Q1. Is this a new requirement or is there an incumbent vendor?
A1. This is a new requirement, there is no incumbent contractor.
Q2. Is any type of bond due on this project before submitting a quote or after an award has been made?
A2. There is no bonding requirement for this solicitation.
Q3. Is there a budget number on this project?
A3. The purchase request number can be found on page 1, block 1 of the Standard Form 1449 (the solicitation document). The dollar amount will not be disclosed as it is the Independent Government Estimate.

Q5. What are the exact dimensions of the F100 as it sits on the pedestal?
A5. The exact dimensions are to be field checked by the awardee, the approximate dimension of the F100 aircraft is: Length 50 feel; Wingspan 38 feet 9 inches; Height 16 feet 2 ¾ inch; wing area 400 square feet.
Q6. Are there any objections about having an outside vendor install a temporary tent structure around the aircraft during the work period?
A6. No objections
Q7. Due the manufactures temperature guidelines for applying paint is there any objections to working early during days of actual application since this will be field applied during the summer months?
A7.No objections.
Q8. Is there a restriction of how many employees can be on the job at one time?
A8. No
Q9. Can a job site POD be left on the job site for the entire work period?
A9. Yes, the contractor will be given an area to store equipment.
Q10. Do the aircraft logos/ markings have to be vinyl decals or do they have to be painted?
A10. Can be either, as long as the work is guaranteed for at least 5 years as stated on the PWS.
Q11. Is there possibility for draws on payments or is entire payment made to contractor upon completion of project?
A11. Due to the small size of this project only one payment will be made once the service has been completed and accepted by the Government.
Q12. Is this the only static aircraft being restored or are more to follow?
A12. The New Mexico Air National Guard has a total of 5 static display aircraft, they will be restored in the future as funding permits.
Q13. If the job is taking longer than anticipated is there a variance on completion time?
A13. The period of performance has been increased to 90 calendar days, the awardee will be held to the period of performance.
Q14. Does the quote have to include attachments from outside vendors or is only one quote necessary from main contractor? For example: rental equipment, etc A14. Only one quote is required from the prime contractor.
14 May 2019 Q15. 1. Are there any known environmental hazards or concerns regarding the existing coatings that will be removed from the plane during the surface preparation phase?
A15. Not that the Government is aware of.
Q16. 2. on page 4 of the solicitation section 1.2.1 references that the paint application shall sustain 10-year durability for protection against weathering and peeling. Page 5 section 1.2.5 refers to a 5-year guarantee. Please clarify. Note: Maintenance and upkeep of the finish will be required by the Air National Guard to maintain any manufactures warranty.
A16. The Governments requirement is a Paint that will withstand up to 10 years of our high-desert environment. We want the contractor to guarantee their work and application of the paint for 5 year’s against peeling and weathering. The other 5 years will not have to be guaranteed by the contractor.
Q17. 3. The provided wage determination there are three painter classifications listed; 05310-Painter Automotive, 23050-Aircraft, Painter and 23760-Painter, Maintenance. I am assuming that because this project is to just re-finish the exterior of the airplane that is not airworthy that the proper classification would be 23760-Painter Maintenance. Please clarify.
A17. The contractor is required to properly classify the workers to the work that is being completed (Please review the PWS paragraph 1.2 for the Description of Services).
Q18. Will you accept the quote via e-mail and if not can base access be arranged so the bid can be hand delivered?
A18. Quotes can be submitted electronically to edwin.d.widgeon.mil@mail.mil. Quotes can be delivered to 47 Bataan Blvd, Purchasing and Contracting Office, Santa Fe New Mexico, 87508. If you plan on hand carrying the quote to the contracting office it can be delivered to 47 Bataan Blvd, Purchasing and Contracting Office, Santa Fe New Mexico, 87508. The quote must be delivered before the response time and date listed on the solicitation document or amendment if one is issued. If you plan on dropping off the quote in person please email MSgt Edwin Widgeon at edwin.d.widgeon.mil@mail.mil at least 24 hours prior to the solicitation response time and date to coordinate gaining access onto the facility.
Electronic quotes are the preferred method of submitting quotes.
