Justification and Approval for Other than Full and Open Competition Justification

1. Contracting Activity: United States Property and Fiscal Office for Colorado

2. Description of Action: A new competitive firm fixed price construction contract which includes "Brand name only" components listed below, which will be awarded using MILCON funding.

3. Description of Supplies/Services: CONSTRUCT ASE MAINTENANCE & STORAGE FACILITY (Project No. CRWU 06-9125) in support of the Colorado Air National Guard (COANG) at Buckley Air Force Base, Colorado that includes the seven (7) "Brand Name" components below:

a Best Lock Cores (Best Access System CORMAX patented keyway with interchangeable core type operating cylinders). These are the door hardware lock cores required to be utilized on all facilities on Buckley Air Force Base in order to comply and integrate with the current system utilized by the 460th Space Wing, Buckley Air Force Base host, on all facilities located on Buckley Air Force Base. The use of a single lock core enables the systematic management of the lock system on the host base facilities including those belonging to the COANG. Providing a single lock core for all installation buildings allows for single keying a tracking mechanism, an emergency response master key to work properly in emergency situations for both security forces and fire department and reduced maintenance and training costs for the COANG over the lifecycle of the building. The current government estimated direct material cost of the brand name component listed is b Delta Direct Digital Controls (DDC). This is an integrated base wide mechanical controls system required by the installation to control services, monitor performance and energy use. This system enables the project facility controls system to interface with the existing Energy Management and Control System (EMCS) on the base via fiber connection to the project facility. A single controls vendor for the COANG Buckley ANGB allows for the seamless integration between all facilities, simplified and reduced training costs for end users, reduced maintenance costs over the lifecycle of the building, reduced cost of spare parts and service maintenance contract costs, and in the event of a system failure reduced downtime for the unit. The current government estimated direct material cost of the brand name component listed is c AES Fire Alarm Radio Transceiver. The system is currently utilized by the 460th

Space Wing, Buckley Air Force Base host, on all facilities located on Buckley Air Force Base. The system is required to communicate with the established base wide fire alarm system currently installed and utilized at Buckley Air Force Base and to communicate with the Base Fire Control Room thus assuring immediate fire rescue response time to the facility and users when triggered. Providing a single Fire Alarm Transceiver allows for the seamless integration between all installation facilities reduced maintenance costs over the lifecycle of the building, reduced cost of spare parts and reduced service maintenance contract costs. The current government estimated direct material cost of the brand name component listed is

d. Leviton UTP Connector Assemblies, Patch Panels, and Accessories. These items are currently utilized by the 460th Space Wing, Buckley Air Force Base host, and the 140th Communications Flight on facilities located on Buckley Air Force Base. This is the communication infrastructure standard currently installed and utilized at Buckley Air Force Base. Providing a single infrastructure for the UPT connector assemblies, patch panels and accessories allows for system compatibility and reduced maintenance costs over the lifecycle of the building, and reduced cost of spare parts. All of the technicians have been trained to make modifications to these items without voiding the warranty. The current government estimated direct material cost of the brand name component listed is

e. Corning Fiber Optic Connectors, Splices, Patch Panels, and Terminal

Equipment. These items are currently utilized by the 460th Space Wing, Buckley Air Force Base host, and the 140th Communications Flight on facilities located on Buckley Air Force Base. This is the communication infrastructure standard currently installed and utilized at Buckley Air Force Base. Providing a single infrastructure for fiber optic connectors, splices, patch panels and terminal equipment allows for system compatibility and reduced maintenance costs over the lifecycle of the building, and reduced cost of spare parts. The current government estimated direct material cost of the brand name component listed is

f. Posi Max PDP and Transfer Switch. Air Force Civil Engineering Center directs connection methods for portable generators specified by UFC 3-540-01 to be utilized on facilities located throughout the Air Force as well as on Buckley Air Force Base.

"Posi-Max" by Crouse-Hinds for the Power Distribution Panel and the Manual Transfer Switch requires a standard connection for the existing generator sets. The portable generators are used throughout the base for emergency power, and require a standard connection to be compatible with each facility. The current government estimated direct material cost of the brand name component listed is

g. Vindicator Access Control System. This is the access control system utilized by the 460th Space Wing, Buckley Air Force Base host, and the 140th Security Forces on all facilities located on Buckley AFB. This is the access control standard installed and utilized on base. Providing a single access control system allows for system compatibility, reduced training, and reduced maintenance costs over the lifecycle of the building, and reduced cost of spare parts. The current government estimated direct material cost of the brand name component listed is

4. Authority Cited: The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(c)(l) as implemented by FAR 6.302-l(c), Only one responsible source and no other supplies or services will satisfy agency requirements - it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
