dumpster need to be located from the contractor’s entrance?
A: Exact location will be determined at the pre‐construction meeting, but depending on the size it should be able to be located in close proximity to the building.
Q: Is it allowed to post the plans and specs on a public e‐plan room?
A: The desire is to ensure the plans are controlled, as long as there is a method of tracking who has access you can put them on a public site.
Q: On Subfactor 3. Specific personnel, duly roles, Refer to Attachment #5. SC9. Attachment #5 item 9.2 states, “An individual Key Team Member may not hold more than one key role.” This will require a separate Quality Control Manager, Safety Manager, Project Manage, and Site Superintendent for each task order. Is this correct?
A: The Quality Control Manager and Safety Manager may be the same employee; however, the Project
Manager and Superintendent should not be the same person. Additionally, the Project Manager or
Superintendent should not perform the duties of the Quality Control Manager or the Safety Manager.
Q: (BLDG 261) Toilets and dividing walls show to remain, this is a disaster waiting to happen trying to get the same quartz broadcast as the other areas that are wide open.
A: We are not concerned with matching the existing toilet dividing walls; color selection will take place during the submittal process.
Q: (BLDG 261) Is there a way for a lift to raise products and equipment up to the upper floor?
A: There are windows that could possibly be used to bring in materials but the contractor would be responsible for any costs involved with the lift and removing / replacing the windows.
Q: Section 3.3.1.0 references the Past Performance Information Retrieval System (PPIRS). We have multiple outstanding CCASS reviews from The Army Corps of Engineers. Would these be acceptable?
A: For each exhibit A the offeror shall provide an exhibit C or a CCASS report should be available to the
Government through CPARS.
Q: Who is the bid bond payable too?
A: (Block 7 of the SF 1442) USPFO for Iowa 7105 NW 70th Ave.
Camp Dodge Johnston, IA 50131‐1824
Q: What is the bid security?
A: Bid guarantee shall be 20% of the bid price or $3,000,000, whichever is less (Exhibit D).
Q: What bid bond form should be used (AIA 310? – Standard Form 24?).
A: SF 24 or SF 34
Q: Question on the amendments. In fbo.gov it shows four (4) amendments. The architect generated an amendment 0001 on an SF 30. Which one(s) do we acknowledge on our 1442?
A: The posting of the Questions and Replies were inadvertently posted as amendments on FBO, there has only been one amendment posted for the solicitation to date. The SF 30 (amendment 0001) listed under “Amendment 3” on FBO is the only amendment to the solicitation.
On the SF 1442, contractors shall only acknowledge one amendment to date, additional amendments to the solicitation may be posted at a later time.
Q: (BLDG 261) page A2.1, Keynotes 10 51 13 C1, C2, & C3 show “RESTRORED” floor mounted pedestal supported benches. Are we responsible for getting them restored? If so, what specifications should we follow to do so? If we do not restore them, do we salvage for owner?
A: Prep and repaint the pedestals and make sure all screws are in place and secure.
Q: (BLDG 270) It doesn’t appear that they are addressing the water service in the description of the option items in the specifications, but it is mentioned on sheet FG0.0. Could you get an explanation of what’s in the base bid and what’s in the optional items?
A: Yes… included in the base bid for outside water lines on pg. FG0.0.
