About this file
This document is a set of responses to clarifications for solicitation W912LA24Q0008 for a modular office building lease in Los Alamitos, California. The key details are:
The government is seeking to lease a 48-foot x 60-foot modular office building and associated services, including delivery, setup, electrical connection, and regular servicing of the modular trailer holding tanks. The modular building does not need to be new but must be reconditioned to "like new" condition. Certain office furnishings must be new. There are no specific requirements for sound dampening or the color of the holding tank. The existing 3-inch conduit from the 480V power source to the modular trailer location can be utilized. The period of performance is anticipated to begin in the first week of September 2024. There is no preferred building layout, but the modular building must meet the requirements outlined in the Performance Work Statement. The government will provide equipment to connect the modular building to either a cellular or wireless WAN internet connection at a later date. This is a 100% Small Business Set-aside.

Response to Clarifications
CDTF JFTB Modular Office Building
Responses to Clarifications
1. For PWS Item 5.4, does CDTF require a 500-gallon wastewater holding tank and a minimum of 250-gallon fresh-water tank? Or both should be 500 gallons? For item 5.4.2, the only servicing required is the emptying of the wastewater holding tank. CDTF will provide its own fresh water?
a. Government Response: Per PWS 5.4, total wastewater storage capacity should be
500 gallons, while freshwater capacity should be 250 gallons. The number and size of tanks is up to your discretion if the intended capacity is achieved. The CDTF will require weekly servicing of the WASTEWATER tank(s) only. The freshwater tank(s) will be serviced/maintained internally by the CDTF.
2. For item 5.2.1, does CDTF require furniture for the private offices (in addition to item 5.5;
26 chairs for the conference room/central space/open cubic space)?
a. Government Response: CDTF will purchase furniture for the private offices, we are only seeking to lease the items specifically outlined in PWS Section 5.5.
3. Does the 48’ x 60’ Modular unit have to be a new build?
a. Government Response: The modular office building is not required to be new, but must be reconditioned to “like new” prior to delivery
4. Do the required office furnishings have to be new?
a. Government Response: The office furnishing described in PWS 5.5 should be new.
5. What Sound Transmission Class (STC) ratings are you trying to achieve for sound damping?
a. Government Response: There is no set level of sound dampening required, rather the PWS is worded to allow flexibility in how to accomplish this objective.
6. Can you supply a photo of the dead front of the panel?
a. Government Response:
7. Does the government have a color preference for the holding tank?
a. Government Response: There is no holding tank color preference.
8. Are the new feeders from new MDP, distribution center, to the new modular buildings required to be installed underground in conduit raceway or above ground in schedule 80 PVC or type W cord?
a. Government Response: An existing 3-inch conduit exists from the 480V power source to the modular trailer location as depicted in PWS Technical Exhibits 3 and 4.
9. What is the desired completion date for the project?
a. Government Response: The period of performance for this action is anticipated to begin on or around the first week of September 2024.
10. Does the Government have a preferred building layout in mind?
a. Government Response: There is no specific building layout in mind. The PWS outlines specific requirements that the building must meet, Attachment 3 to the solicitation outlines how your quote will be evaluated.
11. Does the Government intend to make a hardwired internet connection to the modular building?
a. Government Response: Initial operational capacity (IOC) of the modular building will rely on cellular-based internet. The modular building must possess the ability to be hardwired to external internet.
12. Is there an existing WAN (Wireless Access Network) available such as AT&T Managed
Wireless WAN? This WAN will provide a fast, reliable, and cost-effective networking solution for fixed and temporary connectivity requirements to the modular building.
a. Government Response: A government managed Internet Network exists on JFTB Los Alamitos. Connection to this network will be handled internally by the CDTF at a later date.
13. If there is an existing WAN, will the existing service provider provide the routers and modems for the connection to the existing system? Will the government provide the required interface switch and if not, will the government provide the specs for the switch?
a. Government Response: The government will provide all equipment necessary to connect to a cellular of WAN internet connection at a future date. Make/model unknown at this time.
14. 5.1.1 Modular Office Internet Connection Capability must exist within the interior of the modular office to accommodate a mobile internet server rack that can enable network access to all Category 5/6 outlets. Please clarify if a small server rack with wheels or if a wall mounted data rack is preferred.
a. Government Response: The government will add a small server rack mounted on wheels to the building at a later date. Make/Model unknown at this time.
