About this file

This is a Questions and Answers document providing official government clarifications for Solicitation W912LM26QA019, a commercial kitchen equipment acquisition by the Minnesota Army National Guard. The document addresses three key vendor inquiries regarding bid structure and delivery requirements.

The Government confirms that offerors may propose alternative equipment units meeting "or equal" specifications, provided manufacturers' technical specification literature demonstrates compliance with all SOW requirements, with final determination of equivalency at the Government's discretion. Critically, this is an "all or nothing" solicitation requiring firm-fixed-price quotes for all 18 Contract Line Item Numbers; partial quotes will be rejected as non-responsive. For delivery logistics, the Government clarifies that a standard loading dock is available at the USPFO Warehouse (Bldg 11-62) at Camp Ripley, Little Falls, Minnesota, with dock-height trucks accommodating standard deliveries, and lift-gate service is not required. These responses establish essential parameters for quote preparation in this 100% Small Business Set-Aside acquisition.

Question #Vendor QuestionOfficial Government Response
1Are you open to alternative units?Yes. The "Like" models listed in the Statement of Work (SOW) are intended to establish the salient characteristics of the required items. Offerors may propose "or equal" alternative units. Offerors must provide Manufacturer’s Technical Specification Literature proving the proposed alternative meets or exceeds all specifications outlined in the SOW. The Government has the sole discretion to determine if an item is "or equal."
2Is this an "all or nothing" bid, or are we allowed to bid per item line? This is an "all or nothing" requirement. The Government intends to award a single, firm-fixed-price contract to one responsible Offeror. To be eligible for award, Offerors must submit a price for all 18 Contract Line Item Numbers (CLINs). Partial quotes will be deemed non-responsive and will not be evaluated.
3Upon delivery, is a dock ready or do you need a lift gate service?A loading dock is available and ready at the USPFO Warehouse (Bldg 11-62). Deliveries may be made using standard dock-height trucks. Lift-gate service is not required.
