fbopQUESTIONS AND ANSWERS FOR SOLICITATION W912LC-19-B-5000 COANG-ASE Maintenance and Storage Facility

Project No. CRWU069125

26 APRIL 2019

Date: 23 April 2019

Question 1: I completed DD 2345, however, the last time I did this it took DLA two weeks to grant me access in order to receive the plans, is there any other way for me to receive plans, i.e. get a cd from USPFO on BAFB.

Answer 1: The government is not offering CDs as the PRE-solicitation notice posted on 10/19/2018, identified the need to gain controlled access in order to download the plans.

Additionally, the U.S./Canada Joint Certification Program (JCP) office reported that once a company is certified with the JCP office (normally 7 to 12 business days), the company should contact FBO to have them add their JCP number to their FBO account.

The FBO help desk (Federal Service Desk) reported that companies need to make sure that they are registered and login as a Vendor to FBO. When the Vendor click's to open an export controlled package/document, they should be asked for their MPIN. After entering the MPIN, the export controlled package/document should be viewable/downloadable by Vendors that have gone through the JCP process. If a Vendor still has problems, the Vendor should check to make sure that their SAM registration and MPIN are valid and up-to-date. If problems still persist, the Vendor may call the FBO help desk at 866-606-8220, selection option 2 for FBO issues, and ask for troubleshooting assistance.

Question 2: Who is responsible to receive the DD Form 2345 to access the contract drawings?

Answer 2: Reference Section 4 of the FBO Vendor Guide. This guide is available for download in PDF format via the Federal Business Opportunities / FBO Home Page. To view and/or download Export Controlled Materials (such as contract drawings and specifications), a company must be certified (via an approved DD Form 2345) by the Joint Certification Program (JCP) administered by the DLA Logistic Information Service (DLIS). This certification establishes that a company is a U.S. or Canadian contractor eligible to receive unclassified technical data that is under the control of the U.S.

Department of Defense (DoD) or the Canadian Department of National Defense (DND).

Questions about this program or DD Form 2345 should be addressed to U.S./Canada Joint Certification Office, DLA Logistics Information Services (DLIS), Federal Center, 74 Washington Avenue North, Battle Creek, MI 49017-3084. The Joint Certification Office may be contacted by telephone at: 1-(800) 352-3572; or email: jcp-admin@.dla.mil.

Question 3: Will there be a set of plans and specifications available onsite that I can borrow or look-over while there?

Answer 3: There will be a set of plans at the pre-bid conference that can be reviewed.

CD’s will not be provided; the plans that will be available during the pre-bid may not be “lent” to Contractors.

Date: 26 April 2019

Question 4: Under Section 11 of Standard Form 1442 the duration of the project is listed at 270 calendar days. However, Section 01010, Part 1.2 B indicates that substantial completion will be achieved in 365 days from the date of receiving NTP.

What should bidders anticipate for the duration period of the project?

Answer 4: Deleted “365 days” from Specifications Section 01010, Part 1.2B; replaced with “270 days”. See amendment #2 for change.

Question 5: Sheet S502 has a detail for the Jack Tester Foundation with a note that reads ‘JACK TESTER DESIGN BY OTHERS (GOVERNMENT FURNISHED – CONTRACTOR INSTALLED)’. The specifications do not have any information on the manufacturer of the Jack tester.

a) Will the government be providing product data, dimensions, load calculations and requirements, etc. on the Jack tester in an amendment?

b) Who has the responsibility to design the Jack tester, i.e., government or contractor?

c) Is the current foundation design adequate or compatible with different manufacturers for Jack testers?

Answer 5:

a) The Jack Tester is a piece of existing equipment the government already has on hand.

b) The Jack Tester was designed by the manufacturer, and shall be made available to the contractor to install per the drawings.

c) The foundation shown in the drawings was for the Jack Tester that shall be furnished by the government for installation.

Question 6: What is the height of the basement of building 1606 to be demolished as part of Bid Option 1?

Answer 6: From the top of the concrete slab in the basement, to the top of concrete slab (4 inch) of the first floor is 10 feet. The basement slab is 4 inches thick, except in the area directly under the old control tower portion of the building identified on sheet AD102 as 18’-3” x 18’-3”, it is up to 2 foot 2 inches thick concrete.

Question 7: In section 024116, there are surveys done for asbestos and lead containing materials in building 1606. For bidding and permitting purposes, is there any way to verify quantities and locations of the asbestos materials subject to the pending abatement permit as required by CDPHE, as well as quantities and locations of lead containing materials? We were not permitted to enter building during site walk visit to verify material quantities.

Answer 7: Quantities are not available. Quantities for bidding purposes will have to be done based on the AD drawings (AD101 through AD105) and the asbestos survey following section 024116 at the end of Division 2.

Question 8: Are there any as-built drawings for mechanical systems that may contain asbestos insulation?

Answer 8: Any as-build drawings are not reliable. Please see the asbestos survey following section 024116 at the end of Division 2. Keep in mind the upper floors (3rd floor and above) of the Control Tower have already been demolished.

Question 9: Is the government going to provide a 3rd party asbestos/lead consultant or will that fall on the General Contractor?

Answer 9: The government is not going to provide a 3rd party asbestos/lead consultant. This in the responsibility of the General Contractor to meet any requirements.

Question 10: Is all asbestos requiring removing above grade or are there any tunnels that need to be addressed?

Answer 10: There are no tunnels. There is access to all asbestos in the facility.

Question 11: For bid option 1, will there be power and water service hookups nearby?

Or should the contractor expect to provide these utilities ourselves?

Answer 11: Power is fed from the building just to the North, building 1603, and is available. There is a disconnect that is in poor condition that may require replacement for operation, and there are also 120v outlets on that building as well. The contractor will be required to provide any hook ups. There is an active fire hydrant just to the east of the building. The contractor can hook up to it, but they will have to provide a backflow preventer and any connections. Also see section 01000, para 1.31, Utilities.

Question 12: In sheet number C101, keynote 15 calls out to salvage and return canopy to government. Will it need to be all in one piece?

Answer 12: No. However, no members can be destroyed, as it will need to be erected by the government at a future date. The parts to remain intact or separated can be worked as to what is most practical for both the contractor and the government, and causes the least damage to the structure.

Question 13: The solicitation provides a Bid Schedule in Section 00010 that requests a breakdown of the base bid. We would like to request that the base bid breakdown be provided within 24-hours of the bid opening instead of with the initial pricing and optional pricing schedule.

The reasoning for this request is, during the process of putting a competitive bid together, the higher number of variables, the higher likelihood of a mistake. Additionally, the breakdown can be made the most accurate if adequate time and attention is directed to it's preparation. Please advise if this would be acceptable.

Answer 13: The entire bid schedule must be complete at the time of bid opening.

Question 14: Since Building 1606 slated for demolition as part of Bid Option 1 is condemned due to unsafe conditions, how is abatement to proceed? Will the Government allow workers in full hazmat gear access into the building? Will any structural modifications be needed to facilitate abatement work? Section 024116 paragraph 3.3.D addresses temporary shoring, however without knowledge as to the extent of access / structural issues we are in need of further direction from the Government.

Answer 14: Yes, the government will allow workers in full hazmat gear to access the building. There is no structural concerns with the facility; it is only environmental hazards i.e. potential for Hantavirus, asbestos, etc. that are the cause for the building being condemned. No structural modifications or shoring should be needed to facilitate abatement work (assuming you are not cutting out any structural members).

Question 15: At Building 1606 are temporary power and water sources available to the contractor at the site?

Answer 15: Yes. See Question and Answer number 11 above.

Question 16: Can you please provide a map of the truck route / access for demolition of building 1606?

Answer 16: See the slide posted in the Pre-Bid Brief on www.fbo.gov. All trucks enter and exit the base from the South, Mississippi gate, onto Aspen Street, they would then head east on Steamboat Ave all the way around to the site.

Question 17: The Survey of Asbestos-Containing Materials in Building 1606 included at the end of Section 024116 is dated 16 December 2003. In order to obtain a Demolition Permit from CDPHE it is necessary to have an updated survey prepared by a Certified Asbestos Inspector. This inspector is required to certify their current certification as well as that they have thoroughly inspected the facility to be demolished, sampled all suspect materials, had all samples analyzed for the presence of asbestos by a NVLAP-accredited laboratory. Who is to provide this updated survey?

Answer 17: The Government will not be conducting any further Survey of Asbestos- Containing Materials for the purpose of permitting. This is the responsibility of the contractor if required. Please see specification sections 01001 Permit Requirements, and 01420 Environmental Protection.

Question 18: Are there any as-built documents showing foundation sizes available for increased accuracy in preparation of a demolition bid?

Answer 18: See attached drawings, BLDG 1606 (901) Foundation Plan and BLDG 1606 (901) Section. Also see answer to question number 6 above.

Question 19: Does the base have a location for disposal of clean soil generated during the course of the new construction?

Answer 19: Yes. Any excess clean soil can be disposed of at our South end fill site.

Question 20: Please refer to Section 01000, Paragraph 1.28.B TEMPORARY FIELD OFFICES. Is the Contractor required, to provide temporary office space for exclusive use of the Government inspectors, to include contracted inspectors as a part of this project?

Answer 20: No, this will not be required. The Contractor shall not be required to provide temporary office space for Government use.

http://www.fbo.gov/

See Amendment #2 for change.

Question 21: Refer to Section 01010 Paragraph 1.2.B. This paragraph indicates, "Contractors shall achieve Substantial Completion 365 days from the date of receiving Notice to Proceed (NTP) unless approved otherwise by the Contracting Officer." The Solicitation allows 270 calendar days on form SF1442, it was also addressed that optional bid items awarded extend the contract time. Is it possible to allow additional contract time, for use on the front end of the project to allow for preparation and approval of submittals prior to starting work in the field to assure that the work proceeds with approved paperwork? Technically the NTP requires the contractor to start work within 14 days, however Section 01300 paragraph 1.2.A states the Government is allowed 21 days to provide response to submittals. The combination of these clauses forces the Contractor to begin work onsite prematurely.

Answer 21: Please refer to question number 4 above. No additional contract time will be allowed. Submitting submittals upon receiving the NTP is considered “starting work”.

Question 22: Specification Section 024116 Paragraph 3.6.D addresses removal of the below grade construction. Once the basement and associated foundation is removed at Building 1606 is clean fill dirt available on base to fill the void? If so, can you please provide a map showing the location?

Answer 22: Clean fill dirt (Borrow Soil) is available on Buckley AFB at the South Fill site for the contractors use, for the purpose of backfilling the below grade areas during the demolition of Building 1606. See attached map showing location of clean fill dirt.

See amendment for change.

Question 23: Refer to Sheet A251. This plan calls out heat trace in the Gutters / Downspouts, at the standing seam metal roof area (Roof System 1), in the location of / around Column Line 1, but not at the areas to receive Roof System 2 (Column Line M1, and M2) . Is this an omission, or planned to have only specific gutters and downspouts heated? Additionally the Roof Power Plan Sheet EP102 does not address how the heat trace will get power along Column Line 1, or anywhere else heat trace may be desired.

Answer 23: No heat trace is required on the roof or gutters. The note on sheet A251 will be changed to remove the heat trace. See amendment for change.

Question 24: Question and Answer 5(b) of the Q&A for this solicitation address the Jack tester design and manufacturer. Based off of the response, can contractors assume that the detail note on Sheet S502 will be deleted; specifically any mention of a needed design, i.e., ‘JACK TESTER DESIGN BY OTHERS’?

Answer 24: No the note on sheet S502 will not be deleted. The “DESIGN BY OTHERS” refers to the manufacturer who has already completed the design. The Construction Contractor is not responsible for the design of the Jack Tester.

Question 25: Under Division 41 22 23.19, Section 2.05 A, B and C refer to a manual trolley assembly with a hand chain. In Section 2.09 B and Section 2.12 E and F, it indicates an assembly with inching controls, push buttons and single speed motor controls. What type of assembly should be priced; manual or motorized?

Answer 25: Pending

Question 26: Under Division 41 22 23.10, Section 2.12 F states that the hoist will be controlled by 5-step magnet contactors. Manufacturers have indicated that a 5-step magnet is out-of-date and inverters have taken their place. Does the government want the older technology of the 5-step magnet control or an inverter?

Answer 26: Pending

Question 27: Under Division 41 22 23.10, Section 3.02 B(1) indicates that a 60-minute run test. Is the government wanting 60-minute motors on the hoist?

Answer 27: Pending.

Question 28: Under Division 41 22 23.10, Section 3.02 B(2) requires a running test ‘consisting of moving hoist and trolley through two complete cycles’, the first test with no load and the second with a full-load or 100% of the load rating. Running the test a complete cycle unloaded is not a problem. However, when the test is run at a 100% rated load, for safety reasons, it is suggested that the load be done 6” above the floor.

Is this acceptable?

Answer 28: Pending.

Question 29: Under Division 41 22 23.10, Section 3.02 B it mentions the need to ‘observe and record, capacity and motor inputs’. Is this statement referring to motor voltage inputs or types of inputs?

Answer 29: Pending.

Question 30: Sheet FFE101 and Section 09 06 40 list the furniture schedule quantities, types and manufacturers. Several of the manufacturers listed are represented by only one or two distributors at most within local markets. Will the government accept ‘or equals’ for the furniture so that more distributors can participate and open up these markets?

Answer 30: Pending.

Question 31: Sheets S101, S103, A101 and A201 show the two most south overhead door openings (16’-0” x 16’-0”) as being part of Option 9. The door numbers for these openings are 200B and 201C. However, the door schedule on A701 indicated that 201B (16’-0” x 16’-0”) and 201C (12’-0” x 16’-0”) are the overhead door being Option 9.

We assume that the door openings for Option 9 are 200B and 201C. Please verify.

Answer 31: Option 9 is for door openings 200B and 201C. The Remarks column on sheet A701 are incorrect. See amendment for change.

Question 32: Please reference SECTION 084113 / 085113 - These sections call out UFC 4-010-01, 2013. It's our understanding that the 2013 criteria has been superseded by UFC 4-010-01 12 December 2018.

Please provide direction as to which version of this criteria is applicable to the project.

Answer 32: Use the criteria as shown in the specifications, UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings, Change 1, 1 October 2013.

Question 33: Under 12 21 13 – Horizontal Louver Blinds it states that blinds should be installed at location of installation designated on Drawings. In searching the drawings, it doesn’t appear to indicate what window require the horizontal louver blinds. Will the government indicate what window locations require the blinds?

Answer 33: Section 12 21 13, paragraph 2.2 A. references Section 09 06 40. In Section 09 06 40, page 5, Finish Material Schedule, the last row notes Spec Division 12 21 13, Horizontal Louvre. The notes on this row indicate rooms “101, 102, 104 & 106”.

All W-2 type windows indicated on the drawings shall have Horizontal Louver blinds.

Question 34: In the Specifications for the Buckley AFB Maintenance and Storage Facility, sections 084113 and 085113 both call for compliance with the Unified Facilities Criteria (UFC) code dated 1 October 2013. However, there is a revision to the UFC dated 12 December 2018. Our understanding is that several projects at Buckley AFB have used the newest revision of the UFC code. That being said, should contractors utilize the older code that is referenced in the specs or the newer code? The change in code directly affects the design of glazing, windows and skylights. The new code specifies on page 2 that it supersedes the older code, dated October 2013. Please confirm the governments desire on what code they would like used.

Answer 40: Provide as shown in the drawings and specifications.

Question 41: Please confirm that the following question and answer from 2 years ago are both still the same as it applies to this project;

Question: “The below question is extremely critical to the project as this information is not present in the contract documents. This is most likely due to the sensitive nature of the design information; however, in order to completely and properly estimate the cost for the storefront/window systems, a blast engineer must review the design criteria to properly design the mullion and glass system. The specifications require these systems to have a blast rating and only minimal information was provided in the drawings/specs. Please provide the following information to design and estimate the required storefront/window systems.

Dynamic analysis:

* Impulse

* Peak pressure

* Allowable rotation

* Allowable ductility

Or, Static analysis:

* Building location (within a controlled perimeter or not)

* Building Category

* Applicable level of Protection

* Standoff Distances

* Applicable Explosive Weight

* Allowable deflection & stress?

Answer: The building location is within a controlled perimeter. The Building Category is “Inhabited Building”. The Applicable Level of Protection is “Very Low”.

The Design Standoff Distance is 75 ft. The Applicable Explosive weight is Type I.

Per UFC 4-010-01, paragraph B-3.1.3.2 “For storefront and curtain wall systems, primary mullions that span between points of structural support shall be considered supporting frame members and may be designed dynamically in accordance with the paragraph above, entitled, “Dynamic Analysis” or statically. If designed by the static method the moment and shear capacities of framing members shall be designed to resist two (2) times the glazing resistance applied to the framing members only from the tributary area of the window, and deflection shall be limited to 1/60 of the members’ span lengths between points of structural support.

Intermediate mullions shall be checked for deflection with the supported edge length taken as equal to the longest span of a single glass panel and the deflection will be calculated based on simple support conditions for that length.” See also specification section 084113, paragraph 1.3 D.”

Answer 41: Yes.

Question 42: Do all building elevations need to be blast rated or just the North & West Facing the parking lot?
