March 8, 2019

Part 1

General Information

1. DESCRIPTION OF SERVICES AND GENERAL INFORMATION.

1.1. SCOPE OF WORK: The project consists of restoration and preservation of an F-100A Static

Display Aircraft, tail # 53-1532, on display at the New Mexico Air National Guard, 150th Special Operations Wing, 2251 Air Guard Rd, Kirtland AFB, NM 87117. The Primary goal is to preserve the history of the New Mexico Air National Guard and maintain authenticity of the static display aircraft. The period of performance for this requirement is 90 calendar days from date of award. The contractor shall provide all personnel, tools, equipment, material, supervision, technical expertise, and other related items necessary to perform restoration of the aircraft. Restoration and preservation consist of sheet metal work, maintenance repairs, bird proofing, and painting. Preparation of the surface of the aircraft includes pressure washing, stripping paint, sanding paint and corrosion repair to make the surface compatible to new paint with proper collection of paint chips, etc., so that no environmental hazard is created. All tasks performed shall be accomplished in a workmanship like manner and in accordance with applicable federal, state, and local regulations and any OSHA requirements. The contractor shall also ensure all personnel are provided appropriate personal protective equipment for the work being performed. The contractor shall paint aircraft in accordance with commercial practices and manufacturer’s recommended procedures. The contractor shall comply with all environmental codes and regulations while performing the services of this contract. Applicable work elements consist of, but are not limited to the following:

NOTE: The aircraft currently has a “Home Station” paint scheme of silver with unit emblem of a black and yellow stylized arrow on the sides and tail. This PWS will change the aircraft to the standard F-100 camouflage paint scheme used during the Vietnam war. Detailed aircraft tail numbers, pilot/crew name, and other aircraft markings will be given to contractor when the contract has been awarded.

1.2. DESCRIPTION OF SERVICES: Remove and repair all areas of corrosion, remove and/or repair minor dents from aircraft surface. Remove current paint if needed to level sufficient to facilitate new paint scheme (see Appendix B). Seal airframe and seal canopies to prevent water seepage. Prime all bare spots except where noted in paint scheme provided by 150 SOW (i.e.

engine cowl). All windows, doors, and hatches shall be secured and all vents, nozzles, wheel wells, cowlings and cowl flap areas, intakes, air scoops and exhausts shall be bird-proofed. All aircraft markings shall be replaced with 150 SOW unit markings in accordance with the attached paint scheme (see Appendix B), and any applicable aircraft technical orders. Paint to match standard F- 100 camouflage paint scheme used when deployed to the Vietnam War. Repairs do not have to meet aircraft airworthiness standards; however, they must meet the original shape and cosmetic appearance. All work shall be accomplished IAW, but not limited to; T.O. 1-1-4 Exterior Finishes, Insignia and Markings Applicable to Aircraft and Missiles, T.O. 1-1-691 Cleaning and Corrosion Prevention and Control, Aerospace and Non Aerospace Equipment. Demers) for review; AFI 21- 101, Aircraft and Equipment Maintenance Management, 26 Jul 10/Air Education and Training Command (AETC) Supplement, 21 Oct 10 (Incorporating Change 1, 24 Jan 12); all applicable T.O’s or as directed by the Contracting Officer (CO) and Air Force Instruction 91-203, Air Force Consolidated Occupational Safety Instruction.

1.2.1. Preparation of aircraft: The contractor shall assess aircraft for structural soundness and ensure previous paint, dirt deposits, residual oil/hydraulic fluid, biological soils, pest, and insect/bird nests etc. are removed from aircraft as necessary. Inspect 100% of aircraft substrate to ensure aged paint is in a sound condition. Areas with bubbles, blisters, peeling, chipped etc. are to be repaired. Inspection, by the government, to ensure substrate is free of corrosion and solid prior to painting is required. Any panels or structural pieces damaged should be replace or repair as required. All areas of corrosion (caused by bird droppings, which are highly corrosive to aluminum) or damage are to be replaced or repaired. Prepare aircraft to a sound substrate per paint manufactures paint specifications prior to painting. Ensure to coat aircraft with primer to bare/new metal prior to painting. Painting shall not be performed on aircraft until sheet metal damage is repaired or replaced, corrosion and composite repairs are completed, primer applied, and aircraft maintenance discrepancies are completed. The aircraft will be ready for paint once the exterior structure is repaired, prepped, and washed and government personnel inspect aircraft prior to painting. 1.2.3. Bird proofing: Install bird proofing securely to close openings and to prevent birds from landings on aircraft surfaces. Bird proofing consists of a number of processes, for example: bird spikes are a long lasting, humane, nearly invisible excellent low profile bird control product, used to protect numerous areas around an aircraft. Spikes deter problem birds from aircraft areas by presenting an unsuitable landing area and preventing birds from gaining footholds. Additionally, the use of wire mesh around holes and openings will keep pests and birds from entering aircraft.

All installed bird proofing shall be secure and effective, closing off holes and are humane. Bird proof aircraft by screening, plugging or covering vents, nozzles, wheel wells, cowlings and cowl flap areas, intakes, air scoops, exhausts, aircraft stand, and engines.
