Dated 12 Aug 2017
Make Sure You Have the Latest Version of this Web Page “Refresh” or “Reload”
Dated 13 Jul 17
Q1. How do I access the files/documents for the Project?
A1. See, Sections 4.4, 4.5 & 4.7 of the FBO Vendor Guide available for download in PDF format via the Federal Business Opportunities / FBO Home Page. See also, Section 00100 of the Solicitation. Additionally, to view and/or download Export Controlled Materials, a company must be certified (via an approved DD Form 2345) by the Joint Certification Program (JCP) administered by the DLA Logistic Information Service (DLIS). This certification establishes that a company is a U.S. or Canadian contractor eligible to receive unclassified technical data that is under the control of the U.S. Department of Defense (DoD) or the Canadian Department of National Defense (DND). Questions about this program or DD Form 2345 should be addressed to U.S./Canada Joint Certification Office, DLA Logistics Information Services (DLIS), Federal Center, 74 Washington Avenue North, Battle Creek, MI 49017-3084. The Joint Certification Office may be contacted by telephone at: 1-(800) 352-3572; or email: jcp-admin@.dla.mil.
Q2. I am trying to access the [export controlled] packages and have a number as assigned on DD Form 2345 but cannot get the packages to open. Our DD 2345 Number is ####### expiration ##/##/2018.
A2. The U.S./Canada Joint Certification Program (JCP) office reported to this office that once a company is certified with the JCP office (normally 7 to 12 business days), the company should contact FBO to have them add their JCP number to their FBO account. The FBO help desk (Federal Service Desk) reported to this office that companies need to make sure that they are registered and login as a Vendor to FBO. When the Vendor click's to open an export controlled package/document, they should be asked for their MPIN. After entering the MPIN, the export controlled package/document should be viewable/downloadable by Vendors that have gone through the JCP process. If a Vendor still has problems, the Vendor should check to make sure that their CCR registration and MPIN are valid and up-to-date. If problems still persist, the Vendor may call the FBO help desk at 866-606-8220, selection option 2 for FBO issues, and ask for troubleshooting assistance.
Q3. Please help me access the locked documents for solicitation W912J6-17-R-0002.
A3. Reference answers A1 and A2 above. After your firm contact and submits a DD Form 2345 to the Joint Certification Program (JCP) which is administered by the DLA Logistic Information (contact information provided in A1) your firm can send proof of this application and submission via a copy of the email receipt from the JCP or DLA personnel that your certification is in process to manual.llanes.mil@mail.mil and copy to russell.s.redila.mil@mail.mil . Pending receipt of the proof that your application is pending certification the Contracting Officer may make the locked files directly available to your frim via AMRDEC SAFE. This access will not be granted if your firm does not apply for certification and follow the above mentioned instructions in A1 and A2.
Q4. We cannot download the specification and drawing documents for the subject bid with MPIN. Is there any way we can get the export controlled documents except applying JCP certification?
mailto:jcp-admin@.dla.mil mailto:manual.llanes.mil@mail.mil mailto:russell.s.redila.mil@mail.mil
A4. See Item A3 Above.
Dated 24 Jul 17
Q5. Specification Section 07 53 23 section 2.1.1 EPDM Sheet is calling for a 90 Mil Reinforced EPDM Membrane. However No manufacturer produces reinforced EPDM membrane in White to meet the SRI value, they only produce a 115 Mil reinforced Fleeceback EPDM Membrane in white that will meet the SRI value as specified. Can we use a Carlisle 115 Mil reinforced Fleeceback EPDM?
A5.Offerors need to ensure they continue reading section 2.1.1 and note, 0.090 inch nominal thickness is referred to as a “minimum thickness”. Roofing systems complying to all requirements of the specification(s) including the achievement of a minimum EPDM thickness of 0.090 inch are acceptable.
Q6. My question concerns past-performance questionnaires (PPQs) as provided in Exhibit C. We have requested references for the three project we intend to submit using the US Navy/USACE forms. These were sent to us for inclusion in recent proposals. Would the Government please consider allowing us to use these completed PPQs and send them to you, in lieu of requesting our clients complete another past performance questionnaire form?
A6. Yes the Government will allow use of these completed PPQs. They should be sent from the client directly to the Contracting Officer if at all possible.
Q7. General Note No.5 on sheet S-001 refers to Geolabs Inc. geotechnical report dated April 01, 2016. Please provide the abovementioned report to all bidders to make them familiar with the existing soil condition.
A7. The Geotechnical report will be provided in forthcoming Amendment and posted to www.fbo.gov
Dated 25 Jul 17
Q8. On sheet CS100 note 19 & 20 states for Base bid aggregate paving to be installed and for Bid option #7 heavy duty concrete paving is to be installed. If bid option #7 is not awarded and aggregate paving is installed per base bid the parking stall striping and handicap striping specified will not last very long on aggregate paving. Do you still require this to be striped if bid option #7 is not awarded?
A8. Yes this will still be required to be striped if bid option #7 is not awarded.
Q9. Sheet DT505 specifies a concrete Oil/Water separator and detail 4/DT509 specifies a steel body Oil/Water separator. Is there a particular manufacturer specified for these tanks? How many gallon capacity for each of these tanks?
A9. There is no specific manufacturer requirement. For the steel OWS (Detail 4/DT509), provide a 1,000 gallon tank that meets the requirements of the plans/specs. For the concrete OWS (Detail 2/DT505), provide the size and layout that matches the dimensions shown.
Dated 27 Jul 17
Q10. Project indicates a third-partly Commissioning Authority is involved with the projects and employed by the Gov't or A/E. Has the Commissioning Authority already been hired by the Gov't or A/E, or is the contractor to employ the Commissioning authority?
A10. Owner/Governemnt will provide Commissioning Authority utilizing local A/E Cx staff to execute the owner’s responsibilities. The Contractor shall provide the required Commissioning activites required by the Contracor/Builder as required by the project specifications.
Dated 31 Jul 17
Q11. We are requesting the addition of “PDQ Manufacturing” as an approved alternate manufacturer to that listed in the door schedule, and under section 08 71 00 of the specification for the following products when applicable to your project; 1) Mortis Locks, 2) Cylindrical Locks, 3) Door Closers, 4) Panic Devices with Trim.
Per FAR 36 2.02 Specifications, 11.103 Market acceptance paragraphs (a), (1), (i), (ii), (iii), (5) and 11.104 Use of brand name or equal purchase descriptions. We offer the following justification for review; test data, the material used, and certifications for the addition of PDQ Manufacturing. PDQ Manufacturing has also met all product testing, materials used, and certifications required by the UFGS and the FAR.
11.103 (a), (1), (i) - Achieved commercial acceptance
PDQ Manufacturing is a member of BHMA, the governing body for commercial contract hardware products standards and specifications. PDQ has an onsite BHMA/InterTech® certified testing laboratory to meet the requirement of recertification of all products every three years. PDQ is an architecturally specified manufacturer for many commercial projects each year.
(a), (1), (ii) - Been satisfactorily supplied to an agency under current or recent contracts
PDQ Manufacturing has supplied many projects
(a), (2) - Otherwise meet the item description, specifications, or other criteria prescribed in the public notice and solicitation.
PDQ Manufacturing meets all salient physical, functional, and performance characteristics of the brand listed, and as required by the Unified Facility Guide specifications, BHMA standards, ANSI and UL testing.
A11. PDQ is acceptable provided products comply with all specification requirements
Q12. While at the site during the pre-proposal conference, we noticed concrete duct banks being installed crossing Circle Avenue and Earl's Alley and new telecommunication manholes on both sides of Earl's alley.
The conduits crossing Circle Alley appear to be terminated with risers up one of the power poles scheduled to be demolished by HELCO per CD010 and ES102. None of this new work is shown on ES102. Any new conduits crossing these recently poured ductbanks will probably need to be routed underneath to get the required cover. Can the telecom for project W912J6-17-R-0002 be routed through these recently installed conduits and manholes or must additional ductbanks and handholes be installed?
A12. Bid communication ductbank as shown on the plans. Further evaluation of the use of existing ductbank will be done during the construction phase.
Dated 01 Aug 17

A19. Bridge crane shall be a single girder top running crane per note 4.F on S-001. Crane shall be in accordance with CMAA 74.
Q20. There is no detail on the parking canopy roof frame. Please provide existing condition of parking structure such as as‐built drawings.
A20. Existing drawings will be issued in a forthcoming Amendment.
07 Aug 2017
Q21. Specification Section 41 22 13.14, paragraph 2.1.2 Speeds: the specified Trolley (125FPM) and Bridge (150FPM) speeds are considered FAST per CMAA 70 suggested operating speeds for a pendant controlled crane and maybe unsafe for Class B non-production usage. Typically, for this type of crane and application, Slow to Medium Speeds would be specified per CMAA 70, i.e. Trolley= 80 FPM and Bridge = 120 FPM.
Can the speeds be reduced to Trolley (80FPM) and Bridge (120FPM)? The hoist is OK at 20 FPM, that is considered Medium speed
A21. Bridge crane speed shall be 150 feet per minute per specification 41 22 13.14 section 2.1.2.d and Crane Note 9 on S-121. Revise 41 22 13.14 Section 2.1.2.b to read “Trolley - rated speed of 80 feet per minute. Revise Crane Note 11 on S-121 to read “Hoist Speed: Travel speed 10 feet per minute”.
Q22. Please clarify overhead doors are whether Manual or Motor operated. Section 083323 notes both Motor operated (2.2.5 list Electric Doors) and Chain (2.2.4 list Manual Doors) operated. And motors are shown on electrical drawings E‐111 but architectural drawings detail looks like manual operated.
A22. Provide Overhead door as specified with both electrical and manual operation.
Q23. Refer to P701. In regards to Air Compress Schedule, please clarify that Is the required 63 SCFM or 94 SCFM combined for the package or a per pump total?
A23. Scheduled SCFM capacities are totals per packaged duplex systems, not individual compressors within duplex systems.
Q24. We cannot find a detail of the insulated wall panel/slab curb interface. The structural drawings seem to indicate the outer skin of the insulated panel extends past the curb. We cannot find this issue addressed on the architectural. Please provide a detail showing how the insulated metal and the concrete curb interface and how that intersection of those materials is to be.
A24. Detail 9/A-304 revised – see attached drawing. Revised Drawing A-304 Will be incorporated with forthcoming Amendment.
Q25. Section 00110, Para. 2.5.2.3 - For the required schedule, as it is not subject to the page limits, please advise if provision on 11x17 paper will be acceptable.
A25. Yes 11x17 paper is acceptable, offerors shall ensure the schedule is secured in the binder and not loose pages.
Q26. For the completion of Exhibit A, Part 1, Section 00110, Para. 2.5.3.4 states to "prepare not more than five(5) of these documents". However, referring to Exhibit A, Part 1, the top paragraph states "prepare not more than (3) of these documents". Please clarify the discrepancy.
A26. See A15 above. Please prepare not more than five (5) Exhibit A Part 1 Documents. Forthcoming amendment will reflect this instruction.
Q27. Referring to Exhibit A, Part 1, Para. D, there is a blank space in the second sentence. Please advise if there is a particular construction method(s) that the government would like offerors to meet.
A27. Government will issue a revised Exhibit A by forthcoming Amendment. Exhibit A, Part 1, Para D will be revised to read as follows: “ Provide detailed description of the work performed under the contract including, but not limited to your past performance. Note that your description will be evaluated for similarity of the construction methods particularly all utility services, information systems, fire detection and alarm systems, cranes, roads, sidewalks, curbs, gutters, storm drainage, parking areas, site improvements, backup emergency generator, paved organizational parking, controlled waste faciltiy, flamable materials facility, photovoltaic renewable energy systems, fuel storage and disposal systems and construction performed on an island environment or other remote geographic location which poses significant logistical challenges and concerns for material delivery and limited subcontractor availability; cost magnitude, and complexity of the work performed to those required for the proposed effort. The Government may also consider similarity of the client type (i.e. federal government) and the project sustainability requirements. Projects will consider United States Green Building Council (USGBC) LEED®. The location at which the work was performed to the location(s) at which work will be performed may also be considered.”
Q28. Section 00110, Para. 2.5.2.2, requires offerors to discuss and provide experience of key construction personnel for the positions of Project Manager, Site Superintendent(s), QC Manager (on site), and Safety Manager. However, Section 0120, Para. 2.2.3.4 states the positions of Project Manager, Site
Superintendent(s), Quality Control Manager (on site), and Safety Representative. For clarity, please clarify that Para. 2.2.3.4 should instead reference the position of Safety Manager.
A28. For the purpose of this solicitation the terms Safety Manager and Safety Representative are synonymous.
Forthcoming amendment will change Para 2.2.3.4 to reference the position of Safety Manager.
Q29. Section 00120, Para. 3.6, allows Offerors to provide information regarding other past performance considerations. Should Offerors choose to provide such additional information, please advise where Offerors are to provide the information allowed by Paragraphs 3.6.1, 3.6.2, and 3.6.3.
A29. Offerors chosing to provide such additional information as allowed by Section 00120 Para 3.6, 3.6.1, 3.6.2 and 3.6.3, the offeror shall include this information in a section of Volume 2, Part 2 Past/Present Performance Information. Offerors chosing to provide such information shall clearly notate its inclusion on the Table of Contents provided for their submitted Volume 2, Par 2
Q30. Please confirm that there is no page limit for Subfactors 3 and 4 under Volume 2, Part 1 and Exhibit A, Parts 1 and 2.
A30. Subfactor 3 no page limit Subfactor 4 no page limit however resumes are limited to two(2) pages each
Exhibit A Parts 1 and 2 no page limit Front and back of one 8.5 x 11 sheet each count as one page
Q31. Volume 2, Part 1, Subfactor 1 requires offerors to discuss "Experience and Capability", while Subfactor 3 requires addressing "Quality Control". However, referring to Section 00120, Para. 2.2.3 that details the proposal evaluation and basis of award for Volume 2, Part 1, Subfactor 1, Para. 2.2.3.3 addresses quality control, which on a side note such items are not required to be addressed under Subfactor 3 as detailed in Section 00110. Please clarify this discrepancy or confirm that it should be deleted.
A31. Forthcoming Amendment will address and remedy this issue. Section 00120 Para 2.2.3.3 shall be deleted.
Section 00120 Para 2.2.6.1 shall be added to read as follows : “2.2.6.1 Proposal must demonstrate adequate quality control processes to give the government confidence of the offeror’s ability to successfully manage the material submittal process, and ensure subcontractor compliance with contract documents”
Q32. Please confirm that the following paragraphs from Section 00110 are indeed missing from the RFP:
Paragraphs 2.4.8, 2.4.9, and 2.5.1.7.
A32. Confirmed. Forthcoming Amendment will address and remedy and mark Section 00110 Para 2.4.8, 2.4.9, and
2.5.1.7 as RESERVED.

Q33. Exhibit A, Part 1, Para. D was corrected to fill the blank space, and now notes "that your description will be evaluated for similarity of the construction methods particularlyall utility services, information systems, fire detection and alarm systems, cranes, roads, sidewalks, curbs, gutters, storm drainage, parking areas, site improvements, backup emergency generator, paved organizational parking, controlled waste faciltiy, flamable materials facility, photovoltaic renewable energy systems, fuel storage and disposal systems and construction performed on an island environment or other remote geographic location which poses significant logistical challenges and concerns for material delivery and limited subcontractor availability; cost magnitude, and complexity of the work performed to those required for the proposed effort." However the highlighted section is not included in Section 00110, Paragraph 2.5.2.2, which states "Specifically discuss construction of fuel storage facilities and fuel disposal systems, photovoltaic renewable energy system components, and construction performed on an island environment or other remote geographic location which poses significant logistical challenges and concerns for material delivery and limited subcontractor availability." If is indeed the intent of the government to have Offerors include experience that also addresses the underlined experience, please provide at least one (1) week for Offerors to address this new requirement that we were not aware of until the issuance of the revised Exhibit A with Amendment No. 0004, which includes requesting completion of a Past Performance Questionnaire if required.
A33. Exhibit A will be revised to correct this issue. Exhibit A Part 1 Paragraph D will be revised to match Section 00110 Paragraph 2.5.2.2 “Specifically discuss construction of fuel storage facilities and fuel disposal systems, photovoltaic renewable energy system components, and construction performed on an island environment or other remote geographic location which poses significant logistical challenges and concerns for material delivery and limited subcontractor availability.” Revised Exhibit will be issued in Forthcoming Amendment.
Q34. Reference ES101. Note 3 states to provide 3-3 cell fabric mesh inner duct in each conduit. Is this meant to go from the new building and then stop at the existing manhole (key note 2) or is the inner duct to go from the new building to the existing building? Please clarify. Note 5 does not call for new inner duct, only new cables and mandrel or existing conduit. If there is inner duct in existing conduits then it will not be possible to mandrel the existing conduits. If new inner duct is required in the existing conduits how many conduits are to receive inner duct and mandrel? Please clarify.
A34. Yes stop inner duct at existing manhole. No new inner duct is required, contractor include the cost to mandrel existing conduit in bid.
Q35. Reference ES102. Please see the next page general note 4, we have been calling the phone number and leaving a message but have not been able to contact the person listed to receive a quote for this project.
Please verify.
A35. The contact person listed and phone number listed are current.

Q36. The solicitation requires a complete copy of the proposal on CD/DVD to be submitted by the due date and time, however some pricing may not be available until the last minute and may need to be hand written into the bid schedule line items. This presents a problem with providing an electronic copy of the line items on the CD/DVD which needs to be burned ahead of time in our home office. Would the Government allow offerors to submit everything except the Bid Schedule on the CD/DVD, and allow hand written numbers on the line items?
A36. Yes. It is acceptable to provide the Government with the completed Bid Schedule (all line items must be completed) only in hard copy. The Government does require three (3) copies of the Bid Schedule whether submitted electronically on the CD/DVD or in handwritten hard copy. THE GOVERNMENT DOES NOT AUTHORIZE ANY PORTION OF THIS SOLICITATION OR PROPOSALS TO BE SUBMITTED VIA ELECTRONIC MAIL.
Proposals must be delivered to the address listed on the SF 1442 Item 6.
Q37. The Government has just issued Amendment 0005 on 12Aug2017, our hardcopy of proposal is already been shipped to the address specified. Does Amendment 0005 need to have an original signature on it? Or would it be acceptable for our local agent to print a copy of the signed Amendment 0005 and include this with the deliver of our proposal?
A37. Amendment 0005 MUST be signed by personnel authorized to sign for your business, however Amendment 0005 does not need to have an original signature on it. Per Section 00110 Paragraph 2.5.1.3 one copy of the SF1442 must have an original signature on it.
