About this file

This is a Questions and Answers document accompanying Amendment 0001 to solicitation W912LM-26-Q-A012 for Locker Storage Solutions & Security Caging issued by the Minnesota Army National Guard (MN ARNG) for delivery in Rosemount, MN. The Q&A clarifies key specifications and requirements for the hybrid-scope solicitation covering Part A (164 double-tier bulk storage lockers with FOB Destination delivery and Government assembly/installation) and Part B (full-turnkey wire mesh security caging fabrication and installation by the Contractor).

Critical clarifications from vendor questions include: all 164 lockers must be quoted as independent "starter" units (fully enclosed, stand-alone configuration) rather than a mix of starter and adder units, as the Government will install them in various configurations including back-to-back and stand-alone arrangements per Attachment 1 layout diagrams; lockers have a maximum height of 90 inches to fit under existing ceiling obstructions with no on-site modifications required; all wire mesh security caging must be installed floor-to-ceiling with no roofing/ceilings required, remaining open at the top for stability bracing; and 10-gauge wire mesh with a 1" x 1" diamond mesh pattern is formally accepted as an "or equal" alternative to the specified 10-gauge 2" x 1" rectangular opening mesh. The quote deadline is June 12, 2026 at 1000 CDT, with questions due by June 10, 2026, both submitted via email to Contracting Officer Eric Ahlgren at eric.a.ahlgren.civ@army.mil.

Question #Vendor QuestionOfficial Government Response
1For the lockers, are they all under a 10' high ceiling and no obstruction? Obstructed ceilings, for example, are interfering ducts or beams that would require some of the lockers to be mended to shape in those areas. The Statement of Work (SOW) specifies a maximum locker height of 90 inches. This height was chosen to ensure all lockers will fit under existing ceiling obstructions in the designated rooms. No on-site modification of the lockers will be required.
2Are all lockers going to be side by side? I am asking this because there are two types: The starter unit and the adder unit. Please identify how many starter and adder units are required or if you want all of them to be starter units.Per the SOW, the lockers will be installed by the Government in various configurations, including back-to-back and stand-alone arrangements. Therefore, all 164 lockers must be quoted as starter units (i.e., fully enclosed, stand-alone lockers). Offerors may refer to Attachment 1 for the conceptual layout; the small boxes on the diagrams indicate the intended locker configurations. The numbers inside those boxes represent soldier counts (e.g., a box labeled "18" signifies a row of 9 double-stacked lockers).
3For the caging, is this a floor-to-ceiling installation?Yes, all wire mesh security caging is required to be installed from the floor to the finished ceiling.
4Are cage ceilings (roofs) to be included or left open?No cage ceilings (roofs) are required for any of the enclosures. All caging will be open at the top, bracing against the existing building ceiling structure for stability as required.
5Does the Government have a layout for the OCIE lockers?Yes. The conceptual layout for the OCIE lockers is depicted in Attachment 1 of the solicitation. Please note, however, that all 164 lockers must be quoted as stand-alone "starter" units, not "adder" units, to accommodate various final configurations.
6SOW Section 3.1 specifies a 10-gauge woven wire with a 2” x 1” rectangular opening. Is a 10-gauge wire mesh woven into a 1 ½” x 1 ½” diamond mesh pattern an acceptable alternative?Yes, a 10-gauge wire mesh with a 1 ½” x 1 ½” diamond mesh pattern is considered an acceptable "or equal" alternative to the specified rectangular mesh. Offerors may quote either configuration.
