1. Can the government confirm that Role Player clothing supplies will be required to support the number of expected rounds through medical and decon processing for all CTEs and the EXEVAL. Can the government confirm if all clothing will be cut from Role Players, or only selectively, during decon?

Clothing supplies are required; clothing will be cut selectively; it’s in the PWS already, but I put it in there a second time.

2. Can the government confirm if the contractor will be required to provide prop jewelry for all CTEs and the EXEVAL?

Prop jewelry is required to accomplish on of the government’s training tasks. Jewelry will be returned at the end of each day.

3. Can the government confirm if any fixed toilet facilities will be available at the Oregon and Washington exercise sites? Or if the contractor will be required to provide Port-a-lets for the Role Players at both locations for the CTEs and EXEVAL?

Porta johns and hand washing stations will be available at all sites.

4. Will the CERFP units be providing space blankets and/or other blankets for the Role Players to remain warm after decon and medical processing and their return to the moulage prep site? If not, will a requirement for providing space blankets and/or other blankets be added to the PWS?

No blankets will be provided. Added the following requirement for the vendor: Provide blankets or space blankets to warm role players after going through the DECON process

5. PWS task 5.4 states “Ensure staff and employees park only in designated areas assigned at Camp Rilea and Fairchild AFB.” Can the government describe where these designated on base parking areas are located? And how far they are located from the Role Player preparation area? And will the contractor be required to provide bus transportation to and from the parking area and the exercise area at either the Oregon or Washington sites?

Parking in Washington is available at the Spokane Fire Training Facility site, and the adjacent Spokane Community College. Walking distance is a maximum of 100 meters, depending on actual parking spot.

OR CERFP will need to address the CP Rilea parking areas.

Yes, limited. During the April CTE parking will be very limited due to other concurrent exercises during that time. However, the areas around the Rubble Pile and foot print will have adequate parking for 8 or more rental cars. Walking distance from the Log Cabin site (anticipated SIMCELL location) to the footprint is approx. 200 yards. If the alternate SIMCELL site is used (Camp Rilea Armory) there should be adequate parking and virtually no walk to the building.

For June's EXEVAL, there will be more parking than April, with the same setup with the Log Cabin for JITEC to use.

From the hotels, carpooling is encouraged.

6. Since these are early spring CTEs in possibly cold climates, at what temperature level will the water decon process be simulated?

The water will be heated to around 85—90 degrees.

7. The PWS does not mention any requirement to provide meals, drinks and snacks for the Role Players for all CTEs and the EXEVAL. Can the government confirm if any government meals will be available or provided, or if the contractor will be required to provide all meals, drinks, and snacks?

The government will not provide meals, drinks, or snacks to the role players. There is information for an onsite caterer in RFI #1.

8. Since concrete slabs can take at least 30 days for settling and curing, can the government confirm that both locations already have sufficient concrete slabs in place for the CTEs and EXEVAL? And that the requirement for pouring 30 concrete slabs at each exercise location will be to replace slabs destroyed during the exercises, as well as increasing the remaining inventory at each location?

The 10th HRF needs all slabs provided prior to the exercise. Slabs must be provided by the contractor at both locations.

9. Do both locations, OR and WA, have the moulds in place to poor up to 20 new concrete slabs? Or how many mould s does each location have available.

Moulds will not be available.

10. Which company/contractor supported the last Oregon CTE? Which company supported the last Oregon EXEVAL?

This information is not public. Please file a formal Freedom of Information Act request.

11. Will dumpsters or other trash removal arrangements be available at both exercise locations for the contractor to us?

Yes, for all training sites.

12. Can the government please clarify the desired thickness and type wood of the required 4'x8' plywood in the lumber kits?

¾” plywood

13. Regarding Past Performance, the PWS states "In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned the offeror will be determined to have unknown (or "neutral")past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered "acceptable."

I reading that correctly that a company with no/zero Past Performance in this area could be rates as Acceptable still?

Yes, a company will not be rated unacceptable for lack of past performance. If past performance is failed to be provided with the quote, the government will search other government resources for past performance.

14. Task 5.3-Is is possible to provide personnel in these roles and also perform in the roles required in Task 5.5 (ruble pile reset)?

Yes, but that will mean the rubble pile reset will likely occur after 1630, leading to a longer work day for that person.

15. Task 5.5-What type of wood is required for the 4X4’s, treated or non-treated lumber?

Non-treated.

16. Task 5.5-What is the dimensional thickness of the 4X8 sheets of plywood?

¾” plywood
