Text version
17 August 2018
Q1: Will the vehicles be delivered all at one time or can we have them brought separately?
A1: We can bring them seperately
Q2: As far as payment, what are the procedures? What is the expected time frame for payment? Will this be made for each individual repair as completed? Via Credit Card or check? The reason for this question is because we'll be charged credit card fees for this payment.
A2: The payment will be made through Wide Area Work Flow (WAWF). https://wawf.eb.mil/ See solicitation technical evaluation paragraph e. “Contractor shall be able to invoice through Wide Area Work Flow (WAWF) https://wawf.eb.mil) for Payments to be processed electronically.”
Q3: Is subcontracting labor allowed? If so, can the vehicles be moved from our premises to do the subcontracting work?
A3: Yes. The government is only required to deliver the vehicles to the contractor’s facility no farther than 43 miles radius from KAFB. It is the contractor’s responsibility to secure the vehicle if they prefer moving the vehicle from their facility.
Q4: Regarding the repair deadline, are there any penalties or fines due to circumstances beyond our control such as part availability or back orders, etc?
A4: No. IAW FAR 52.212-4(f) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence such as, acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.
