About this file

This file is a Questions and Answers (Q&A) document containing official Government responses to vendor inquiries regarding solicitation W912LM-26-Q-A012 for locker storage solutions and security caging at a Minnesota Army National Guard facility in Rosemount, MN. The Q&A batch addresses 13 vendor questions and clarifies key specifications and requirements. All 164 lockers must be quoted as independent "starter" units (fully enclosed, stand-alone configurations) with a maximum height of 90 inches to fit under existing ceiling obstructions without on-site modification. Wire mesh security caging must be installed floor-to-ceiling with open tops and no roof panels. The Government accepts acceptable "or equal" alternatives, including 10-gauge wire mesh in 1" x 1" diamond patterns (in addition to the specified 2" x 1" rectangular mesh), alternative locker construction specifications using 2" x 2" mesh with electro-galvanized steel panels, and standard sliding gates in place of barn-style doors. The caging in Rooms 120D and 120C (existing floor-to-ceiling partitions) is excluded from the quote requirement. Offerors are not responsible for quoting any portions labeled "existing cage." The winning contractor must conduct a mandatory post-award site visit to verify field measurements and account for overhead obstructions prior to fabrication, though representative site photos have been provided for bidding purposes. The Government will not provide a pre-bid list of all obstruction sizes, making the contractor responsible for custom on-site fabrication and cutting around building obstructions.

Question #Vendor QuestionOfficial Government Response
For the lockers, are they all under a 10' high ceiling and no obstruction? Obstructed ceilings, for example, are interfering ducts or beams that would require some of the lockers to be mended to shape in those areas. The Statement of Work (SOW) specifies a maximum locker height of 90 inches. This height was chosen to ensure all lockers will fit under existing ceiling obstructions in the designated rooms. No on-site modification of the lockers will be required.
Are all lockers going to be side by side? I am asking this because there are two types: The starter unit and the adder unit. Please identify how many starter and adder units are required or if you want all of them to be starter units.Per the SOW, the lockers will be installed by the Government in various configurations, including back-to-back and stand-alone arrangements. Therefore, all 164 lockers must be quoted as starter units (i.e., fully enclosed, stand-alone lockers). Offerors may refer to Attachment 1 for the conceptual layout; the small boxes on the diagrams indicate the intended locker configurations. The numbers inside those boxes represent soldier counts (e.g., a box labeled "18" signifies a row of 9 double-stacked lockers).
For the caging, is this a floor-to-ceiling installation?Yes, all wire mesh security caging is required to be installed from the floor to the finished ceiling.
Are cage ceilings (roofs) to be included or left open?No cage ceilings (roofs) are required for any of the enclosures. All caging will be open at the top, bracing against the existing building ceiling structure for stability as required.
Does the Government have a layout for the OCIE lockers?Yes. The conceptual layout for the OCIE lockers is depicted in Attachment 1 of the solicitation. Please note, however, that all 164 lockers must be quoted as stand-alone "starter" units, not "adder" units, to accommodate various final configurations.
SOW Section 3.1 specifies a 10-gauge woven wire with a 2” x 1” rectangular opening. Is a 10-gauge wire mesh woven into a 1 ½” x 1 ½” diamond mesh pattern an acceptable alternative?Yes, a 10-gauge wire mesh with a 1 ½” x 1 ½” diamond mesh pattern is considered an acceptable "or equal" alternative to the specified rectangular mesh. Offerors may quote either configuration.
Can you supply photos of the cage installation areas and note any obstructions? The amount of on-site modification can vary greatly and will affect our material and labor quote.Yes, photos of representative installation areas are being provided as a new attachment to this solicitation to give all offerors an understanding of the site conditions and overhead obstructions. However, the SOW requires the winning contractor to perform a mandatory post-award site visit to take their own final field measurements for all obstructions and cage dimensions prior to fabrication. The Government will not be providing a pre-bid list of all obstruction sizes.
For the bulk storage lockers, would you accept the following alternative specifications: Mesh of 2"x2" 10-gauge; back/roof panels of unframed electro-galvanized steel; and framed angle of 1 ¼” x 1 ¼” 12-gauge?Yes, these alternative specifications for the lockers are considered acceptable "or equal" and may be quoted.
For the security caging, you are requesting 2"x1" mesh, which is typically used for DEA cages. Please confirm if this is a mandatory requirement or a preference. This is a preference. As stated in a previous Q&A, a 1 ½” x 1 ½” 10-gauge diamond mesh pattern is also an acceptable alternative. The Government's primary concern is security and durability.
Where "existing cage" is referenced in Attachment 1 (Rooms 120D and 120C), please confirm if we are not required to quote that portion.Confirmed. Offerors are not required to quote any portion labeled "existing cage." The existing cage in question is a floor-to-ceiling wire mesh partition that already separates Rooms 120D and 120C.
For Room 140, can you please provide a layout? The layout for Room 140 is viewable on the master layout diagram (page 1 of Attachment 1). A new, clarified version of this layout is also being provided with this amendment.
Your SOW mentions "barn doors" or "sliding barn-style doors" for several rooms. We do not offer barn gates. Are standard sliding gates acceptable?Yes, standard sliding gates are an acceptable "or equal" alternative to the referenced "barn-style" doors.
Please provide the layouts for Sections 133(a), 133(b), and 140 in the same format as previously provided for Section 120D. We have noticed that the room schedule does not align with the layouts for Sections 120A, 120C, and 120D. We are assuming that the previously provided layouts are correct, and we require the remaining layouts mentioned above in order to prepare an accurate quote.”A new attachment, titled "All Rooms Requiring Caging," has been added to this solicitation to provide clarity for all required areas. As noted within that new attachment: * Straight red lines indicate new wire mesh panels that are required to be built to act as wall partitions. The measurements for these partitions are denoted in the original Attachment 1 of the SOW. * Circles on the drawing for Room 140 denote existing doorways that need to be covered with a new mesh panel, with the required door measurements specified in the SOW. Photos of these areas were previously provided.
