1. Reference the Vendor Questions posted on 5/2 – Response to question No. 8 confirms the bid due time as 7:00 AM. The Response to question No. 12 states that the bid due time is 2:00 PM. Is May 17th at 2:00 PM the new date and time for receipt of proposals?

The solicitation was amended to match the FBO announcement date of 5-17-13 at 7:00 AM

2. The A-10 Basic Synopsis says that May 15, 2013 is the scheduled submittal date but general notes in the FedBizOps website say May 17, 2013 0700 hrs. is the submittal date. Could you please confirm the date and time this submittal is due?

The solicitation was amended to match the FBO announcement date of 5-17-13 at 7:00 AM

3. On the SF1442 (Box 13) for the subject proposal, the proposal submittal date and time are blank.

The solicitation was amended to match the FBO announcement date of 5-17-13 at 7:00 AM

4. Reference Section 00110, page 25/136, item 2.2.2 – The RFP states that offerors should provide a list of major subcontractors and or Teaming Partners to be utilized on this project. As a minimum, provide the name(s) of subcontractors to be utilized in the following areas: Electrical, Mechanical, Roofing, Horizontal disciplines, and Civil Site Work. Each major subcontractor and or Teaming Partner must also complete an Exhibit B, “Subcontractor Information and Consent Form” to be considered. Multiple subcontractors may be named for the same discipline, but are limited to a maximum of three (3) subcontractors per discipline. During the pre-proposal conference, the Government representative stated that only teaming partners needed to be identified. Please clarify. Should offerors provide a list of subcontractors for the identified disciplines if they are not teaming partners? Are offerors limited to using those subcontractors listed for task orders under this MATOC?

Offorers should provide a list of subcontractors for the identified disciplines regardless of a teaming agreement. You are not required to use the vendors listed if you are selected for the MATOC.

5. Volume 3 is limited to 10 double sided sheets (20) pages. Most MATOC RFPs provide 50 pages for a thorough and adequate discussion on the six(6) Subfactors to provide enough data on policies, procedures, management approach, scheduling methodology, key personnel ,safety and construction quality control. We request the CO expand Volume 3 page restrictions to 50 single-sided pages or 25 double-sided pages maximum. This expansion allows for a more adequate evaluation of the offeror’s understanding and execution of MATOC requirements.

Please stay with 10 double sided sheets (20) pages as is stated in the Solicitation.

6. Multiple locations of the RFP state that there will be a minimum of 9 contactors awarded. But on sheet 27 (section 00120) states a minimum of 5 contracts will be awarded.

Section 120 was corrected to 9 contractors.

7. Please verify that there is not a requirement for a state contracting license for prime contractors submitting a proposal in response to this solicitation.

Since this is for a National Guard we require state contracting licenses for the prime as well. Our buildings can be state building on federal land, or Federal Buildings on Federal land, as well as state buildings on state land.
