About this file
This is a presolicitation notice from the U.S. Army Corps of Engineers, Japan District (POJ) announcing FY2026-FY2027 construction project opportunities for informational planning purposes only. The notice covers 30 projects totaling an estimated ¥100 million to ¥25 billion in contract value across mainland Japan and Okinawa, all to be performed by local Japanese sources with full and open competition. Projects include military family housing renovations and repairs at multiple bases (Yokota, Camp Zama, Camp Foster, Camp Courtney, Yokosuka), facility construction and upgrades (HVAC systems, aircraft maintenance facilities, outdoor recreation centers), infrastructure work (JP-8 bulk storage tanks, dredging, electrical distribution repairs), and specialized projects (microgrid installation, aircraft corrosion control hangars). Acquisition methods vary between Invitation for Bid (IFB), Request for Proposal (RFP), and Sealed Bidding, with solicitation dates ranging from March 2026 through October 2026 and anticipated awards from March 2026 through September 2027. All bidders must be registered in SAM.gov, possess appropriate Japanese construction licenses (civil or architectural), achieve CMMC 2.0 Level 1 certification or higher by November 10, 2025, and submit proposals electronically through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module.
The notice includes eligibility requirements specifying that only local sources physically located in Japan and authorized to conduct construction business there are eligible; joint ventures must satisfy these requirements either as independent entities or with all members individually qualified. Contracting Officers for mainland projects are Dr. Nakiba Jackson (Army, Air Force, Housing) and Ms. Jennifer Knutson (DoDEA, DLA, Navy, Marine Corps), with Mr. Jack Letscher serving as the Okinawa Contracting Officer. The notice also includes a Request for Information (RFI) with a March 23, 2026 deadline seeking feedback on two topics: (1) bank-issued surety bonds capability, specifically whether Japanese banks can issue U.S. Government Standard Forms SF-24 (Bid Bond) and SF-25 (Performance Bond) for qualified Japanese construction companies, and (2) Government of Japan and commercial market construction acquisition practices and common processes that could benefit U.S. Government projects. Responses to the RFI should be submitted to Jennifer.H.Knutson@usace.army.mil and Jiro.Miyairi@usace.army.mil.
