Question 1: Repair – CLIN 2, Bid Item No. 26 Clay Excavation and Replacement This bid item has a quantity of 21,400 SY. Please consider changing the unit of measure for this bid item from SY to CY since the bidders do not know what the average depth of this work will be.
Response 1: This item per SY is to limit the removal of the material to just the clay. If the government went with a CY, the additional material taken during the removal would be unknown and have to be added into the CY amount of excavation.
Question 2: Section 01 50 00 – Temp Construction Facilities & Controls (para. 3.2 Utilities) Please provide bidders with usage rates for both water and electric utilities.
Response 2: Please see previous amendment responses. Gas: $0.95/CCF; Water:
$7.57/KGal; Electric: $0.10/KWH.
Question 3: Section 01 50 00 – Temp Construction Facilities & Controls (para. 3.4.3 Storage Area). This paragraph states that the contractor is to place 6’ high chain link fence around trailers and materials. Will the contractor be required to install 6’ high fence around the batch plant site and around any other trailer, storage or staging areas on the project?
Response 3: The fencing is included to designate the contractor's area and provide a barrier around the site and materials. With the staging/plant area located in an area where visiting units could venture into, some sort of fencing shall be installed. A 4' fence shall be sufficient. All trailers, storage areas, or staging areas shall be located within one area.
Question 4: Section 01 50 00 – Temp Const. Facilities & Controls (para. 3.7 Temp Project Safety Fencing). This paragraph states that the contractor is to furnish and erect temporary project security and safety fencing at the work site. Where exactly is this fence to be installed and will it actually be required?
Response 4: See reply to Question 3.
Question 5: Section 01 57 19 – Temp Environmental Controls (para. 3.2.2.1 Storm Water Notice of Intent...) This paragraph states “The Contractor shall submit an approved Storm Water Notice of Intent (for NPDES coverage under the general permit for construction activities) and a Storm Water Pollution Prevention Plan (SWPPP) for the project…” This would indicate that there is already a general NPDES permit in place at the base and all the contractor needs to do is file a NOI to use this existing permit. Previous answers to questions indicate that the contractor is required to apply for and obtain a NPDES permit. Which is correct?
Response 5: The base does not have a NPDES permit. The contractor is to obtain the NPDES and county storm water permit. The approved permits are to be submitted on an AF3000 to the Contracting Officer.
Question 6: Spec section 32 13 11, 2.6.1 calls for expansion joint filler conforming to ASTM D1752, type II or type III.
Plan sheet C-341, Joint Sealer Detail 1 calls for Joint filler ASTM D-1751 or 1752.
* Will ASTM D1751 joint filler be allowed?
Response: ASTM D1751 or ASTM D1752, Type II or III can be used
Question 7: Plan sheet C-341. Note 5 - "All joint sealants shall be Jet Fuel Resistant". Note 8 - "3405 sealant to be used on all concrete/asphalt joints".
3405 sealant is not fuel resistant.
* Should the J and B* joints be sealed with 3405 or silicone?
Response: The "B" joints in areas of concrete/concrete is to be sealed with silicon sealant, the "B" and "J" joints in the areas of concrete/asphalt with
Question 8: This question pertains to the Graded Crushed Aggregate Base Course and the Rigid Pavement Base Course. Can these be modified on the 0.075mm (No.200) to 0-10 for the Grade Crushed Aggregate Base Course and Maximum Allowable Percentage 10 on the Rigid Pavement Base Course? The local quarry operators are concerned that they cannot produce the base courses to specification 0-8 on the aforementioned sieve size. Also in the 2012 MDOT Standard Specification for Construction in table 902-1 note d. when material is crushed entirely from rock they will allow up to 10% on the 0.075mm?No. 200
Response: The 0-8 is the requirement for both UFGS spec's and the FAA (P-209) In the Note to Specifier in 32 11 23, it states:
a. Percentage of material by weight passing the 0.075 mm (No. 200) sieve will not exceed 8%.
