1. Questions and answers posted 5/2/2013, says proposals are due at 7 am May 17. Would you consider moving the time back to 2 pm? Otherwise, we will effectively lose a day and be required to send the proposals on May 15, since the earliest Fedex delivery each day is noon.

NO.

The bid due date will be changed to 2:00pm May 17th, 2013.

2. Amendment 2 clarifies that the proposal is due at 7:00am on 17 May. Request the bid due time be changed to 3:00pm, 17 May.

See answer to question 1.

3. Exhibit C1, Sample Transmittal Letter for the Past Performance Questionnaires, says the questionnaire deadline is May 10. Please confirm that the deadline is May 17 and not May 10.

See answer to question 1.

1. Will there be someone available at 7AM May 17 to accept Hand Delivered Proposal Packages?

See answer to question 1.

2. Since that meeting we have been contacted by numerous interested subcontractors and vendors who would like to participate in this valued opportunity. With that said we would appreciate if the due date can be extended approximately 2 weeks in order to qualify competitive subcontractors and venders who are strategically located to better service this contract. We believe being able to incorporate an extension of time will provided solid teaming agreements, completive pricing and better service for this contract.

See answer to question 1.

3. Amendment 0002, Section 00120, Paragraph 6.3 says the prototypical project will not be awarded. And SC17. BID BONDS, says, "Unless otherwise stated in the Notice of Proposed Task Order Request for Proposal, Bid Bonds are not required." However, also in Amendment 0002, the Summary of Changes says: "SECTION 00010 - SOLICITATION CONTRACT FORM. The offer guarantee has changed from is not required to is required."

Please clarify: Do we have to provide a bid bond with our proposal, and, if so, for how much? Since the prototypical project is not being awarded, what does the bid bond apply to?

A bid guarantee is not required because the project will not be awarded. You do not need a letter of reference from the bonding agencies but you do need to take bonding into consideration when you decide what dollar thresholds you want to pursue. An award from the MATOC will be contingent on your bonding capabilities should a bond be required.

4. On page 2 Amendment 0002, it is noted that an offer guarantee (bid bond) is now required for this proposal. This seems unusual, given that (1) all previous National Guard MATOCS proposals our firm has completed have never required a bid bond, and (2) the seed project for this is strictly prototypical and will not be awarded and (3) page 27 of the amendment SC17 states that bid bonds are not required for this contract. Please clarify.

See answer to question 5

5. Amendment 2 (p. 2, Summary of Changes) indicates that a bid bond is now required. Please clarify in what amount the bond is required.

See answer to question 5.

6. RFP Section 00110, Paragraph 2.2, re Binder 2-Volume 2, Past Performance Information, says projects must be at least 70 percent complete. But Exhibit A, as updated 04/24/2013, says that task orders under an IDIQ contract must be 90 percent complete. Please confirm that 70 percent is the correct percentage.

The key word is “on going”. The 70% is referencing to “on going” projects. The 90% is referring to past completed projects where you only partially completed, meaning they are no longer on going.

7. DIVISION 1 SECTION 01000, Paragraph 1.23 LAYOUT AND GRADES, subparagraph b., says, "b. The Contractor shall engage a Professional Engineer or Registered Land Surveyor, licensed to practice in the Washington D.C. area, in the State of Maryland and the State of Virginia, as appropriate to the site location, to properly establish all locations, grades, elevations, dimensions, joints, etc., necessary to the proper location of all items of work included in this Contract."

The correct answer would be “state of Wyoming”.

8. We are to understand there is no “state license” to be a prime contractor in the State of Wyoming. Please state specifically what license is required to be held by a prime contractor. Will this be added to the contract documents as an amendment?

This is a difficult question to answer. Since this is a multiple award task order with unknown projects in the future the answer would be: It will be the responsibility of the contractor to make sure he is licensed per state and federal laws per the requirement of the task order.

9. Proposal Inquiry: (On the second round of questions posted on 5-6-13, Question 7 indicates that we are to carry a General Contractors license for the State of Wyoming. Our experience has shown that individual localities are the licensing agent for General Contractors in Wyoming, and only Electrical Contractors are State licensed. Please provide clarification as to the level of licensure, State or Local, we are required to carry as a General Contractor.

See answer number 8.

10. Exhibit E includes "Exhibit E MATOC Proposal Form" and asks for a single lump sum amount for Building 55 Renovations and a single lump sum amount for one option. Shall a spreadsheet be included with the Proposal Form that shows a complete breakdown of the cost estimate for the two items?

We will accept a Spread sheet.

11. What percentage of projects are planned to be Design/Build?

We don’t know what our design build needs will be two to five years from now, so we couldn’t accurately answer this question.

12. Volume 3 instructions mention double-sided printing. Should Volume 3 be printed double sided? Should the entire proposal be printed double-sided, or just Volume 3? Or is no double-sided printing required?

Double sided.

13. Does the entire Volume 1 need to be in a separate sealed envelope? Or is it just Exhibit E and the Financial Resources information that is to be in a separate sealed envelope?

Just exhibit E and Financial Resource need to be in a envelope.

14. 2.1.6. Prototypical Project Requirements: 2.1.6.3. Include an introductory letter that contains a points of contact with names and email and phone numbers. Provide the names of authorized negotiators. Provide Cage Code, Duns number, Tax ID number. Statement of socio-economic size. Is this introductory letter to be placed solely with Exhibit E information or is this an introductory letter for the entire volume and to be placed at the beginning of Volume 1?

With the Introductory letter.

15. I would like to submit to you the attached substitution request for the Exterior stucco and paint section of the above project. I am submitting to you; StoPowerwall Armor In Lieu of Omega Stucco system; StoCoat Acryl In Lieu of Dunn Edwards Acri-Flat StoPowerwall Armor and StoCoat Acryl meets or exceeds the performance and warranty requirements stated in your specification.

For the sake of simplicity and since the prototypical won’t be awarded, we are not accepting changes to the specifications.

16. Attached is a Johns Mansville product I would like to have approved as an equal to the MB Technology 12T-FGVT160CWH. This MB Tech product is a very out dated spec and I have been unable to locate it anywhere around here, let alone price it. Please answer this substitution request in the questions for this project. I have not seen an answer to my first questions (listed in email below this one) yet, so I have used that email to forward this latest one to you.

See answer 16

17. I’ve found your email listed as both shawn.m.tinsley.mil@mail.mil & shawn.m.tinsley@us.army.mil in the RFP Can you please confirm which is correct and which one references should be sent to?

shawn.m.tinsley.mil@mail.mil

18. I have received an email from someone trying to submit a Past Performance Review on our behalf that perhaps the email address listed for James is not correct. Could you please confirm his email address? The email address shown on the sample transmittal letter for the Past Performance Evaluation Questionnaire shows James.edinton1@us.army.mil. I also found another email address in the solicitation document of james.b.edington1@us.army.mil.

James.b.edington.mil@mail.mil

19. It was our understanding after attending the Pre-Proposal Conference that Exhibit B is not required to be submitted unless we are teaming with a partner. However, several places in the solicitation mention the need to complete and submit Exhibit B for major subcontractors and/or teaming partners. Could you please clarify if this form is required to be submitted for major subcontractors even if we are not teaming with another partner?

Offorers should provide a list of subcontractors for the identified disciplines regardless of a teaming agreement. You are not required to use the vendors listed if you are selected for the MATOC.
