Military Training Excavation
SOP
4 NOV 15
(Supersedes all previous editions)
We Are the Army’s Home
• Range Control is the Fort Hood POC for military training/digging on training areas and staking/rod use on ranges.
• This SOP does not cover unit Cantonment dig requests, refer to page 3 for more information.
• This is a one-stop system which utilizes email and attached documents for a military unit (to request a training dig permit) by using the FH Form 200-10 military excavation requests. Requests must be processed at least 14 days before the excavation start date & 21 days for ROWPU requests.
• Range reviews and approves military requests and provides copies to the requesting unit and the excavation control group.
• Tent stakes and grounding rods used by trainers in training areas do NOT require a dig permit but MUST have the TA no stake overlay on site.
• Trainers are to acquire the training area (TA) no stake/rod permit or (for ranges) the range pre-authorized stake and rod sites for unit planning/use at the SRP site (below) or by contacting ITAM, 287-8707.

Introduction
Training in Cantonment, the DPW Dig Process uses the 200-X10 dig permit
• This SOP only applies to military training excavations required for unit, BCT, and MRA training missions.
• One stop, email/digital coordination process to support training; Range approval of the permit is REQUIRED before ANY digging starts. The approved dig permit cover email, the dig permit, AND the TA “NO Dig” overlay (do NOT dig in shaded areas) must be at the dig site(s) before ANY digging starts.
• Once the unit schedules the training area, the unit emails designed dig request* with 8 digit grids for dig sites to Range for approval. Range will not approve incomplete or requests for units NOT scheduled/co-used in RFMSS.
• The last day ON the permit is for the TA excavation clearance inspection, conducted between the Training Unit and Range Control. The unit is to contact Range Control (287-1818 o r287-3321/3130), 48 hrs prior to the clearance date and arrange for an inspection date/time. The Unit representative will meet the range inspector at a coordinated grid and inspect all dug areas.
•All land restoring (refill of holes, removal of trash and materials from the TA) must be accomplished prior to the inspection. Unit is responsible for acquiring assets to restore/police the TA and all excavation areas prior to the inspection.
• Unit failure to properly coordinate and clear TAs & excavation areas, are outlined on slide 16, Unit Failure Notices.
Military Excavation and Water Use In Training Areas (TA) FH Form 200-10
* Do not change the military dig form’s format; fill in the boxed areas on page 1 to describe your requirements.
The Training Areas Military DIG Approval Process
1. Unit emails ITAM and attaches the TA FH Form 200-10 Military Excavation Request document to Range, ITAM (see slide 6). Submit your request to the appropriate Range POC on the last slide.
2. ITAM validates Document Control Number(s)…Can Not Process the Dig Request Without a Valid RCNI (see slide 6).
3. ITAM Approves and Provides the “No Dig” overlay (slide 7) for the Training Area(s) to the unit for their digging process. The unit must use the correct TA no dig overlay to ensure they DO not dig in the shaded areas on the overlay AND dig at the 8 digit grid sites requested.
4. The unit is ALSO responsible to not dig in listed restrictions on the bottom half of the front page, additional restrictions on page 2 on the dig request, or restrictions listed on the email approval document.
5. ITAM EMAILS Approved Permit back to Requester and the training land dig group. The email is part of your approved dig permit. The permit, “no dig” overlay and approval email are inspection items and must be retained in the field during the permitted window.
Dig Permit Control Number is the RFMSS RCNI or Co Use # .
Units can only dig on land you own / co-use in RFMSS.
Request will be returned with-out action, if it is not complete, grids correct, and does not have a valid RCNI/CO Use.
Example Dig Request
POC name in signature block, digitally signed; do NOT send scanned copies of your request.
Example of the Difference of a ‘No Dig’ and a ‘No Stake’ Overlays
No digging or staking/grounding rod use is authorized ‘inside the shaded areas of specific TA overlay’
• Excavation information is on page 9.
• MKT/CK Soakage Pit/Sump Excavation Information/requirements is on page 10.
• SHOWER/DECON Training Information is on page 11 (using POTABLE water -
ONLY).
• Unit can request multiple TAs on one dig request, for the same operation and timeframe; 8 digit dig sites will be on the request.
• Units will not dig in shaded areas on the no dig overlay. The unit will be responsible for soldier injury, costs to repair underground facilities, and individual and unit liability assessments can be assessed, IF they dig in the shaded areas.
• Follow all instructions on the permit and additional restrictions provided.
• The approved email, permit AND TA Overlay must be at the excavation site, prior to starting any digging; at the command field site (CP/TOC); and are subject to inspection.
• Unit sites must be properly policed and dug sites refilled to pass a Range Control TA clearance inspection, which is required prior to the unit leaving the field.
Training Area Excavation Requirements
Email Range TA Excavation Requests to ITAM (see last page of this SOP).
• Unit can request multiple TAs on one dig request if timeframes and TA RFMSS bookings/approved co-use align.
• Unit request DOES need to show individual positions, units can reference the unrestricted areas on the “NO Dig” overlay in making their training plans, but units must request 8 digit dig sites on the request AND follow the dig instructions on pages 1 & 2 of the approved permit and the approval email;
this is the approved dig permit packet.
• The Unit will show Range Control each dug position as part of the TA clearance inspection.
• NO digging is authorized in TAs, without the approved permit packet on site.
• NO digging is authorized in shaded areas of the TA no dig overlay.
• The permit packet is subject to inspection.
• Units will not be cleared of training area until all excavation sites are properly refilled and TA properly policed.
• BN Cdrs will receive an 1st notice of units whom do not schedule/meet the inspector for a TA clearance inspection or who fail inspections and are not corrected in 48 hours.
TRAINING AREA (TA) EXCAVATION INFORMATION
Email Excavation Request to ITAM – must have an 8 digit grid for sump site(s)
• Follow minimal for pit/sump standards of 4’x4’x4’ to feed 300. Two standard sumps may be needed for continuous BN level (over 300 personnel) with Class I (A-M-A) operations or may require the construction of larger sumps (10’x10’x4’).
• Only grey water is authorized in the pit; NO class I or grease.
• Recommend units tape a sand bag on the MKT drainage line to collect small items (corn, etc) before water goes into the sump.
• Units will use their Grease Trap Box, if available, as part of their MKT operation.
• Unit will properly dispose of waste food/materials and grease at their unit DFAC.
• A copy of the permit packet must be maintained at the MKT/CK site.
• Sites must be properly refilled/policed for the clearance inspection.
Required ON the Unit Permit:
• 8 digit grid of sump(s) location.
• Number of personnel (per day) to be fed and meal cycle.
• Dimensions and quantity of sump(s) may change (increase) for wet weather conditions or if dug by mechanical equipment.
In the field: sump site should not be in pure CLAY soils, as sump drainage will become degraded;
either move the site or dig past the CLAY layer (no greater than 5’) to promote drainage.
MKT SOAKAGE PIT/SUMP INFORMATION
ROWPU/WATER training: Email formatted ROWPU Request to ITAM
• Provide a six digit grid of water site, gallons needed per day, the number of days water will drawn, and total gallons to be used for the training exercise; if water is drawn in TA’s and Belton Lake. If conducting decon training, the decon site grid is required.
• Email the Water Request to ITAM NLT 21 days prior to training.
• ITAM will forward the training requirements to DPW ENV- NEPA (254-288-3211). DPW will insert water use approvals into the request and send to unit and ITAM.
• Follow ROWPU SOP instructions and procedures for processed material and water disposal.
Discuss your plans for residue water and hazardous materials on the dig request. Excess Super Chlorinated water (4 ppm or greater) is to be dumped at a Tactical Vehicle Wash Rack Facility.
Hazardous material residues will be turned in to the Installation Classification Unit (CU).
• Unchlorinated water may be returned to field site 50 meters away from any surface water source;
take steps to ensure you don’t erode the area.
• The permit packet must be on hand, at the field site.
• If Belton Lake is used, unit must follow procedures for cleaning Zebra Mussels from equipment.
See next slide for Zebra Mussel restrictions and equipment cleaning requirements.
• Contact DPW ENV- NEPA (254-288-3211) for coordination questions or concerns.
Training Dig Permit Requirement
Special Instructions for Belton Lake Water Used for Training
1. Training operations including by not limited to ROWPU and decontamination must be conducted in the immediate vicinity of water draw (water is not permitted to be transported to another training area).
2. At the conclusion of the training operations and before leaving the site where water was drawn, do the following:
Inspect the equipment and vehicles for attached Zebra Mussels.
Clean off any Zebra Mussels and remove all vegetation, mud or other debris.
Pull all plugs and drain all water from any compartment containing water including bilge, live well, motor, and buckets.
Pressure wash equipment and vehicles that were in contact with water from Belton Lake. Dry the equipment and vehicles for at least one week, opening all compartments and areas where there may be moisture, before entering another water body, another training area, or the wash rack.
If the equipment is to be transported to another training area in less than one week, the equipment and vehicles must be sprayed with high-pressure, hot (140°F), soapy water. The high-pressure cleaning can be conducted in TA8 but cannot be conducted at the wash rack. And internal equipment compartments should be purged with bleach and the waste water disposed of in the sewer system.
3. Any training vehicle, equipment or boat with compartments that can hold water will follow the procedure outlined in number 2 above after entering Belton Lake.
Considerations: Adult zebra mussels can quickly attach to hard surfaces of vehicles and boats in infested waters. Zebra mussel larvae are not visible to the naked eye and can survive in water from several days to several weeks depending on the environmental conditions. Zebra mussels have been in Belton Lake since 2012.
Adult Zebra Mussels: Larvae Zebra Mussel (under microscope):
For Further information contact DPW, Environmental Division, NRMB, Virginia Sanders, Fisheries Biologist at virginia.b.sanders.civ@mail.mil or 254-285-6094.
SHOWER/DECON TRAINING INFORMATION
Range Control can authorize site usage IF unit is USING POTABLE WATER ONLY – must have a 8 digit grid for water sumps. If conducting DECON training, the DECON site grid is also required.
• Unit will not set up a site within 50 meters of water sources/water drainages.
• Set up operations on land with a slight slope to facilitate runoff to the sump(s), based on daily water volume.
• Water (used in training) will not flow directly into ponds or other water features.
• Sump site must be properly refilled and a TA clearance inspection passed prior to the unit leaving the field.
• A copy of the approved permit packet is required at the site.
Required on Permit:
• TA number, with 8 digit grid for the water sump.
• Timeframe, grid for shower/bath operations, and daily water volume required.
• Water used in this training MUST be potable or the request will be processed thru DPW channels.
No Stake/Grounding Rod Overlays/Permits for Training Areas
Unit must use the No Stake/Grounding Rod Permit for Training Areas operations: for Tent, camouflage nets, engineer stakes, and grounding rods (for refueling, OE254, or generator use, etc.).
NO dig request is needed, you only need the overlay on hand (to include with each fueling vehicle), and in the field TOC site.
• The TA Permit is Required for units activities in training areas.
• Print out appropriate overlays and maps from SRP website:
https://srp2.army.mil/ITAM/Pages/FortHoodITAM.aspx
OR contact ITAM POC, by email, for a copy of TA overlay(s).
• Unit is responsible to ensure they do not use shaded sites on the No stake/grounding rod overlay/permit.
• Units are NOT authorized to dig on any ranges.
• Pre-Authorized range sites exist for: tent, fuel, and rod set up sites (ONLY) are posted in the individual Range book (units must have this book to occupy a range) these authorized company level sites do NOT require an excavation request to use.
• If the unit requires additional site(s) on the range, the unit must fill out a FH Form 200-10, identify 10 digit grids of new sites needed and hand carry it to Range for REQUIRED: Range Safety assessment and Range Planner approval.
• Once a range is booked, the unit should conduct a range assessment, identify any additional site(s) required, and submit a request for these additional sites.
• Units should not wait until they occupy the range to identify additional sites requirements. There is no guarantee of approval, by the Range staff, if submitted within two weeks of range start date for additional sites approval on a range.
• Trainers can go to the SRP website or contact ITAM to acquire a copy of each range’s authorized sites to ensure they meet the unit requirements:
https://srp2.army.mil/ITAM/Pages/FortHoodITAM.aspx
• Units who occupy unapproved sites will be told to remove them. Non-compliance with range policies could shut down the range. Bring your request to the Range POC on the last slide.
On Ranges: Coordination For Military Tent Stakes and Grounding Rod Use
Range Site Process Units are approved to use range pre-approved company level sites on live fire ranges.
Additional requested sites are assessed by Range Safety and approved by the Range Planner. Do NOT occupy additional sites without Range Planner approval.
• Unit hand carries additional site(s), with 8 digit grids on the requests to Range Operations, bldg 56000, the Range Safety ensures site is not in an UXO or SDZ area.
Then the unit brings the request to the Range Planner.
This must be processed and provided to the Range Planner, at least 14 days, before the exercise.
• Range Planner approves unit sites inside live fire Ranges (Tents, camouflage, engineer stake, and refuel/generator grounding rods). Range must approve all additional sites before the unit can use them.
• Unit will maintain approved additional site(s) permit on the range.
• Units who occupy unapproved sites will be directed to remove them.
• Non-compliance could shut down the range.
• MKT Sites are NOT authorized on Ranges and MUST be located outside the live fire area.
The site must be approved as a TA request, separately, and properly refilled before the unit leaves the range.
• Bring your additional sites request to the Range POC on the last slide.
Dig Site Recovery A Required Unit Training Responsibility
• Units are to pre-planned and coordinate assets to fill in excavations as part of the exercise.
• Unit must properly mark all unfilled excavations with engineer tape and chemical lights and/or posts guards (especially during darkness) until all site(s) are refilled for other unit’s training safety.
• Properly refill site(s) by replacing substrata (rocky soil) in the hole before the topsoil (top 6 inches of dirt saved separately at start of dig).
• Shape and smooth the topsoil into a 6 inch mound above the ground level to allow the ground to settle and prevent erosion.
• Your Training Event is NOT over until the excavation site(s) is properly refilled and inspected by Range Control and the unit representative.
• Units who do not comply will be mandated to complete site recovery and reschedule a new TA clearance inspection with Range Control and your chain of command will be notified of failures. Continued failures to repair could result in training restrictions being imposed at the BN/BDE level (slide 18-19).
