About this file

This is a Questions and Answers document providing official government responses to vendor inquiries regarding Solicitation W912LM26QA019 for commercial kitchen equipment. The Minnesota Army National Guard is seeking a single firm-fixed-price contract award to one responsible offeror for the purchase and delivery of new commercial-grade kitchen equipment including freezers, refrigerators, ice machines, convection ovens, griddles, and hot/cold food tables. All 18 Contract Line Item Numbers (CLINs) must be quoted as an "all or nothing" requirement; partial quotes are non-responsive and will not be evaluated. This is a 100% Small Business Set-Aside conducted under simplified FAR Part 12 procedures, with delivery required F.O.B. Destination to USPFO Warehouse, Bldg 11-62, Camp Ripley, Little Falls, Minnesota, on or before 30 September 2026.

Key clarifications provided in this Q&A batch address vendor concerns regarding alternative equipment specifications, delivery logistics, and specific CLIN configurations. The Government confirmed that offerors may propose "or equal" alternative units provided they submit manufacturer's technical specification literature proving equivalency to the Statement of Work specifications, with final determination made at the Government's sole discretion. Delivery will be made to a standard dock-height loading dock; lift-gate service is not required. Specific technical details were clarified for CLINs 0006 and 0007 (ice machines and bins), CLIN 0016 (griddles and burner ranges with ovens), and utility specifications for gas and electric equipment. All technical specifications, dimensions, utility requirements, and delivery terms are detailed in the Statement of Work and SF 1449 form, which offerors must review thoroughly before submission.

Question #Vendor QuestionOfficial Government Response
1Are you open to alternative units?Yes. The "Like" models listed in the Statement of Work (SOW) are intended to establish the salient characteristics of the required items. Offerors may propose "or equal" alternative units. Offerors must provide Manufacturer’s Technical Specification Literature proving the proposed alternative meets or exceeds all specifications outlined in the SOW. The Government has the sole discretion to determine if an item is "or equal."
2Is this an "all or nothing" bid, or are we allowed to bid per item line? This is an "all or nothing" requirement. The Government intends to award a single, firm-fixed-price contract to one responsible Offeror. To be eligible for award, Offerors must submit a price for all 18 Contract Line Item Numbers (CLINs). Partial quotes will be deemed non-responsive and will not be evaluated.
3Upon delivery, is a dock ready or do you need a lift gate service?A loading dock is available and ready at the USPFO Warehouse (Bldg 11-62). Deliveries may be made using standard dock-height trucks. Lift-gate service is not required.
4Questions regarding technical specifications, dimensions, "or equal" products, configurations, and delivery responsibilities (F.O.B. Destination). All technical specifications, including dimensions, capacity, power requirements, and "Brand Name or Equal" models, are detailed in the Statement of Work (SOW) document, which is provided as a distinct attachment to the solicitation posting. Offerors are directed to review the SOW in its entirety. Delivery requirements are specified in Section F of the SF 1449. Per standard procedure, all official amendments and answers to questions will be posted publicly to the solicitation notice on the Government Point of Entry.
6For CLINs 0010 and 0014–0018, please confirm whether they are gas or electric, and provide the voltage, phase, amperage, and gas connection specifications. This information is currently provided in the solicitation. Offerors are directed to the Statement of Work (SOW) attachment, Section III "BASE ITEMS." Each of these line items contains a "Specifications" sub-section that explicitly lists the required utility type (e.g., Natural Gas), electrical requirements (e.g., 115V, 1ph), and gas connection sizes (e.g., 3/4").
7line item 6 has 3 ice machine and line item 7 has 4 bins. Is this correct?"This interpretation requires clarification. The quantities and components for these CLINs are as follows: CLIN 0006: Is for a quantity of three (3) ice machine head units ONLY. Bins are not required for this line item. CLIN 0007: Is for a quantity of four (4) complete ice machine systems. As detailed in the Statement of Work (SOW), each of these four units must include both the ice machine head unit and the corresponding ice storage bin. Offerors shall quote CLIN 0007 as four complete, combined units.
8Can you clarify line item 16 for me. Is there a total of 4 pieces of equipment for this line item? Qty 2 griddle with standard oven and Qty 2 4-burner with convection oven.Yes, the Offeror's understanding is correct. As detailed in the Statement of Work (SOW), CLIN 0016 consists of a total of four (4) individual pieces of equipment that are to be installed together in a "battery." This includes two (2) griddles with standard oven bases and two (2) 4-burner ranges with convection oven bases. Offerors shall provide one total price for CLIN 0016 that includes all four specified units.
