BASIS OF AWARD- EVALUATION

I. Basis for Contract Award – Evaluation of Offers-Simplified Acquisition Procedures

(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

(i) Technical – Risk; and

Services, if included in this solicitation. Options under FAR clause 52.217-8 will be evaluated by using the prices quoted for the last option period to determine the price for a 6-month extension, which will be added to the base and other option years to arrive at a total evaluated price. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

The USG will sum all CLINs in addition to ½ of 4001, 4002, 4003 (to account for the evaluation of 52.217-8 period of performance). The total of all CLINs (plus the ½ value of CLINs 4001, 4002, 4003) will equal the total evaluated price of the quote.

Price will be determined fair and reasonable based on price analysis as competition is expected in response to this solicitation. However, if competition is not achieved, the Contracting Officer may request Other than Certified Cost or Pricing data to support a fair and reasonable price determination. All quotes may be evaluated for unbalanced pricing in accordance with FAR 15.404-1(g), as unbalanced pricing may increase performance risk.
