About this file

This document is a Questions and Answers (Q&A) clarification for a federal contract opportunity involving facility renovation work.

The first clarification addresses the placement of 2×2 supply air diffusers being replaced as part of the project. The contracting officer confirmed that diffusers must align with the new 2×2 ceiling grid and LED light placement, coordinated with the contractor's submitted lighting plot. This requirement directly impacts mechanical subcontractor scope, scheduling, and pricing, necessitating coordination between mechanical and electrical trades during the design and bidding phases. The second clarification pertains to safety and personnel requirements, specifying that an OSHA-certified competent person must be onsite during all working activities per the Construction Safety Specifications (CSS). This individual may perform trade work concurrently while maintaining visual oversight of other workers' activities, eliminating the requirement for a dedicated Superintendent/SSHO position but mandating OSHA certification competency among the working team.
