PERFORMANCE WORK STATEMENT
Training Support Services
West Virginia Army National Guard 18 July 2016
1. GENERAL
The West Virginia Army National Guard is faced with some unique challenges to improve or sustain readiness in several focused area. These areas include Special Operations training, CERFP training and evaluations. This Performance Work Statement highlights the challenges in each of the stated areas and defines the positions required to enhance the training experience.
1.1. SPECIAL OPERATIONS
1.2. BACKGROUND
United States Special Operation Command (USSOCOM) has directed United States Army Special Operation Command (USASOC) to conduct Irregular Warfare (IW) training and evaluate its Component Subordinate Commands (CSCs) and Component Subordinate Units (CSUs) ability to effectively execute core and supporting Unconventional Warfare (UW) tasks in a Joint, Interagency, and Intergovernmental environment in support of Joint Force 2020, USSOCOM 2020, and ARSOF 2022. USASOC is required to evaluate its CSU’s ability to effectively execute core and supporting Unconventional Warfare (UW) tasks which realistically replicated activities conducted to enable a resistance movement or insurgency to coerce, disrupt, or overthrow a government or occupying power by operating through or with an underground, auxiliary, and guerilla force in a denied area. USASOC is fully engaged in Combat Training Center training rotations as to meet Chief of Staff of the Army directives and guidance.
Furthermore, 1st Special Forces Command’s Unconventional Warfare Exercise Program funds specified Special Operations Task Force (SOTF) with Advanced Operational Base (AOB) and Operational Detachment Alpha training exercises. During the past 15 years while supporting Overseas Contingency Operations, the Special Operations forces have not been able to train on the core mission of operating in an unconventional warfare operation environment. Many of the directed training environments lack the capability to offer incremental experimentation for organizations to train in UW. The USASOC Commander has directed that the Special Forces soldier Regiment is to develop training plans focused on refocus training on Irregular Warfare Operations, specifically the element of Unconventional Warfare. The National Guard has within its formations major Special Operation Units assigned to the United States Army Special Operation Command (USASOC) that require this type of intense training.
The West Virginia National Guard has developed an exercise and exercise environment known as Ridge Runner (RR) to provide training to West Virginia Special Operation Forces (SOF) and other organizations to improve their effectiveness in Unconventional Warfare (UW). Ridge Runner accomplishes this mission through the use of Camp Dawson and by conducting access and utilization of 500,000 acres of training areas throughout the roughed countryside of the state West Virginia. Ridge Runner incorporates land access, interagency/intergovernmental relationships, and CYBER programs to offer unique UW venues from rural to urban environments. The Ridge Runner exercise can facilitate tactical dirt airstrips that are C-130 capable and municipal asphalt airstrips for infiltration/exfiltration training. West Virginia also has a variety of Container Delivery System-capable drop zones to incorporate into any training scenario. The rural land areas provide a variety of challenging terrain to support a Robin Sage type event, a rigorous and realistic Unconventional Warfare collective training event or long overland movement. The urban areas provide opportunities to execute advanced skills training.
Access to specified infrastructure facilities within West Virginia offer targeting opportunities as well as conditional infiltration / entry training. Due to the relatively extreme nature of West Virginia terrain and weather, as well as proximity to SOF organizational footprint, Ridge Runner mirrors Unconventional/Irregular Warfare strategic applicability by providing a cost-effective solution in support to soldiers and airmen of the National Guard as well as other soldiers and airmen of DoD to accomplish Title 10 USC, Armed Forces, Section 167 requirements to provide specialized trained forces capable of conducting the military aspects of Irregular Warfare.
1.3. OBJECTIVES
The contractor must be capable of providing a team of highly qualified personnel that will be able to handle RR Training mission requirements. Often, these requirements are very fluid, dynamic and can vary by installation. The location for this training will primarily occur within the vicinity of Camp Dawson but likely encompass training lands throughout the entire state of West Virginia. The requirements can develop with little preparation as customer availability and requirements may change due to Global Force Management and competing demands. Agility in planning is crucial as contractors must be able to respond to unexpected requirements with adequate numbers of qualified employees, even when the workload volume is not forecasted.
Capability acquired through the contract vehicle includes, in part, the expertise to maintain military equipment to standards, and effectively control arms, ammunition and explosives (AA&E). The objective is to award a multiple award indefinite-delivery, indefinite-quantity contract. All task orders will be executed as performance-based service acquisitions, unless approved by the designated authority as specified in Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 237.170-2.

Quality Assurance Surveillance Plan:
The Customer Point of Contact (POC) will monitor contractor performance and complete the Quality Assurance Surveillance Plan Worksheet provided below on a monthly basis. The following information will be provided to the Contracting Officer and the Contracting Officer Representative (COR) to ensure service and/or deliverables support the PWS objectives. If the performance rating for any task in this order is “Red” during any time in the performance period, the customer will provide the Contracting Officer and the COR documentation and appropriate action will be taken to remedy the deficiency. The quality rating may change from “Green” to “Red” without notice. We anticipate the POC utilizing the “Yellow” quality rating to alert the contracting office and the COR of quality issues that have the potential for a “Red” quality rating if corrective action is not taken.
The Quality Assurance Surveillance Plan Worksheet will be submitted to the Contracting Officer with a copy to the COR following the first month of performance. Future months will be submitted to the Contracting Officer only, unless COR involvement is warranted. The COR will assume a quality performance rating of “Green” on all measured deliverables unless otherwise notified. By approving service and/or deliverables that this form documents, the POC confirms the quality performance rating of “Green” unless otherwise annotated.
At the end of the task order period of performance or annually, the POC will be asked to complete an Annual Quality Performance Review to document the quality performance rating during the performance period. This will be submitted to the Contracting Officer and the COR.
The POC may submit a Quality Assurance Surveillance Plan Worksheet at any time and as often as necessary to document quality levels. If Contractor response to an identified quality http://www.dfas.mil/money/vendor/ deficiency is unsatisfactory, the Contracting Officer or COR will contact the appropriate Contractor representative to implement a plan of action to remedy the identified deficiency.
Unless a task order COR has been formally appointed, the COR referred to in this QASP is LTC Robert Kincaid: phone 304-791-4457, email: robert.j.kincaid.mil@mail.mil

LPTA EVAL FACTORS
Evaluation Factors for Award Lowest Price Technically Acceptable (LPTA)
Evaluation Factors for Award
a. BASIS FOR CONTRACT AWARD: This acquisition will utilize a competitive Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2, as supplemented. By submission of its offer, the offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. All technically acceptable offerors, with satisfactory past performance, shall be treated equally except for their prices. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale.
The Government intends to select ONE contractor for award of this effort. The Government intends to make an award based on the initial proposal. If further questions are required, the contracting officer may contact the offeror or offerors.
The Government may make a final determination as to whether the offeror’s proposal is acceptable or unacceptable solely on the basis of the initial proposal as submitted. Offerors are advised to submit proposals that are fully and clearly acceptable without requests for additional information. However, the Government reserves the right to award no contract at all, depending on the quality of proposals submitted and the availability of funds. Award will be made on an all or none basis with options to meet mission requirements when funding is available.
For the purpose of award, the government shall evaluate proposals based on the evaluation factors described below and will be judged on a pass-fail basis only. No other rating or qualitative value will be assigned.
FACTOR 1 Technical Acceptability (Pass/Fail) FACTOR 2 Past Performance (Pass/Fail) FACTOR 3 Cost/Price
“Acceptable”- Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will be able to successfully perform the required effort, or the offeror’s performance record is unknown (see note below).
“Unacceptable”- Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Note: In case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
Factor 1- Technical Acceptability:
Bidders must be qualified according to FAR 52.209-1. Each offeror’s technical proposal will be evaluated to determine if the offeror provides a sound, compliant approach that meets the requirements in the performance work statement and demonstrates a thorough knowledge and understanding of those requirements. Offeror’s technical proposals will not be compared to another offerors technical proposal. If an Offeror receives a technical rating of “Non- Acceptable” they will receive a fail rating and will not be considered for contract award.
Technical proposals shall provide narrative on how the work will be accomplished in accordance with the performance work statement, must be limited to no more than 10 pages using Microsoft Word format, 12pt Times New Roman font, double-spaced with 1 inch margins. In addition, the PWS will be incorporated into the contract award as fully executable.
Factor 2 – Past Performance:
Offerors shall identify relevant past or current contracts (including Federal, State, local government and private). Submit no more than three recent/relevant past performance information. The government may seek relevant performance information on all responsive and otherwise Technically Acceptable Offerors through sources such as DCMA offices, CPARS or PPRS or other government data bases and other sources that are available. The government shall not be limited in its search for performance data. When performance is evaluated, the outcome is either satisfactory resulting in a pass rating or unsatisfactory resulting in a fail rating.
Unsatisfactory performance will disqualify an offeror from award.
Factor 3 - Price Evaluation.
The government shall conduct a price evaluation of all technically acceptable offers with satisfactory past performance including any option prices if applicable. Since this will be a Firm Fixed Price effort proposals will be evaluated, for award purposes, based upon the average of total price proposed for the basic requirements (basic award) and all options and other price-related issues (examples are transportation costs, small disadvantaged business or Hub zone preference, or rental value for Government Furnished Property). For CLINs that do not have quantity ranges, the evaluated price will be the unit price proposed multiplied by the specified unit (e.g. 1 LOT). The sum of all the CLINs (Basic Year and Options) will represent the total evaluated price. Offeror’s are advised that the evaluation of options shall not obligate the government to exercise such options. Offerors shall use the attached Excel Bid Schedule to submit their loaded daily rates for this effort.
b. Rejection of Unrealistic Offers:
The Government may reject any proposal that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low in cost/price when compared to Government estimates, or are unbalanced, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.
c. Source Selection Decision:
The government shall select the source based upon a best value evaluation of the offeror’s technical acceptability, satisfactory past performance and price. The government shall choose the lowest realistically priced, responsive, with satisfactory performance, and technically acceptable offer for award. If all areas of the offers are judged to have passed all of the LPTA evaluation factors, award will be made to the lowest priced reasonable offer.
