About this file
This file is a Questions and Answers document (Batch 5) providing official Government responses to vendor inquiries regarding Solicitation W912LM-26-Q-A012 issued by the Minnesota Army National Guard for locker storage solutions and wire security caging at a Rosemount, MN armory facility. The solicitation, issued under FAR Part 12 (Commercial Products and Services) via Standard Form 1449, encompasses two distinct scopes: Part A requires the purchase and FOB Destination delivery of 164 double-tier starter unit lockers for Government assembly and installation, while Part B mandates full-turnkey fabrication and installation of wire mesh security caging enclosures/partitions by the contractor, including a mandatory post-award site verification visit and custom on-site fabrication around building obstructions. Amendment 0005, which incorporates Batch 5 Q&A responses, clarifies specifications and acceptable alternatives for both components.
Key specifications established through prior amendments and Q&A batches include that all lockers must be delivered as independent, fully enclosed starter units, and that 10-gauge wire mesh woven into a 1" x 1" diamond pattern is acceptable as an "or equal" alternative to specified mesh. Standard sliding gates are acceptable substitutes for barn-style doors. The solicitation package includes detailed layout diagrams, representative site photos illustrating overhead obstructions (pipes and conduits), and ceiling truss photos for Room 140 to assist vendors in planning caging stabilization. The original quote deadline was June 12, 2026, at 1000 CDT, with questions due by June 10, 2026. Point of contact is Eric Ahlgren, Contracting Officer, at eric.a.ahlgren.civ@army.mil.

| Question # | Vendor Question | Official Government Response |
| 1 | For the lockers, are they all under a 10' high ceiling and no obstruction? Obstructed ceilings, for example, are interfering ducts or beams that would require some of the lockers to be mended to shape in those areas. | The Statement of Work (SOW) specifies a maximum locker height of 90 inches. This height was chosen to ensure all lockers will fit under existing ceiling obstructions in the designated rooms. No on-site modification of the lockers will be required. |
| 2 | Are all lockers going to be side by side? I am asking this because there are two types: The starter unit and the adder unit. Please identify how many starter and adder units are required or if you want all of them to be starter units. | Per the SOW, the lockers will be installed by the Government in various configurations, including back-to-back and stand-alone arrangements. Therefore, all 164 lockers must be quoted as starter units (i.e., fully enclosed, stand-alone lockers). Offerors may refer to Attachment 1 for the conceptual layout; the small boxes on the diagrams indicate the intended locker configurations. The numbers inside those boxes represent soldier counts (e.g., a box labeled "18" signifies a row of 9 double-stacked lockers). |
| 3 | For the caging, is this a floor-to-ceiling installation? | Yes, all wire mesh security caging is required to be installed from the floor to the finished ceiling. |
| 4 | Are cage ceilings (roofs) to be included or left open? | No cage ceilings (roofs) are required for any of the enclosures. All caging will be open at the top, bracing against the existing building ceiling structure for stability as required. |
| 5 | Does the Government have a layout for the OCIE lockers? | Yes. The conceptual layout for the OCIE lockers is depicted in Attachment 1 of the solicitation. Please note, however, that all 164 lockers must be quoted as stand-alone "starter" units, not "adder" units, to accommodate various final configurations. |
| 6 | SOW Section 3.1 specifies a 10-gauge woven wire with a 2” x 1” rectangular opening. Is a 10-gauge wire mesh woven into a 1 ½” x 1 ½” diamond mesh pattern an acceptable alternative? | Yes, a 10-gauge wire mesh with a 1 ½” x 1 ½” diamond mesh pattern is considered an acceptable "or equal" alternative to the specified rectangular mesh. Offerors may quote either configuration. |
| 7 | Can you supply photos of the cage installation areas and note any obstructions? The amount of on-site modification can vary greatly and will affect our material and labor quote. | Yes, photos of representative installation areas are being provided as a new attachment to this solicitation to give all offerors an understanding of the site conditions and overhead obstructions. However, the SOW requires the winning contractor to perform a mandatory post-award site visit to take their own final field measurements for all obstructions and cage dimensions prior to fabrication. The Government will not be providing a pre-bid list of all obstruction sizes. |
| 8 | For the bulk storage lockers, would you accept the following alternative specifications: Mesh of 2"x2" 10-gauge; back/roof panels of unframed electro-galvanized steel; and framed angle of 1 ¼” x 1 ¼” 12-gauge? | Yes, these alternative specifications for the lockers are considered acceptable "or equal" and may be quoted. |
| 9 | For the security caging, you are requesting 2"x1" mesh, which is typically used for DEA cages. Please confirm if this is a mandatory requirement or a preference. | This is a preference. As stated in a previous Q&A, a 1 ½” x 1 ½” 10-gauge diamond mesh pattern is also an acceptable alternative. The Government's primary concern is security and durability. |
| 10 | Where "existing cage" is referenced in Attachment 1 (Rooms 120D and 120C), please confirm if we are not required to quote that portion. | Confirmed. Offerors are not required to quote any portion labeled "existing cage." The existing cage in question is a floor-to-ceiling wire mesh partition that already separates Rooms 120D and 120C. |
| 11 | For Room 140, can you please provide a layout? | The layout for Room 140 is viewable on the master layout diagram (page 1 of Attachment 1). A new, clarified version of this layout is also being provided with this amendment. |
| 12 | Your SOW mentions "barn doors" or "sliding barn-style doors" for several rooms. We do not offer barn gates. Are standard sliding gates acceptable? | Yes, standard sliding gates are an acceptable "or equal" alternative to the referenced "barn-style" doors. |
| 13 | Please provide the layouts for Sections 133(a), 133(b), and 140 in the same format as previously provided for Section 120D. We have noticed that the room schedule does not align with the layouts for Sections 120A, 120C, and 120D. We are assuming that the previously provided layouts are correct, and we require the remaining layouts mentioned above in order to prepare an accurate quote.” | A new attachment, titled "All Rooms Requiring Caging," has been added to this solicitation to provide clarity for all required areas. As noted within that new attachment: * Straight red lines indicate new wire mesh panels that are required to be built to act as wall partitions. The measurements for these partitions are denoted in the original Attachment 1 of the SOW. * Circles on the drawing for Room 140 denote existing doorways that need to be covered with a new mesh panel, with the required door measurements specified in the SOW. Photos of these areas were previously provided. |
| 14 | "Purchase and FOB Destination delivery of double-tier lockers (Assembly and installation by the Government)." |
To ensure we obtain accurate and compliant pricing from commercial vendors, could you please provide the complete specifications for the bulk storage lockers required under this requirement?
Specifically, any available details regarding the following would be helpful:
- Locker dimensions (height, width, and depth)
- Material and construction requirements
- Number of lockers required
- Color or finish requirements
- Door configuration and locking mechanism
- Ventilation requirements
- Shelving, hooks, or interior accessories
- Brand name, manufacturer, or approved equal (if applicable)
| - Any applicable standards or special requirements | These questions are answered in the SOW. | ||
| 15 | I am still unable to identify the placement of our cages for sections 133A, 133B, 140, and 142. I require the layouts for these sections to accurately calculate the number of adders and starters needed. | Offerors are directed to review all solicitation attachments, including all amendments. The attachment titled "All Rooms Requiring Caging" provides the layouts for all required areas. Please note that the concept of "adders and starters" applies only to the Bulk Storage Lockers (CLIN 0001), not the Wire Mesh Security Caging (CLINs 0002 & 0003). As stated in previous Q&A and the amended SOW, all 164 lockers must be quoted as stand-alone "starter" units. The security caging will be custom-fabricated and installed by the contractor based on the post-award site visit and the provided layout drawings. | |
| 16 | Can you provide the ceiling height for each room where caging is to be installed? | Yes. The approximate ceiling heights for the relevant rooms are as follows: • Room 120A: 10' 2" • Room 120C: 10' 2" • Room 120D: 10' 2" • Rooms 133A & 133B: 10' 7" • Room 140: 11' 1" • Room 142: 11' 1" As stated in the SOW, the contractor is responsible for verifying all final field measurements during the mandatory post-award site visit. | |
| 17 | Do you have details for Room 140 on the truss supports and how the caging should be attached to them? | The SOW requires the cage partitions in Room 140 to be "designed to brace against ceiling/truss supports for stabilization." The specific method of attachment or bracing is left to the professional discretion of the installer. The contractor must propose a sound and secure method of stabilization as part of their installation plan. A photo of the trusses will be provided if it becomes available. |
