RFI #1 Responses CLARIFICATIONS

Responses 3 and 4: The responses state that 2-3 SMEs are available to support theidentified night shift between 7-8 June. The updated PWS states thatthree (3) SMEs are required. Can the government clarify if the requirement is for three? Or if two will be acceptable.

The answer is 3 SME’s are necessary for night ops. Timeframe adjusted for 15 minute overlap in the PWS and Annex C.

Responses 3 and 4: Since there will be 10 SMEs engaged during the 12 hour daytimeshifts on 7-8 June, does the government require overlapping continuity amongst day shift and night shift SMEs (ie., personnel working overlapping shifts) or does the government anticipate that the additional 2-3 SMEsduring the 12 hour nighttime shift will be different individuals from thedaytime shift of 10?

A 15 minute overlap will likely be necessary in order to allow the outgoing shift to pass information to the incoming shift. The government anticipates that the day and night shifts will consist of different people. The language is updated to reflect this (10th HRF)

Response 9: Can the government clarify if the specified Service Contract Act (SCA) requirement to pay hourly Health and Welfare benefits would apply to Role Players working as Independent Contractors (ie.

1099s) rather than working as W-2 regular employees?

Yes- The service contract is applicable to all sub-contractors.

Response 9: If the SCA determination will also apply to '1099" Independent Contractors working as Role Players, can the government confirm that the minimum required wage and benefits amount required to be paid hourly to Role Players under this contract is $14.47?

The minimum wage for role players is $10.20 plus the $4.27 per hour = $14.47 minimum if they do not fall within any SCA listed category. The category is determined by the contractor.

Response 11: There seems to be a discrepancy between this response and what is in the updated PWS.

This responses states that 20 slabs total are required: 5 at CP Rilea and 5at the Spokane Fire Training Facility for CTE #1, and 10 at CP Rilea forCTE#2/EXEVAL. However, the updated PWS stated that a total of 36 slabsare required: 6 at CP Rilea and 6 at the Spokane Fire Training Facility for CTE #1, and 24 at CP Rilea for CTE#2/EXEVAL. Can the government please clarify if the total slab requirement is for 20, 36, or other?

The total slab requirement is for 36. The PWS is correct.

RFI #2 Responses CLARIFICATIONS

Response 5: We understand that Role Player parking will be available inSpokane at the Fire Training Facility. However, we remain unclear ifthere will be any or adequate parking for Role Players on Camp Rilea for the CTE#1 andCTE #2 and EXEVAL, as this may be up to 75-100 vehicles. If parking on CampRilea is not available for this number of Role Player vehicles, can the government advise what off base parking options are available and if this would require bus transport to and from the base and the exercise area?

There is no parking available for 75-100 role players at Camp Rilea. The Government can provide parking space for 6 vehicles next to log cabin for April and June. If the contractor uses them for role players or contract mangers is it up to them.

In the past the contractor used bus transportation to move the role players to Camp Rilea at no cost to government. We are not providing bus transportation to move the role players on and off base.

On the question, can the government advise what off base parking options? I would just call local business, schools, churches and cities to see if they rent or occupy space.

Response 6: During some past CERFP exercises, we have experienced that when the outside ambient temperature drops to below 60 or 65 degrees, the water Decon process is simulated until the outside temperature rises above those levels. Can the government confirm if this will be the case forCTE#1, CTE#2 and/or the EXEVAL? Or if the intent is for using water despite any cold outdoor temperatures.

This is a potential health and welfare concern for the Role Player that may also impact Role Player retention and daily return rates.

The water portion of the DECON process will be simulated if the ambient temperature drops below 60 degrees Fahrenheit.

PWS Update: Can the government clarify what all is included in the PWS change under Task 5.4 Performance Requirements final bullet – “The government will provide waste disposal at each training site” - - Is this referring to dumpsters? How many, if any, large trash cans will be available at each site for contractor usage? Does this in anyway change the gray water removal requirements.

This is in reference to dumpsters. We intend to provide one for the roleplayer site. More can be requested through our COR if necessary.

PWS Update: Change to Task 5.6, “Real World Medical Support” has clarified the requirement for two ambulances at Spokane. The paragraph states “The Contractor will post 2 additional fully staffed advanced life support ambulances at the Spokane Fire Training Facility during CTE #1 from 08-09April 2017. At least one ambulance must be on site at all times for training to continue. Can the government please define what "fully staffed" means in terms of expected or required numbers of medical personnel for both the Camp Rilea and Spokane locations?

“Fully Staffed” means at least one (1) EMT- EMT-P (Emergency Medical Technician – Paramedics), and no less than one (1) EMTs (Emergency Medical Technicians) or AEMTs (Advanced Emergency Medical

Technicians) per life support ambulance. The PWS is updated with this clarification.

PWS Task 5.5: Establishing Training Lanes:

First bullet point – Highlighted update is confusing.

The first two sentences call for a total of 36 slabs.

The third and fourth sentences also call for a total of 36 slabs.

Language clarified. Change is highlighted in blue.

Question 1 - How many slabs are required at each location?

Annex – A / WA HRF CTE #1, Page 2, second bullet point calls for 3 reinforced & 3 non-reinforced slabs.

Total of 6 slabs.

Annex – B / OR CERFP CTE #1, Page 1 fifth bullet point calls for 3 reinforced & 3 non-reinforced slabs.Total of 6 slabs.

Annex – C / WA HRF / OR CERFP #2 and EXEVAL, calls for 3 reinforced & 3 non-reinforced slabs on 5, 6, 7, & 8 of June for a total of 24 slabs.

This is correct. Is there still confusion?

RFI #1 Q & A, Page three Washington Site visit RFI notes from the contracting officer: #3 states only IMT will be running night ops.

Yes, that is correct. IMT reps consisting of an IC, Operations Section Chief, and Logistics Section Chief

Question 2 – Will there will be a need for SCVS reset or S&E SME’s for night ops?

No.
