About this file
This document is a fiscal year 2026 projection of construction and renovation projects for the U.S. Army Corps of Engineers Japan District. The document covers multiple locations across Japan, including Mainland Japan, Okinawa, and various military bases such as Yokota Air Base, MCAS Iwakuni, Camp Foster, Kadena Air Base, and Camp Zama. Projects span multiple categories including Military Construction (MILCON), Sustainment, Restoration, and Modernization (SRM), and other facility improvements, with project magnitudes ranging from ¥500,000,000 to ¥10,000,000,000.
A key highlight is the Cybersecurity Maturity Model Certification (CMMC) 2.0 requirement, mandating that all organizations handling Federal Contract Information (FCI) or Controlled Unclassified Information (CUI) maintain specific cybersecurity maturity levels. Starting November 10, 2025, all solicitations and contracts will require Basic (Level 1) certification or higher. Project types include constructing and renovating fuel storage facilities, military housing, school age care centers, maintenance facilities, recreation centers, and various infrastructure upgrades. The document emphasizes that these projections are for informational planning purposes and are subject to change, with solicitations primarily intended for local sources in Japan.

CYBERSECURITY MATURITY MODEL CERTIFICATION (CMMC) 2.0 NOTICE
Description: DoD published the final CMMC rule on September 10, 2025, ref. 90 Federal Register (FR) 43560, with an effective date of November 10, 2025.
DoD’s CMMC Program mandates that all organizations handling Federal Contract Information (FCI) or Controlled Unclassified Information (CUI) maintain specific cybersecurity maturity levels to protect sensitive data. CMMC provides a consistent methodology to assess compliance with cybersecurity requirements and standards set forth in the 48 CFR 52.204-21; National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171, Basic Safeguarding of Covered Contractor Information Systems.
USACE Japan District anticipates that all solicitations and contracts issued on or after November 10, 2025 will require Basic (Level 1) certification or higher. If your company is not certified at Basic (Level 1) or higher you will not be eligible to receive a contract award.
More information concerning the CMMC Program is available at SAM.gov. See special notice, "Cybersecurity Maturity Model Certification (CMMC) Program Implementation" issued by USACE Headquarters, Directorate of Contracting.

Project Description. Provide all plant, labor and materials to repair by replacement the existing HVAC system and interior fire suppression lines throughout the facility. This may include new packaged water chiller unit with concrete block enclosure, Air Handling Units (AHUs), Variable Air Volume (VAV) terminal units, chilled water system (including but not limited to chilled water pumps, chilled water piping, chemical feed systems, expansion tanks, etc.), replacement of the building exhaust system, Direct Digital Control (DDC) system, feed main lines, branch line, and pendent sprinklers. Modify the existing fire sprinkler and fire alarm systems affected by mechanical and architectural work. Most of this facility contains a secure work area. Cybersecurity of Facility-Related Control System requirements include but are not limited to utility control systems, building control systems, electronic security systems, Utility Monitoring Control Systems (UMCS), and fire and life safety systems.
Based on an asbestos and lead based paint analysis report completed in September 2022, both asbestos and lead based paint have been detected at multiple locations throughout building 100 to include the mechanical room, electrical room, server room and the building extension. All ACM/LBP abatement/encapsulation work shall be performed in accordance with all applicable Federal and GOJ rules and regulations.
A Seismic evaluation was completed in FEB 2021. Work includes strengthening reinforced concrete walls that exceed their sheer capacity, repairing cracks and spalls, and providing 20mm clearance between free edges of integrated suspended ceiling and enclosing wall partitions.
Work sequencing will be required for partial continued use of the facility during construction. There are no temporary facilities planned in conjunction with this project at this time. Sustainable principles, to include life cycle cost-effective practices, will be integrated into the design, development, and construction of the project in accordance with UFC 1-200-02.
