Dredge Material Placement Model - Description of Requirement
This is a Description of Requirement (DOR) document for supplies needed to construct a dredge material placement model at the Coastal and Hydraulics Laboratory (CHL), an element of the Engineer Research and Development Center (ERDC) in Vicksburg, Mississippi. The model will support the U.S. Army Corps of Engineers (USACE) in developing capabilities to increase beneficial use of dredge material more efficiently and cost-effectively. The requirement is directed by USACE Headquarters through the Civil Works Research, Development, and Technology (RD&T) program.
The base supplies consist of two stainless steel pipe items: one 24-inch 90-degree fitting (SCH 40; 304L welded) and one 24-inch stainless pipe (SCH 40; 304L, 20 feet, welded). Optional supplies include materials for constructing concrete forms and supporting structures, specifically aggregates (1,200 and 350 tons), rebar (#5 and #7 Grade 60), concrete (4,500 PSI, totaling 710 cubic yards), concrete form panels and fillers (ranging from 1 to 24 inches), concrete anchors and bolts, scaffold brackets, waler clamps, pipe braces, ties, form cages, geogrid (2,500 square yards of Tensar InterAx Foundation NXFTM), and PVC and dual-wall pipe (18-inch and 24-inch, 2,000 linear feet total). Items numbered 5, 6, and 35 are brand-name only; all other items are brand-name or equal. The Government reserves the right to exercise options for partial quantities. Base materials must be delivered within 30 calendar days of contract award; optional materials within 30 days of option exercise, except for aggregate which requires 15-day delivery. All deliveries are FOB Destination to the ERDC Coastal and Hydraulics Laboratory in Vicksburg, with 48-business-hour advance notice required via email to the Technical Point of Contact. Vendors must provide standard commercial warranty coverage.

Dredge Material Placement Model
Title: Dredge Material Placement Model
Background:
The Coastal and Hydraulics Laboratory (CHL) located within the Engineer Research and Development Center (ERDC), Vicksburg, MS supports the USACE (United States Corps of Engineers) through the development and operation of physical models. The Dredge Material Placement Model is designed to provide cutting edge science and engineering to support the USACE in increasing beneficial use of dredge material more efficiently and cost effectively.
Objective:
This supply request is needed to provide a stable model area. The USACE Headquarters (HQ) through the U.S. Army Corps of Engineers (USACE) Civil Works Research, Development, and Technology (RD&T) (Civil Works RDA) has directed ERDC to build a dredge material placement model to further the USACE’s capabilities.

To be considered for award in accordance with FAR 52.211-6, Brand Name or Equal, offers of “equal” products, including “equal” products of the brand name manufacturer, must—
(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation;
(2) Clearly identify the item by—
(i) Brand name, if any; and
(ii) Make or model number;
(3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and
(4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification.
(a) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.
(b) Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation
Shipping and Delivery:
Delivery of base materials shall take place within 30 calendar days of the Contract Award (unless explicitly stated otherwise in the quote).
Delivery of optional materials shall take place within 30 days of exercising said option with the exception of Option Item 1 (#610 aggregate Tons) which shall take place within 15 days of exercise of option.
Estimated delivery time of optional materials may be conditional upon documented consensus in which all relevant parties agree to a reasonable time frame for an estimated delivery date of said optioned material (e.g. weather contingencies).
Shipping terms shall be FOB Destination.

Notice of Delivery(s) shall be:
Emailed to the Technical Point of Contact 48 business-hours prior to delivery.
Deliveries shall be labeled: All materials/supplies being delivered shall include a packing slip labeled to the attention of the Technical Point of Contact. This includes boxes, individual items, and palletized items.
Warranty: The vendor shall provide a standard commercial warranty.
